Position Title: Project Officer under COVID 19 Vaccine Initiative Project

Location: Based in Upazila Level under Khulna District.
Duration: Duration of the contract will be up to June 30, 2022.

I. Job Summary:

The “COVID 19 Vaccine Initiative Project" of Bangladesh is an initiative to increase access to COVID-19 mass vaccination and reduce misconceptions and taboos related to vaccination by marginalized populations in proposed geographical areas.  The project will strengthen the capacity of frontline health workers to improve the quality of the vaccine deployment system and community engagement to disseminate correct information, thus reducing misconceptions around vaccination.

Project Officer will be directly responsible for providing technical support at Upazila/ City Corporation level field team for effective and quality implementation of COVID 19 Vaccine Initiative Project. Project Officer will be responsible for monitoring project inputs, outputs, outcomes and reporting as per agreed strategies. S/he will closely work with City Corporation/ Upazila Health and Family Planning department and provide needful support to ensure effective and efficient use of project’s resources and materials. Project Officer will provide capacity building support to government frontline health worker and develop effective linkages between community and COVID 19vaccination center. S/he will establish a mechanism of sharing the project performances and feedback with UH&FPO. S/he will monitor the effectiveness of project implementation activities and the achievement of project objectives. Working in partnership and collaboration with GoB Health department, Upazila Administration, UN agencies, Local Government, NGOs and civil societies at Upazila level with guidance from Project Manager. S/he will support UH&FPO to make more functioning of Upazila level COVID 19 vaccination working group. S/he will document lessons learned, prepare Upazila, level project implementation report, and prepare special reports as per project needs.


II. Responsibilities and Tasks:

Responsibility # 1: Create supportive environment at the community through working with counterparts and other agencies

  • Ensure buy in of Project activities among the community, local government and Health & FP officials at all level from union to Upazila.
  • Organizing meeting/workshop/ orientation with project participants, CG and CSG at the community level to create supportive environment for mobilizing support from COVID 19 Vaccine Initiative Project.
  • Ensure that the community people and local level counterpart are involved in identifying and increasing COVID 19 vaccination.
  • Maintain constant networking with GO/NGO/Local government division.
  • Arrange and provide capacity building training to government front line health worker to improve the quality of the vaccine deployment system and increase knowledge on vaccine registration and community engagement to disseminate correct information, thus reducing misconceptions around vaccination.

 

Responsibility # 2: Effective planning and quality implementation of Project activities at field level.

  • Provide training on COVID-19 vaccination for government frontline health workers (Health Inspector, Assistant Health Inspectors, Health Assistants, and Community Health Care Providers).
  • Orient Vaccination center Volunteers on COVID-19 vaccination registration and community awareness.
  • Provide training on COVID-19 vaccination reporting and health management information system (monitoring) for statisticians.
  • Orientation to Multi-Purpose Health Volunteer on COVID 19 registration & vaccination and community awareness.
  • Facilitate of functioning of city/district and sub-district level Vaccination Working Groups.
  • Facilitate to ensure vaccine registration and awareness-raising by union facilitator and Vaccination center volunteer at community and household level.

 

Responsibility # 3: Promote awareness raising and community mobilization for COVID19 awareness and vaccination in communities

  • Facilitate to conduct COVID19 awareness raising through SBCC session at community level.
  • Facilitate regular Community Group monthly meeting and provide on the job capacity building support
  • Facilitate regular bi-monthly meetings with community support groups and provide on-the-job capacity-building support
  • Facilitate regular Community Support Group bi-monthly meeting and provide on the job capacity building support.
  • Facilitate to distribution of Information Education Communication (IEC)and Social Behavior Change Communication (SBCC) materials at community level.
 
Responsibility # 4: Reporting and facilitate Financial and administrative activities
20%
  • Prepare project progress report, case studies and other special report as per project plan and needs.
  • Ensure organization administrative and financial rules, policies and regulations.
  • Prepare TER, request for project tools and stationeries and assist supervisor in preparing monthly expenditure report.
  • Periodically collect the best practices, case studies and share through periodic reporting.
 
Responsibility # 5 Adhere to and support CARE Bangladesh’s Safety and Security policy and systems
As part of this role, the job holder will be expected to adhere to and support CARE Bangladesh’s Safety and Security policy and systems as part of their day to day duties, and comply, at all times, to safety & security protocols and directives, including reporting. Staff must maintain situational and self – awareness and be aware of the safety – security related consequences of their actions upon themselves, their team and the organization as a whole.

IV. Working Condition:  

The position is based in Upazila level under Khulna District with approximately 70% - 80% field visit. Close contacts are required with government health department, local government division and other organizations working in similar field at the project area.


V. Qualification:
  • 3 to 4 years’ experience in the field of community based health program implementation and community mobilization.
  • Masters in Social Science or relevant subject.
  • Experience in closely working with local government especially Upazila Parishad and Union Parishad.
  • Proven experiences to work with government health department and health syatem.
  • Ability to involve and utilize local counterparts and resources in implementing project activities.
  • Motor Cycle driving with valid driving license is mandatory.
  • Excellent oral and written communication skills.
  • Computer proficiency in MS words, MS-Excel, MS Access, MS PowerPoint.
