Position Title: Deputy Chief of Party under anticipated Multisector Integrated District Development (MIDD) Activity

I. Job Summary:

CARE seeks a Deputy Chief of Party for an anticipated Multisector Integrated District Development (MIDD) Activity. This is expected to be a $10-25 million, three-year award that aims to strengthen resilience in host communities affected by the Rohingya refugee crisis through fostering economic and social prosperity. The activity focuses on building the capacity of people, communities and local institutions in the host communities in the areas of skill building, livelihood diversification, water and sanitation, and natural resources management.

The DCOP will work closely with the Chief of Party to guarantee quality, efficiency, integrity, and learning throughout project duration. S/he will provide strategic oversight and technical guidance to, and resolve challenges in implementation of, cross-sectoral activities reflective of the program’s theory of change, logical framework, monitoring and evaluation, and relevant work plans. In addition to promoting quality, the DCOP will encourage efficiency in program delivery. This involves continually monitoring program tasks and activities against goals; minimizing duplication of personnel activities; and defining and using standard operating procedures.

The DCOP is also expected to promote learning and innovation. This includes adapting tools and systems; promoting data-driven, evidence-based actions; expanding successful activities’ breadth and depth; building capacity to work in new ways; and communicating best practices to relevant parties.

The activity is expected to be awarded in December 2021. This position is subject to project award and funding.  


II. Responsibilities and Tasks: % of Time
Responsibility # 1: Project implementation and monitoring 40%
  •  In collaboration with the Chief of Party, ensure the adequacy of planning, monitoring and reporting and competence for the effective scale up of program interventions to meet established programmatic and financial targets and timeframes.
  • Oversee the coordinated planning (of activities and resources) and implementation of the program and program operations in line with state-of-the art strategies, technical standards, and applicable USAID rules and regulations.
  • Ensure establishment of appropriate Information Management systems and protocols.
  • Develop and implement strategies for capturing impact, lessons learned and best practices.
  • Manage donor contract management and compliance, and provide support to Monitoring, Evaluation and Learning (MEL).
  • Manage sub-grants to implementing partners responsible for implementing project activities.
  • Support monitoring of project activities, and puts forward ideas and recommendations for improvements; ensuring necessary monitoring systems are in place.
  • Provide strategic oversight of program tasks and activities, including participating in budget discussions.
 
Responsibility # 2: Project development, Coordination and implementing partners 30%
  • Closely liaise with area coordinators and consortium partners to ensure timely, accurate and quality project implementation.
  • Follow up on harmonization of approaches, methodologies and tools (e.g. for beneficiary selection, harmonization of support values per response area etc.) as well as the identification of technical synergies.
  • Take leadership role in the development and implementation of “Stakeholder Engagement Plans”, in close collaboration with area coordinators and the Inclusion Advisor.
  • Ensure project activities are on track and adhere to project proposal, budget, and donor regulations.
  • In close coordination with the MEL Manager ensure that data and information is exchanged with response coordination structures, and in particular, fed into relevant Information Management systems established by the coordination structures, wherever feasible and appropriate.
 
Responsibility # 3: Management 30%
  •  Manage a small team of Finance and Admin officers.
  • Review all necessary project expenditures prepared by the Finance Officer before approval by CoP.
  • Working closely with Area Coordinators and finance, review partner expenses and reports.
  • In coordination with the Finance Officer, monitor expenditure on a monthly basis against the approved budget. Review expenditure projections to ensure that expenditure stays within budget.
  • Review and finalize project financial reports to donors.
  • Serve on the program’s Senior Management Team.
  • Promote quality, efficiency, integrity, and learning throughout program duration.
  • Mentor and supervise direct report/s, including the program’s technical leads.
 
Responsibility # 2 Adhere to and support CARE Bangladesh’s Safety and Security policy and systems
As part of this role, the job holder will be expected to adhere to and support CARE Bangladesh’s Safety and Security policy and systems as part of their day to day duties, and comply, at all times, to safety & security protocols and directives, including reporting. Staff must maintain situational and self – awareness and be aware of the safety – security related consequences of their actions upon themselves, their team and the organization as a whole.

Based in CARE Bangladesh Cox’s Bazar regional Office with approximately 30% time to travel in the target working sub-District


V. Qualification:
  • Minimum of 7 years of progressively responsible experience in development project management (USAID Program Management required); previous Deputy Chief of Party, or senior management experience in disaster risk reduction and humanitarian assistance.
  • Post-graduate degree in social/political sciences, arts or in a humanitarian assistance related field.
  • Proven exceptional leadership in the design, management, implementation, monitoring and evaluation of similar-sized international donor-supported programs, with skills in strategic planning and thinking, management, supervision and budgeting, and experience managing complex activities involving coordination with multiple program partner institutions.
  • Substantial project management experience (planning, monitoring, evaluation) in humanitarian context, including in a leading position.
  • Demonstrated skills building and maintaining relationships with governments, donors, other donor-funded projects and stakeholders, local organizations, and partners. 
  • Strong oral and written communication skills; excellent demonstrated interpersonal and negotiation skills.
  • Previous experience with the culture and context of South Asia/ Bangladesh is required. 
  • Experience in narrative and financial reporting on complex projects to international donors.
  • Demonstrated commitment to gender equity and inclusion.
  • Experience in developing strategies and resource mobilization plans.
  • Experience in recruiting, developing, and managing staff and teams.
  • Track record of strong commitment to sharing knowledge, documenting experiences, supporting creative initiatives, and sharing credit.
  • Experience working and collaborating with diverse sets of stakeholders, such as local NGOs, government officials, donor representatives, local and international staff.
  • Demonstrated knowledge about gender and development, and demonstrated experience and proficiency in managing programs that mainstream gender.
  • Demonstrated ability to implement projects with rigorous timelines and deliverables and to track program quality through donor approved monitoring and evaluation systems.
  • Ability to respond on short notice and plan and execute several activities at once.
  • Ability to work under pressure, as part of a team or independently, and meet deadlines consistently.
  • Proven experience hiring, training, and supervising teams of international and local staff.
  • Proven leadership, inter-personal and cross-cultural skills, and ability to build and motivate diverse teams.
  • Excellent English oral and written communication skills; knowledge of Bangla strongly preferred.
  • Computer proficiency in MS words, MS-Excel, MS Access, MS PowerPoint.
