Position Title: Program Officer under Supporting urban Health Structure to respond to COVID -19 crisis in Urban Slum Area Project

CARE Bangladesh, a non-profit international development organization, implements several projects under its Health Program. CARE is currently looking for Program Officer - Supporting Urban Health Structure to respond to COVID -19 crisis in Urban Slum Area, Under Health unit. His/her major responsibilities will include supporting the Primary Health Care and COVID -19 vaccination services system at the urban community and introducing access to the digital platform for health and COVID19 services among the marginalized urban population. S/he will also contribute to the area of capacity building of frontline health workers and community groups and other projects of the Health Unit.
 
The Program Officer will be responsible for identifying new activities, approaches, and strategies and improving program quality of Supporting Urban Health Structure to respond to the COVID -19 crisis in the Urban Slum Area project in Gazipur.  S/he will be responsible for strengthening community-based platforms and forming women/adolescent health corners at public health facilities to increase access to information and messages on COVID-19, vaccination, and GBV (Gender-Based Violence), SRH integrated WASH H/She will also be responsible for ensuring linkage and coordination with the Government and Gazipur city corporation on the effective roll-out of vaccination.  S/he will be responsible for launching an Emergency Communication Management (ECM) platform to accelerate the dissemination of critical information on the importance of vaccination to marginalized communities using text, hotline, voice call, and WhatsApp.
S/he will be responsible for capacity building on Factory Management, Ward Health Development communities, Community groups, and government health workers on launching ECM and day-to-day monitoring and further, follow up on effectively implementing ECM platform/management. S/he also organize the meeting, training for the front line health workers, and number of community group members. 
 S/He will be directly responsible for doing a periodical assessment of project activities to evaluate relevancy, efficiency, effectiveness, and impact for further sharing with the project management team to redesign project activities, approaches, and strategies specifically broadening with government and community demand.

S/he will be responsible for conducting a rapid survey in the targeted area to inform the content strategy, including appropriate messaging for different segments (women, men, and youth). Use qualitative feedback gathered via the hotline service and partner community groups and inform Sr. Technical Officer- Monitoring & Evaluation. In addition, h/she will ensure that the proposed new activities, approaches and strategies are appropriately understood and implemented by all level project stuffs and that adequate training and orientations are provided to the relevant staff/people as applicable. H/she will be responsible for upgrading the project work plan and developing guidelines for quality implementation of newly proposed activities.
This position will work independently with Health, FP department, Councilor offices under Gazipur City Corporation and RMG to build their capacity, develop ownership and ensure sustainability through developing institutional capacity. The position will uphold the main responsibilities to compile, analyze regularly, and interpret the activity outcomes that enable the project team, government, and donor to motivate long run support and scale up of fair and fast vaccine rollout.

He/She will assist the Technical Coordinator/Team Lead in developing and implementing capacity-building initiatives for the PNGO staff, monitoring and training facilitation, networking, and implementation of appropriate approaches, strategies, and program management.

II. Responsibilities and Tasks:

Responsibility # 1: Identifying and implement activities, approaches, strategies and develop program development plan for improving primary health care services of 15 words of Gazipur city corporation and adjacent ready- made garments (RMG) factories

35%

  • Facilitate to ensure primary Health care services through function EPI, ST and referral card 
  • Provide necessary support to establish digital wellbeing centers and telemedicine services in 10 communities, including women/adolescent health corners.
  • Facilitate to form CS and WHDC and capacity building and provide necessary support to establish and implement the action plan of community platforms.
  • Facilitate to scale up Weekend EPI all project area
  • Develop an implementation plan for gender awareness to community people and facilitate capable GBV case management.   
  • Launching an emergency communication management platform accelerates disseminating critical information on the importance of vaccination to marginalized communities using text, hotline, voice, and WhatsApp.
  • Organize meeting, training for factory workers, frontline health workers and number of community group members.
  • Build community-level resilient capacity for collective action on SRH integrated WASH and clinical waste management system focusing on women and girls.
  • Track regularly the progress of the training program as well as project targets.

 

Responsibility # 02: Establish purposeful Linkage and coordination with Government, City corporation and Partner staff on effectively roll out of Vaccination establishing through Emergency communication Management (ECM) platform

  • Maintain functional communication and coordination with assigned Counselor Office under Gazipur City Corporation, District Health, FP department and Factory management to ensure primary health care and Covid vaccination support for vulnerable group.
  • Maintain effective and professional communications with service providers to establish linkage and develop a sustainable relationship with factory and the urban community to ensure consistent availability and accessibility of consumable health products.
  • Capacity building of various health and community support groups, Factory Workers and government health workers on launching ECM and day to day monitoring and further follow up.
  • Facilitate to provide registration support and information to the marginalized urban population through call centers.
  • Build the knowledge and capacity of existing community groups and health workers living and working in target communities so they can address questions on vaccine hesitancy.
  • Assist in developing activity plans and implementation of the training and community engagement initiatives.
  • Regularly compile, analyze, and interpret the activity outcomes that enable the project team, government, and donor to motivate long-run support and scale up of fair and fast vaccine rollout.
  • Assist in ensuring that project guideline, approaches and strategies are well understood by the field staff and factory-based peers are adequately supported in implementing relevant techniques and strategies.

 

Responsibility # 3: Guide and facilitate quality implementation of the capacity-building initiatives through planning, monitoring and transforming the learning and recommendations into actions.

  • Work closely with the Technical Coordinator and other team members to develop the training modules for the project.
  • Assist in developing action plans for achieving the training plan for both factory and community.
  • Monitor and track the progress/achievement of the planned training program.
  • Support to ensure pro-active actions on addressing challenges in the implementation of the training program in the factory and community settings.
  • Support to ensure necessary logistic support for timely implementation of training programs both in factory and community.
  • Support facilitates innovations, maintains flexibility, and ensures learning culture to examine best practices around capacity building.

 

Responsibility # 04 : Facilitate  to Conduct  survey  at Factory and community

10%

  • Conduct Rapid Surveys in the targeted areas to inform the content strategy, including appropriate messaging for different segments (women, men, youth, etc.).
  • Data collection and assist M& E – documentation on compiling data and preparing the report  
  • Feedback gathered via the call centers and partner community groups, as well as the ECM data analytics dashboard
  • Facilitate and Organize workshop on assessment tool development for Community and RMG workers / further need and activities outcome assessment.

 

Responsibility # 05: Documentation and Reporting

10%

  • Directly work with the Technical Coordinator to arrange regular meetings, advocacy meetings, training, and maintain proper documentation to develop relevant reports.
  • Assist Sr. Technical Officer- M&E for drafting donor reporting, organizing learning and sharing events as per project yearly plan.
  • Closely with PO-ICT to mitigate demand for developing ECM platform
  • Keep updated on key reporting and M&E guidelines from donor/CARE and Govt.
  • Ensure M&E staff of GO/PNGO have sufficient knowledge and skills on all tools, equipment and procedures to implement their work effectively
  • Assist in developing BCC materials and field-level communication with partner
  • Proper documentation on how changes in factory and community in ECM system.

 

Responsibility # 06: Advocacy for creating enabling working environment and Media coverage

10%

  • Organize advocacy meetings at Word and community level with the relevant Stakeholder   to identify the appropriate PHC model for the marginalized urban population.
  • Identify local barriers and transform them as an advocacy agenda and raise those in an appropriate audience for the solution.
  • Maintain professional relationships and engage media personnel in project activities for disseminating good practice.
  • Use social media as a living communication platform for project regular performance and activities.
  • Keep regularly updated of SH’s on project progress so far, acknowledge their role, and disseminate.

IV. Working Condition:  

This Gazipur field-based position requires frequent field visits in project areas, e.g. service centers, word/para, slums, adjacent RMG factories, and government offices under Gazipur city corporation.

V. Qualification:
  • 3 to 4 years of experience in project developing and implementing in both urban and rural areas.
  • Masters in Social Science or equivalent subjects.
  • Have good knowledge and methodology on ICT based online service platforms.
  • Ability to team building and can perform well under pressure.
  • Ability to coordinate with counterparts and other stakeholders.
  • Experience in working with MoHFW and diversified stakeholders, RMG workers and community groups.
  • Ability to react effectively and calmly in emergencies while communicating with beneficiaries.
  • Good understanding on Gender Equality, Equity and Diversity.
  • Have working experience with emergency response and settings.
  • Computer knowledge on MS Word, Excel and Power Point. Bangla typing skill is treated as a particular advantage.
  • Excellent computer and relevant software related skills.
  • Good communication skill in both verbal and written in Bangla and English.
  • Have a valid driving license (Motorcycle).
