I.             Job Summary:

Program Manager-Gender and Protection will lead the implementation of CARE Bangladesh- Cox’s Bazar’s projects under Gender and Protection portfolio specifically focusing on Gender-Based Violence (GBV), Sexual Reproductive Health (SRH), and gender in emergencies (GiE). The incumbent will be responsible for management of activities for CARE in a humanitarian setting and work closely with local and international organizations involved in gender and protection response. She/he will support gender and protection team in terms of program assessments, strategy development, project design, project management and implementation, developing procurement plans, with major emphasize to monitoring and evaluation of activities, prepare program updates and donor reports, and proposal development as well as budget management.  She/he will support Gender and Protection implementing partners and ensure quality and timely delivery of the projects. Work closely with the relevant agencies of Government of Bangladesh (GoB) as well as all other members of the emergency response team and link development with emergency response activities.


II.            Responsibilities and Tasks:

Responsibility # 1: Program Management

40%

  • Provide strategic leadership in developing, planning and implementation of the projects under gender and protection portfolio
  • Lead overall program management and ensure implementation of project interventions with approved plan, budget and quality standards
  • Regular monitoring of the context dynamics and adapt the intervention and implementation modalities accordingly
  • Ensure budget management and align the budget with CARE, Donor and IPs budget lines as per the agreements and FD7.  
  • Prepare projections, review BVAs and ensure timely and appropriate spending
  • Formulate and monitor proper and timely expenditure of the project budget, and efficient management of resources
  • Coordinate with technical coordinators, operational and management teams
  • Prepare quarterly/periodic and annual reports of different projects and ensure timely submission to the management and development partners
  • Support to the sector to development project proposals, concept notes and planning
  • Ensure quality of service delivered by means of developing capacity of all concerns through training and mentoring
  • Ensure that meal systems provide adequate feedback to inform program development and course corrections as necessary
  • Maintaining close liaison with the MEAL sector and fulfil the requirement as required by the sector in alignment with the program needs
  • Promotes identification and synthesis of best practices and lessons learned among Gender and Protection project areas and CARE project area
  • Field activities monitoring, supportive supervision and documentation of gap analysis and necessary improvement steps for proper implementation of program
  • Deal the donors under guidance of Sector Lead such as GAC, DELUX, GSK DFAT etc. at cluster and working group meetings. 
  • Promotes joint/integrated programming among GBV, SRH, GiE and other sectors, and collaborate effectively as per the Gender Justice framework and humanitarian response strategy

 

Responsibility # 2: Partnership Management

  • Develop partnership strategy for gender and protection programming
  • Conduct partnership assessment and contractual process in coordination with GAAM team
  • Work as communication and coordination focal point for CARE with gender and protection implementing partners (IP)
  • Management of IPs by supportive supervision and capacity development of them
  • Field activities monitoring, supportive supervision and documentation by IPs activities, gap analysis and necessary improvement steps for proper implementation of program
  • Will be responsible for documentation by the IPs on gender and protection activities, M&E, Challenges, necessary improvement steps for proper implementation of program.
  • Promotes identification and synthesis of best practices and lessons learned between CARE and IPs

 

Responsibility # 3: Relationship management and coordination with the Government agencies and key stakeholders

  • Develop strategic partnerships and maintain effective working relationships with key stakeholders including donors, government actors, UN agencies, international and local NGOs.
  • Coordinate with Government Liaison team and lead government approval process (FD6, FD7) of the gender and protection projects
  • Represent CARE in Cox’s level coordination platforms and promote CARE as gender and protection champion organization
  • Harmonize role with UN, GoB, line ministries and other agencies and actors to CARE’s technical role to avoid duplication of service component.
  • Identify, build and manage collaborative partnerships with other humanitarian partners, coordination bodies, local authorities and other stakeholders.

 

Responsibility # 4: People management

20%

  • Create conducive gender sensitive workplace environment for the team for smooth and quality implementation of the projects
  • Recruit and manage the team under gender and protection portfolio in coordination with HR .
  • Management of gender and protection team by supportive supervision and capacity development of staffs.
  • Coordinate with GBV, GiE and SRH technical coordinators, PSEA focal point, HR and other relevant team to enhance the capacity of the project staff .
  • Ensure every project staff is well aware on PSEA and demonstrate commitment on it.

 

lll   Adhere to and support CARE Bangladesh’s Safety and Security policy and systems

As part of this role, the job holder will be expected to adhere to and support CARE Bangladesh’s Safety and Security policy and systems as part of their day to day duties, and comply, at all times, to safety & security protocols and directives, including reporting. Staff must maintain situational and self – awareness and be aware of the safety – security related consequences of their actions upon themselves, their team and the organization as a whole.

V.   Qualifications and Experience:  

  • 5 to 7 years’ work experience in project management
  • Excellent interpersonal, communicative and leadership skills
  • Master in Public Health, gender studies
  • Experience of implementing health- SRH, GBV and gender program independently working in reputed national or International NGOs.
  • Experience in people and partnership management.
  • Skills in training, monitoring and evaluation
  • Excellent writing skills and editing skills
  • Good understanding of MS Office applications.
