I.             Job Summary:

Management Information System (MIS) Specialist is strategically important position under PEARL unit being responsible for leading systematic information and data management systems on projects, programs, lessons learned and organizational performance for CARE Bangladesh. S/he will be solely responsible to update and systematize project /program information to update the Organizational information management system (organizational dashboard), as well as maintain and coordinate information on CARE Bangladesh’s work in CARE International or CARE USA systems for organizational performance management. As a custodian of organizational information and knowledge, s/he  will also provide information management guidance and support to the CARE Bangladesh projects/program to ensure improved information and knowledge sharing practices within the Country Office.

 

II.            Responsibilities and Tasks:  

Responsibility #1: Ensuring project & program information is up to date in the CO information management system, including central program files (project reports and assessments, datasets, case studies, evaluations etc.)

  • Independently update active project archives regularly with newly released documents by the projects in a consistent manner (maintaining the same format for all projects, such as the reflection documents, research reports, and process documentation), for future reference/use.  
  • Manage the active project files and transfer necessary documents to the closed project folder once a project is closed.
  • Provide guidance to projects on electronic file structures & storage on I drive or other innovative ways of archiving. Work with IT to assist and communicate all projects/programs regarding archiving their documents ensuring access to all concerned.
  • Provide orientation on project information filling system to newly joined project M&E, KM and communication staff. Introduce and train staff on standards and guidelines for project information systems, e.g., filing, and organizing.
  • Find innovative ways to link information systems with CARE Bangladesh website.
  • Act as custodian for the CAREBD data, report, evidences and knowledge.

Responsibility # 2: Lead and innovate technological solutions to establish and maintain information management systems for the CO.

 

  • Identify suitable programming options for information management systems.
  •  Lead the process for systematizing storage of information and relevant technological solutions with close coordination with IT.
  • Lead digitization of information management systems for open platforms (online, one drive etc.)
  • Develop capacity of project staff on using ICT based solutions to project management.
  • Provide support to project in adapting technology based solutions.

Responsibility #3 Maintain regular updates to CARE International and provide support in establishing KML system for sharing data, information and knowledge products for internal analysis and use.

  • Update existing project evaluations database regularly, ensuring records are up to date in the CARE International Electronic Evaluation Library (EEL), quarterly.
  • Coordinate PIIRS data collection from Programs and Projects and ensure timely and quality submission as per CI instruction.
  • Carry out data analysis and reporting, and enable this to be presented in key decision-making structures in CARE Bangladesh to improve future performance and quality.
  • Work closely with Lead-Program Monitoring & Evaluation to generate data on program level impact to feed into Program/Impact team planning processes, advocacy plans, or the production of CARE Bangladesh/CARE International impact reports.
  • Coordinate and assist in preparing communication materials with programmatic information for internal and external usage.
  • Support resource mobilization team with program impact information for proposal development.
  • Process data to provide visualized information in user friendly formats (Charts, Graphs and Interactive interfaces).

 

Responsibility # 4: Supporting development of impact measurement, evidence and learning systems for CARE Bangladesh.

  • Develop simple systems to aggregate information on CARE Bangladesh’s impact CI 2030, SDG and program level indicators.
  • Develop simplified and interactive CARE BD Information Dashboard with key performance indicators, total reach, etc. Use of info graphics needs to be ensured. Update dashboard regularly.
  • Collect and maintain database of external data (National level statistics, other big studies information etc.) from GO, NGOs, Research and Academic institutes and use those for comparing CAREBD’s contribution.
  • Organize meetings with the project information management staff and field’s informal learning focal person to orient and update them about CO's status of learning and information management system and process.

 

Key Deliverables: updated I drive and project information system, updated CARE Bangladesh in EEL database, PIIRS. Significant improvements in exchange of project /program information across the organization. Learning documents are uploaded in the CARE Bangladesh Website. Documentation on lessons learned and accessible to staff. Build and maintain online platforms on IMS

 

Responsibility # 5 Adhere to and support CARE Bangladesh’s Safety and Security policy and systems

 

As part of this role, the job holder will be expected to adhere to and support CARE Bangladesh’s Safety and Security policy and systems as part of their day to day duties, and comply, at all times, to safety & security protocols and directives, including reporting. Staff must maintain situational and self – awareness and be aware of the safety – security related consequences of their actions upon themselves, their team and the organization as a whole.

III.           Reporting:  

MIS Specialist will be supervised by the Lead-Program Monitoring & Evaluation, and will work closely with the Knowledge Management & Learning Coordinator, with the Program Development Specialists, as well as with M&E, documentation and KM staff in projects/units. S/he will maintain close coordination with the communication team of CARE BD and IT dept.


IV.          Working Condition:  

This position is based in Dhaka and will require field visits to the field/regional offices (15-20%).


V.            Contact Key Relationship:  

S/he will work closely with the KML Coordinator, and maintain good communications with other members of the PEARL Team, as well as M&E, Documentation and Communications, Knowledge Management staffs and team leaders/project coordinators of respective projects as and when required.


VI. Qualification:

  • 5 to 6 years working experience in MIS with At least 3 years’ experience in Managerial role in relevant field.
  • Masters in Computer Sciences/Statistics/MIS/EEE or relevant subject would be preferred.
  • Prior experience as digitization and creating organizational IMS.
  • Strong skills and knowledge on online mobile data collection tools and usage (Kobo, ODK, similar).
  • Experience in android and IOS programming and database development will be highly preferred.
  • Experience in information archiving system.
  • Experience in Azure or AWS or other cloud technology environment
  • Basic proficiency in statistical package (SPSS, STATA, python, R or relevant) would be an asset.
  • High proficiency data visualizations would be prioritized, e.g PowerBI, Tableau, Google Data studio.
  • Experience in cloud base IMS platforms (website, OneDrive etc.)
  • Experience in GIS mapping, coding and usage.
  • Basic knowledge on Local Area Network (LAN) and network permission

VII.         Core Competencies:  

  • ASP.net or PHP, SQL server or MySQL, SQLite.
  • Apps development through Androids studio or android’s platforms.
  • Basic GIS application.
  • Online data collection system design and usage (Kobo, ODK, similar).
  • Must have good knowledge of System Development Life Cycle (SDLC) and Software Quality Assurance
  • Knowledge on managing shared drives.
  • Highly proficient in Excel, Access share point, power apps.
  • Training and facilitation experience.
  • Standard data analysis skills.
  • Able to work with teams across multiple areas.
  • Proficiency in oral and written communication skills in Bangla and English.
