Consultant – Consortium Manager

Role context:

DFID has approved GBP 1,914,168.80 for “Integrated Emergency Humanitarian Response to the Rohingya population in Cox’s Bazar” implementing since 1 September 2018. Christian Aid`s has received phase V grants from UNOPS/ FCDO to respond to the needs of affected population, this grant will be implemented though 4 consortium partners (DAM and World Vision, GUK and concern worldwide). The Consortium Manager will be responsible for the overall coordination and management of the FCDO/UNOPs project and serve as the consortium focal point. The consortium manager will ensure quality program implementation, including providing strategic guidance to consortium partners and overseeing budget management, performance management, M&E, partnership management, and relationships with external factors including government authorities, humanitarian actors, and staff. S/he will be responsible for maintaining regular contact with all consortium partners and the donor.

Role purpose:

The Consortium Manager (Consultant) will be responsible for the overall coordination and management of the FCDO/UNOPs project and serve as the consortium focal point. The consortium manager will ensure quality program implementation, including providing strategic guidance to consortium partners and overseeing budget management, performance management, M&E, partnership management, and relationships with external factors including government authorities, humanitarian actors, and staff. S/he will be responsible for maintaining regular contact with all consortium partners and the donor.

Duration of the Contract and Workstation:

The contract will be for 4.5 Months (15 November – 31st March 2021, with possibilities of extension). The incumbent needs to work 35 hours in a week from Sunday to Thursday in the Cox’s Bazar Office. If it is required and advised by the Humanitarian Programme Manager, s/he needs to travel to project sites.  

Key outcomes:

Under the overall supervision of Humanitarian Programme Manager, the “Consultant – Consortium Manager” will be responsible to accomplish the following:

  • Take the lead in project planning and coordination to ensure timely and quality implementation of all program activities
  • Provide strategic guidance in unifying approaches between programs and consortium members in different geographical areas
  • Organize periodic meetings in order to discuss program progress; record and follow up on the execution of agreed action points
  • Provide managerial direction and guidance in line with the program’s expected outcomes
  • Oversee key project planning deliverables using results-based management approaches and tools
  • With the support of the technical specialist, develop specific strategies for cross-cutting themes (inclusion, protection) for the program
  • Maintain open and effective communication amongst the consortium and project team members
  • Oversee day-to-day coordination and delivery of project activities in conjunction with staff and partners
  • Coordinate with local authorities to facilitate the participation of local communities in the planning and implementation of activities and undertake periodic reviews of program activities to assess effectiveness, efficiency, achievement of results and compliance with procedures.
  • Compile portions of program narrative and financial progress reports in coordination with the funding and MEAL unit and finance to share with the donor.
  • In conjunction with the finance team, develop and monitor the project budget and ensure regular reporting to the donor
  • Responsible for preparing multi-year annual proposal and budget for next phase of FCDO-UNOPs
  • Work with the technical leads to provide adequate HR oversight to the project team as maybe relevant

Role requirements:

The consultancy will be only for individuals and no firm/company can bid for this.

The criteria for skills, knowledge and expertise will include:

  • At least 8 years of relevant professional humanitarian or development experience with an international organization, including extensive exposure to emergency programming
  • At least 5 years of experience in a managerial position and demonstrated capacity in office management, including capacity building of staff
  • Familiarity with FCDO or other international donor guidelines strongly preferred
  • Excellent budget planning and management skills, previous experience effectively managing multi-million-dollar grants required
  • Previous experience managing diverse teams to deliver results on short timelines, including the development of spending plans, procurement plans, and work plans
  • Strong verbal communication skills and effective in representation and liaison with external actors
  • Excellent spoken and technical writing ability in English, including report writing
  • Promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle stress and pressure with professional grace
  • Be able to be to start work within 15 days
  • Ability to understand gender related challenges within the beneficiary groups
  • Demonstrated experience of working closely with support functions (finance and logistics) on activity and procurement planning
  • Commitment to all relevant policies of Christian Aid such as Safeguarding, Code of Conduct, etc.

Supervision and Weekly Work Plan

The Humanitarian Programme Manager will be technical supervisor of the consultant.

Logistics Arrangement and work-related expenditure

Christian Aid Bangladesh will provide IT equipment such as Laptop, Mobile Phone, email etc and a desk in Christian Aid’s office in Cox’s Bazar. 

Budget, Benefits & Mode of payment

The monthly amount provided will be discussed with the candidates offer and quote. The amount is tax inclusive and applicable Tax and VAT will be deducted at source. S/he will not be entitled for any other benefits that are availed by Christian Aid staff. The consultant will be paid on monthly basis after invoice has been submitted.
 
Selection Criteria:

The selection committee will evaluate CV, letter of motivation explaining how they meet the requirements of the position and financial proposal of the Individual Consultant based on set out evaluation criteria. A cumulative weighted scoring method will be applied to evaluate the proposal. The award of the contract will be made to the Individual whose offer has been evaluated and determined as responsive/compliant/acceptable with reference to the Terms of Reference.

The following areas will serve as criteria for technical proposal (100 marks) assessment:

  • Previous experience regarding similar work (40 marks)
  • Education background and relevance to project outcomes (20 marks)
  • Financial proposal (40 marks)
