Advocacy strategy for the
“Health and Nutrition Voucher Scheme for Poor, Extreme Poor and Socially Excluded People (PEPSEP)” project

1. Background:

BANGLADESH has recently been upgraded from a low-income country (LIC) to lower-middle income country (LMIC) as per the World Bank's classification. There is an aspiration to graduate from the LDC status to that of a middle-income country by 2021 as per the United Nations' classification. In this context, a rapid urbanization process is undergoing in Bangladesh. Urban share of the national population was 8.8% in 1974 and increased to 27% in 2011(Population census, 2011). According to the World Bank, the country’s population was increased to near 35.03 % in 2016. Above information mention that rural to urban migration, urbanization is increasing rapidly in our country. Demographers and statisticians are anticipating that Bangladesh will be an urban country by 2039 when the majority of people will live in urban areas.

Introducing PEPSEP:

Owing to rapid migration and unplanned urbanization, poor people are living in unhygienic conditions in disadvantaged locations and slum areas with limited access to health care. The urban poor hold jobs those are labour demanding and affecting their health conditions. Eventually, they are trapped in the vicious cycle of poor health conditions as well as catastrophic illnesses leading to poverty. The major segment of working urban women in Bangladesh is engaged in the ready-made garments. A proper health care causes health shocks and reduces productivity. In response to these issues, Dhaka Ahsania Mission (DAM) and Christian Aid (CA) are jointly implemented this action address Health and Nutrition needs of poor in Urban Bangladesh. The action is directly linked with the global objective of EU is to improve health and nutrition status of the urban poor in Bangladesh through sustainable, integrated and comprehensive provided and managed in the coordinated nation urban health delivery system.  

The main characteristics of the project beneficiaries is that all of them are in BPL families under the Govt. existing identification criteria of Poor, Extreme Poor, and Socially Excluded People.

3. Purpose of the work:

On behalf of PEPSEP project, Christian Aid is developing an advocacy strategy. Based on the strategy, PEPSEP project will carry out advocacy initiatives for sustainability of Voucher Scheme for the Poor, Extreme Poor and Socially Excluded People. The consultant/s and/or consultancy organization will work closely with PEPSEP project staff and stakeholders.

For development of advocacy strategy to replicate the Health Voucher Scheme at nation-wide, three advocacy workshops will be organized (two municipality level and one national level.)

As a result of these workshops a comprehensive advocacy strategy and coordinated plan will be developed. The respective authority will also be sensitized and undertake a collaborative and coordinated efforts for replication the health vouchers services in nationwide.

4. Scope of Work:

The scope of work for the Consultant will include, but is not be limited to:

  • Review of existing documents on PEPSEP Project.
  • Consultation meetings with PEPSEP project staff and other relevant stakeholders.
  • Organize and Facilitate a three advocacy workshops (2 municipality level and one national level.)
  • Gather feedback from aforementioned workshops and prepare and finalize an advocacy strategy for the sustainability of PEPSEP project.

Deliverables:

The deliverables will clearly depend on which approach is used and the time frame needs to be negotiated and approved by the project partners DAM and CA – but the required outputs of the consultancy is as an advocacy strategy plan (one document will be brief between 1-2 pages and another will be detailed and no more than 10 pages).
All deliverables must be in English and Bangla

Management of process:

In this intervention one of the implementation approaches is partnership. A representative from Christian Aid will be the contact person for this consultancy.

Indicative time frame:

The work will be completed within 45 working days. The finalized advocacy strategy will be submitted by August 15, 2019.

Competency Required:

Qualification and Experiences

  • Professionals or experts having excellent technical knowledge on Bangladesh health sector, health voucher schemes, health policy, advocacy strategy
  • Significant professional background, experience and track record in the development sector and in advocacy strategy development
  • Excellent analytical, communication, facilitation and reporting skills.
  • Excellent written and spoken Bangla and English.
  • Excellent understanding of country context.

How we will make the decision:

The key selection criteria for the consultation includes:

  • Excellent facilitation and strategic planning skills
  • Knowledge and understanding of Bangladesh Health Sector, Health Voucher Schemes, government policies
  • Superior analytical and writing skills.

Confidentiality:

The consultant will not, either during the term of this agreement or thereafter, except in the proper course of his/her duties, disclose any information concerning of any affairs of the assignment, which may come to his/her knowledge during the course of time. This restriction shall continue to apply after the termination of his agreement without limit in point of time but shall cease to apply to importation or knowledge, which may come to the public domain otherwise then because of disclosure by the Consultant. All documentation related to the assignment (whether or not in the course of the evaluator’s duties) shall remain the sole and exclusive property of the PEPSEP project.

Terms and Conditions:

  • The contract money will be provided through account payee cheque after the acceptance of final deliverables.
  • VAT and Tax will be deducted as per the government policy.
  • The PEPSEP project reserves the right to accept or reject any proposal without giving any verbal and /or written rationale.
  • This assignment shall be undertaken in full consultation with PEPSEP project members.
