This role sits within the Cultural Engagement unit. Cultural Engagement brings together our portfolio of work in arts, education, English, and research. Our portfolio is delivered through a set of globally led programmes that locate our work and impact within our strategic framework. These programmes deliver our key performance indicators and impact ambitions.
Role Purpose - The Job:
The aim of our English & School Education work is to support the improvement of English language teaching and learning in formal and non-formal education systems. English& School Education has the following three programmes:
- English Connects: delivered through our global and regional TeachingEnglish website and social media channels, a technology-enabled, open-access programme accessible to all teachers and teacher educators of English worldwide.
- School Systems: supports sustainable improvement to the quality of basic education in schools, in relation to English, digital and life skills, by collaborating with governments to strengthen policy-making and/or implementation, classroom practice, school leadership and curriculum, assessment and resource development.
- Empowerment: helps young people, specifically women and girls and and people who have been affected by conflict or crises – to develop English and life skills to empower themselves.
Main Accountabilities:
Leadership and management
- Lead, mentor and manage the English & School Education team, familiarising them with strategy, policy and practice. Directly line manage specific posts, as appropriate.
- Ensure British Council performance management, mandatory training, HR, and equality, diversity and inclusion standards and procedures are adhered to and applied consistently.
Relationship and stakeholder management
- Proactively build and maintain relationships with specific stakeholders in the UK and local ELT and education sectors and develop professional networks.
Business development
- Build relationships with strategic clients/partners in Bangladesh.
- Use insights to understand current and prospective business development opportunities.
- Own the English pipeline for Bangladesh, ensuring high quality pipeline data and documentation to the Partnerships and Contract Approvals Board.
- Lead the development of bids, proposals and business cases in country.
Sector/subject expertise
- Ensure evidence-based principles of ELT are embedded into project design and development of project-related content and resources.
- Contribute to English & School Education priorities through involvement in relevant research projects, conference presentations and publications.
- Contribute to the development of a bank of data for the region, including trends in the field of English in education systems and data on competitor and partner landscapes. Participate in the insight analysis process associated with this and make recommendations from this which informs and supports discussion on country strategy.
Commercial and/or financial management
- Produce business performance reports, including income, cost management, results and impact.
- Manage the Income and Expenditure accounts for programmes/individual projects and contribute to business planning exercises.
Programme management
- Design and support robust monitoring and evaluation plans for English & School Education projects, working in collaboration with internal and external evaluation advisors and drawing upon their expertise.
- Undertake monitoring reviews of contracts and programmes in the portfolio to check for delivery against targets. Escalate to senior management where delivery issues are arising. In partnership with delivery teams, develop strategic responses to any perceived or actual failings identified.
Programme development
- Develop and implement strategy for teacher education content.
- Design teacher development programmes using our organisational Teaching for Success approach and standards.
- Apply an evidence-based approach to the design and implementation of English & School Education activity, appropriate to the local context.
Requirements Of The Role:
Minimum/essential
- English teaching qualification
- Postgraduate qualification education or in related field and/or Diploma ELT (TEFL-Q)
- Experience of managing teacher education projects
- Experience of delivering externally funded programmes
- Direct experience of client funded contract pursuit
- Experience of overseeing monitoring, evaluation and learning within projects
- Experience of engaging with diverse stakeholders
Desirable
- Masters in ELT or Educational Technology
- Project Management qualification
- Experience of managing English teacher education projects
- Experience of managing online teacher education projects
- Experience of contributing to research projects, conference presentations and publications in the field of English language teaching
- Experience of leading on quality assurance of teacher education projects
Role specific skills
- Able to lead on strategy and process development for innovative English/ education solutions
- Able to lead on the development and implementation of quality standards for English/ education
