District Facilitator for Platforms for Dialogue (P4D)

Role Purpose

This is a full-time position to lead and manage EU funded P4D project activities at the assigned district in Bangladesh.

This is the focal person at the district level and responsible for implementation and monitoring of all P4D activities in the assigned district in close coordination with the selected CSOs and Volunteers.

The position holder will provide appropriate capacity building support to selected CSOs, volunteers and Local Government partners, contribute to research, evaluation and learning activities at the district level.

The successful applicant will be expected to:

  • Work as a district focal person of P4D project and implement project activities under the guidance and supervision of the regional Coordination.
  • Select partner CSOs in consultation with the Regional Coordinator
  • Coordinate with partner CSOs and ensure outreach activities at the union and upazila level
  • Conduct training and workshop for Multi-Actor Partnership Group members and partner CSOs
  • Organize periodic exchange visits between Multi Actor Partnership Groups in the District.
  • Ensure linkages between Social Action Projects and respective GoB Departments at the Upazila and District level
  • Participate in P4D annual and periodic work-planning exercises
  • Coordinate with the local administration and partner CSOs in implementation of project activities in the assigned district.
  • Maintain close liaison with local administration including the DC, DDLG, UNOs, UP Representatives, partner CSOs, local NGOs, media and different committees lying at upazilla and union level.
  • Provide backstop support to volunteers in managing the Resource Centre activities and maintenance of database.
  • Coordinate with the Local Trainers Pool and ensure their participation in conducting different capacity development training for partners CSOs and Local Government.
  • Organize/conduct different trainings, meetings, workshops, seminars, conferences at the district, upazila and/or unions level to meet the project objectives
  • Conduct frequent field visit at the union and upazila level to monitor the project activities and progress of Social Action Projects.
  • Maintain close relationship with local logistic suppliers
  • Assist regional coordinator in organising different events;
  • Prepare and submit monthly, quarterly and annual reports following the prescribed formats;
  • Document the lessons learnt under the guidance of REL team;
  • Any other duties as assigned by the regional coordinator.

DF is required to have the following skills and experience:

  • Minimum Bachelor’s Degree
  • At least 7 years relevant experience including experience of working with Government Officials and Local Government
  • Sound knowledge of local government systems in Bangladesh
  • Experience on project management and implementation, coordination with the local administration, local government representatives,
  • Experience in partners support and capacity building.
  • Experience in working with Grassroots CSOs and Local Government
  • Proven experience of networking with Upazila, District and Divisional Administration
  • Excellent inter-personal, training, and communications skills;
  • Excellent networking skills: Sensitivity to and responsiveness to all partners, Respectful and helpful relations with District & Upazila level officials and P4D staff and Volunteers
  • Have working IT skills  ( Ms word, Power point, excel)
  • Have strong training & facilitation skills
