PLATFORMS FOR DIALOGUE (P4D)-Strengthening Inclusion and Participation in Decision Making and Accountability Mechanism in Bangladesh

Terms of Reference (TOR) for P4D website

The British Council in Bangladesh invites applications for an individual agency  to add additional interactive features to the current project website www.p4dbd.org and create a Bangla version for the same address. This activity is part of Platforms for Dialogue (P4D): Strengthening Inclusion and Participation in Decision Making and Accountability Mechanism in Bangladesh project. P4D is a three-year programme funded by the European Union (EU) and implemented by the British Council, in partnership with the Cabinet Division of Bangladesh. P4D aim is to harness, promote and affect collaborative dialogue between civil society and Government of Bangladesh (GoB), ensuring the most marginalised groups in society participate. 

Background

There are two parts of this assignment.

  • To create a Bangla version of the project website, including its CMS platform for highlighting key project features and regular project updates.
  • To update select features of the current website including but not limited to newsletter subscription and photo gallery (see full details in below description). This part also includes regular, monthly maintenance support to run the back-end of the website till the end of January 2020 (inclusive).

2. Scope of the work:  

a) To create the Bangla of www.p4dbd.org  

  • Create a website CMS for the Bangla version of P4D website with static text and photo uploads.
  • All content will be provided by P4D

b) Updating select features

  • Design a newsletter database for both Bangla and English versions of the www.p4dbd.org website that will create auto email chain for newsletters.
  • Create a newsletter platform for both Bangla and English newsletters including editable template to generate and circulate e-newsletters as per subscription list on the website.
  • Develop a user-guideline for uploading and editing content on CMS, resizing photos and other graphics.
  • Add a photo gallery/archive page with album options to both Bangla and English website.
  • Create and add a publication page showing various P4D publication in PDF version to both Bangla and English websites.
  • Create and add a CSO story page templates to both Bangla and English websites with the capacity of showcasing at least 63 stories.
  • Provide technical assistance as and when required in content input and troubleshooting routine errors till the end of January 2020 unless agreed differently.

3. Estimated duration of contract and the work schedule: 

Part-time contract will be offered on agreed work plan/assignments over the period May 25, 2019 to January 2020. Specific deliverables and time frame will be determined in consultation with the Senior Communications Officer at the beginning of each quarter. Bangla text of the website will be provided by P4D communications team.

4. Key deliverables:

  • A website in Bangla using the same domain and hosting as the current website. A pilot version of the site should be made available for staff to review and feedback. 
  • A newsletter platform including database added to the website. A pilot version of the newsletter template should be made available for staff to review and feedback. 
  • Added features to P4D web site: photo-archive, e-publications, CSO story pages to current site.
  • Site maintenance services including fixing bugs and routine errors.

5. Reporting:


The consultant will report to the Senior Communications Officer and work in collaboration with other relevant personnel.

6. Required experience and skills/specifications:

I. Experience:

  • Minimum 5 years of relevant experience in providing web solutions to reputed clients
  • Experienced with Wordpress page builder plugins
  • Experiences with cross-browser platforms.
  • Experience in using charity/non-profit Wordpress themes.
  • Experience in site maintenance

II. Competencies:

  • Expertise in customizing themes to match provided design
  • Capacity of formulating an effective, responsive design and turning it into a working theme and plugin
  • Skills in Wordpress plugin development and Wordpress API.
  • UI/UX skill and understanding of usability
  • Adobe Suite skills: Photoshop and Illustrator
  • Site maintenance capacities

10. Contractual arrangements:

This position is to be contracted by the British Council under consultancy contract. The TOR is subject to update and modifications as per project need.

In your cover letter please mention the earliest date when you can start the work.

In your financial proposal make sure to provide quotations for charging against each of the deliverables mentioned under key tasks and for other relevant services.

Selection of the applications will be based on the following criteria:

  • Relevance of the previous experience 30 %
  • Staff capacity (competencies) 30 %
  • Financial proposal 30%
  • Availability (earliest start date) 10%
