Position: Manager, Technology for Development

Job Location: Dhaka, Bangladesh

About the Role:
BRAC International (BI) is seeking a Manager, Technology for Development (T4D) in Bangladesh who is aligned with it’s ethos of working in partnership with communities to create impact for scale. As a key member of the Learning and Effectiveness department, the Manager Technology for Development will support the development and management of BRAC International-wide digital and real-time monitoring and MIS. S/he will also be responsible for coordinating with digital solution providers, BRAC International program teams, monitoring and learning teams, and IT team to ensure timely delivery of products and activities. S/he will work in close collaboration with the BRAC international monitoring and learning team and IT team. S/he will be responsible for developing, implementing, and constantly improving the BI and country-wide digital data collection and management system. S/he will support other monitoring and learning activities as needed.

The incumbent will play a critical role in promoting a culture of continuous learning across the organisation. S/he will also ensure that the core values and mission of BI are upheld, promoted, followed, and applied across Learning and Effectiveness department in Bangladesh.

Key Responsibilities:

Technical support

  • Play a coordination role in developing and managing BRAC International projects’ digital Management Information System (MIS) including developing digital forms for data collection, analysis, and visualisation.
  • Assist in establishing a country-level digital network for collecting, collating, and reporting timely and credible data for country programs.
  • Ensure that the system uses the appropriate and necessary M&E and digital tools, to collect and analyse data systematically and produce credible and meaningful information.
  • Troubleshoot web and mobile application issues, manage and respond to issues logged in JIRA helpdesk and other tracking systems, issue prioritisation, and work on escalation matrix.

System development, management, and analysis

  • Assist in planning technology operations for achieving digitalisation.
  • Develop an online/ digital data collection and management platform for real-time data collection, analysis, and reporting.
  • Build business requirements specifications and other technical documents, lead user acceptance testing, and end-user training on the system.
  • Develop data analysis templates, and dashboards for various levels of users starting from project implementers, managers, country, and BI-level senior management team.
  • Ensure that the data analysis and reporting are timely, accurate, and high-quality.

Technology budgeting, contract reviewing, and stakeholder coordination

  • Assist with vendor communication and other internal and external stakeholder management for technology-related developments.
  • Assist in the facilitation of software-related documents like reviewing the software contract, evaluating project planning, AMC, SLA, etc.

Support in system strengthening within BRAC International

  • Support country programme staff at all levels to maintain excellent digital data collection and management system.
  • Develop, test, and implement guidelines on MIS implementation as needed.
  • Contribute to the AIM project knowledge management repository with best practices in M&E and ICT and ensure that it is accessible to all staff and partners under this project.

Safeguarding

  • Ensure the safety of team members from any harm, abuse, neglect, harassment and exploitation to achieve the programme’s goals on safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
  • Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
  • Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so.

Academic Qualifications:

  • Bachelor’s in Computer Science/ Statistics/ Business Administration with major in MIS or any other relevant field

Required Skills, Competencies & Knowledge:

  • Excellent knowledge of technology-based information management including computer hardware and software systems.
  • Demonstrated experience in digital MIS system development using various online/ digital platforms.
  • Familiarity and competence in using various digital data management platforms such as Taroworks-salesforce, CommCare, PowerBI, and Tableau.
  • Data analysis using statistical packages such as Stata and/or SPSS will be an advantage.
  • Ability to carry out assigned tasks independently.
  • Ability to communicate verbally and in writing to both programme and non-programme staff.
  • Demonstrated ability to work in a team and to develop networks and collaborations and willing to work for vulnerable people in need.
  • Fluency in spoken and written English.
  • Strong interpersonal and communication skills, including strong cross-cultural communication skills and an ability to communicate with colleagues working in multiple countries and time zones.
  • Ability to prioritise tasks and manage time efficiently.
  • Mobile and flexible mindset to travel to project site when required.
  • Possess high ethical and moral standards and committed to safeguarding issues.
  • Sensible and adaptive to diverse work culture.

Experience Requirements:

  • Minimum five years of working experience in digital MIS system development and management.
  • Experience with data management including the ability to structure and collate data sets for ease of analysis.
  • Working experience in social development sectors, preferably in M&E and in a successful M&E system implementation for INGOs and big data management.
