Position: Manager, Monitoring and MIS

About the Role:
BRAC International (BI) is seeking a Manager, Monitoring and MIS in Bangladesh who is aligned with it’s ethos of working in partnership with communities to create impact for scale. As a key member of the Learning and Effectiveness department, the Manager of Monitoring and MIS will provide technical support to BI (BRAC International) countries for operationalising an effective MIS while also supporting other monitoring and learning activities. S/he will provide need-based technical assistance and strategic guidance to BI countries to ensure timely, accurate and credible data collection, analysis and reporting as per the need of project, programme, region and BI HO management and supervisory board members. The Manager, Monitoring and MIS will report to Senior Manager, Monitoring and MIS, and work closely with the BI T4D (technology for development) team.

S/he will be responsible for development of MIS data collection and reporting tools, providing ongoing technical support to country monitoring and MIS team members and continuously improving BI wide digital MIS. S/he will also support the successful roll out of a digital system at the country level and help build capacity of country teams to ensure that Country Offices, the Africa Regional Office and BI Head Office meet the standards articulated in the Learning and Effectiveness SOP. Analysis of monitoring data using both quantitative and qualitative tools and methods, producing reports in the required frequency targeting both internal and external stakeholders such as BRAC International board members, country leadership, and program anchors are integral part of this position. Communication skills are a must for this job. S/he will be responsible for interfacing with a wide variety of internal stakeholders to help establish mechanisms for capturing learning and sharing lessons learned across the organization and will be expected to contribute to fundraising proposals to ensure adequate resourcing of monitoring, evaluation research and learning (MERL).

The incumbent will play a critical role in promoting a culture of continuous learning across the organisation. S/he will also ensure that the core values and mission of BI are upheld, promoted, followed, and applied across Learning and Effectiveness department in Bangladesh.

Key Responsibilities:

Monitoring and MIS

  • Support BI country teams in development and roll out of a comprehensive programme monitoring system that monitors progress, informs quality of implementation and generates actionable insights through efficient data collection.
  • Contribute to strengthening the monitoring and learning functions across all BI countries by providing technical support in developing monitoring frameworks, Project Learning Plans, tools, analysis, and reporting.
  • Support BI M&L and T4D team to establish a BI wide real time/ digital monitoring system (digital data gathering, analysis, reporting and visualization using dashboard).
  • Provide technical support in developing the MIS system for each of the BI countries catering to the reporting requirements of the countries, programs and BI management to ensure systematic, timely and credible data collection, cleaning, validation, data analysis, and reporting.
  • Conduct data analysis and prepare reports as directed by the Learning and Effectiveness department.
  • Provide technical support in fundraising proposals to secure adequate resourcing for MERL activities during the project lifecycle.

Analysis and reporting

  • Provide end-to-end support/ technical assistance to country teams in producing timely, and accurate data on Direct and Indirect reach/ coverage by projects and programmes in each BI country.
  • Compile BI level quarterly MIS reports including narratives and support information need for various internal and external reporting such as producing reports for BI board and communication team.
  • Provide need-based data analysis and reporting support to country teams in conducting monitoring and research exercises.

Capacity building

  • Support BI HO and CO staff to effectively implement the MIS system, enhancing data-driven management decision-making capabilities.
  • Help facilitate training, orientation, support and professional development opportunities for country M&L staff interested in learning new data analysis and visualization skills
  • Create and foster a work environment of mutual respect where team members strive to achieve excellence.

Safeguarding

  • Ensure the safety of team members from any harm, abuse, neglect, harassment and exploitation to achieve the programme’s goals on safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
  • Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
  • Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so.

Academic Qualifications:
Bachelors in Statistics/ Development Studies/ Business Administration/ Economics/ Social Science or related field.

Required Skills, Competencies & Knowledge:

  • Experience in data management, analysis and reporting including large-scale database management.
  • Computer proficiency in Microsoft office package and appropriate data analysis packages (MS Excel, MS Access, SPSS, STATA, R, etc.).
  • Understanding of the current Monitoring and Evaluation (M&E) trends and especially managing MIS in development organisations.
  • Excellent written and spoken English skills.
  • Leadership capacity and participatory capacity building/ influencing skills.
  • Ability to prioritise tasks and manage time efficiently.
  • Strong interpersonal communication and stakeholder management skills.
  • Mobile and flexible mindset to travel to project site when required.
  • Possess high ethical and moral standards and committed to safeguarding issues.
  • Sensible and adaptive to diverse work culture.

Experience Requirements:

  • Minimum 05 years of experience in managing large scale MIS in national/ international development organisations.
  • Experience of quantitative analysis and narrative report writing.
