BRAC International is seeking application from competent, dynamic and self-motivated internal candidates to fill the following position:

Head of Monitoring

This purpose of this role is to provide technical leadership in the field of Monitoring and Evaluation (M&E) across BRAC International (BI). Major responsibilities include developing and institutionalizing a digitalized monitoring system and common M&E framework for BI. Developing tools, techniques and guidelines for establishing and running an effective monitoring system in BI.  Building capacity of relevant staff members in M&E; developing M&E component of country strategic and operational plans; ensuring that Country Offices and HO meet the Global M&E standards; and developing and establishing mechanisms for capturing learning and sharing lessons learned across the organization. This position is reportable to the Advisor, Programme Development & Monitoring, BRAC International and works closely with the head office team and BI country teams. Job responsibilities include but not limited to the following –

Key Responsibilities:

  • Develop and implement a comprehensive program monitoring system that identifies strategic questions, obtains appropriate information, does critical analysis and share information in a meaningful way
  • Establish a digital/real time monitoring system for BI
  • Provide input and support to various stakeholders (researchers, programs managers, donors, senior management) for impact assessment and other plans, including results framework, indicators, baseline and target values.
  • Support strengthening monitoring setup in countries and create an efficient data collection system to monitor progress and quality of implementation.
  • Conduct data analysis and prepare reports (quarterly, annual)
  • Develop reporting plan and required templates.
  • Design, supervise and manage project/program evaluation and operations research
  • Contribute to management through timely processing and dissemination of monitoring findings and best practices to facilitate evidence-based planning, learning and program decision-making.
  • Support program and monitoring team to set up quality standards, benchmark and indicators to ensure program quality
  • Training, Mentoring & coaching to build capacity of country monitoring team to set up and run an effective monitoring system at the country and project level.
  • Undertake periodic review of the monitoring and reporting mechanism and adjust accordingly when needed
  • Coordinate with the Research Department to conduct evaluation and impact studies

Others (Safeguarding)

  • Establish a safeguarding culture across all level of the programme by implementing the safeguarding policy. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
  • Responsible to ensure team members are appropriately trained, supported and have access to resources regarding issues that are identified and actioned in accordance with the safeguarding policy and procedure.
  • Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so.

Educational Requirements:

Masters in Social Sciences/Development Studies/Statistics or any relevant subject from an accredited university in home or abroad.

Required Competencies:

  • Sound in M&E strategy and implementation tools development for project monitoring
  • Skilled at producing monitoring and MIS reports and advice programme heads on keyfindings
  • Good understanding of project/programme log frame and monitoring frame work
  • Demonstrates integrity by modeling the BRAC values and standards;
  • Promotes the vision, mission, and strategic goals of BRAC International;
  • Displays gender, cultural and religious sensitivity and adaptability;
  • Strong coordination, negotiation and networking skills;
  • Ability to work with people from different backgrounds and cultural customs;
  • Computer proficiency in Microsoft Word, Excel, PowerPoint and appropriate data analysis packages (MS Access, SPSS, STATA etc).

Experience Requirements:

  • Minimum of 7-10 years’ relevant experience. At least 3 years in managerial position.
  • Experience of developing and managing digitalized monitoring system.
  • Experience in monitoring of diverse projects like Agriculture, Health, Education, Livestock, Ultra Poor Programme, Empowerment and Livelihood of Adolescents etc.
