Senior Manager – Pre-Acquisition Quality Assurance (IT)

Job Purpose:
To lead the Pre-Acquisition Quality Assurance (PAQ) function by independently validating the technical soundness, strategic relevance, and commercial justifiability of proposed IT procurements before financial commitment is made. This role ensures robust front-end assurance for all high-value IT projects and vendor engagements, including deep research on disruptive and competitive technology landscape.
Key Responsibilities:
- Independently review and validate technical evaluation reports and solution architectures
- Identify and challenge gaps, assumptions, or inconsistencies in technical recommendations
- Lead technical due diligence and deep-dive analysis on proposed IT products, services, and vendors
- Conduct global market research and product benchmarking
- Support RFQ/RFP scoping by identifying optimal solution sets and fair pricing trends
- Establish expectation vs. deliverable alignment prior to financial evaluation
- Coordinate and handshake with core technical teams, business stakeholders, and procurement throughout the full Strategic Sourcing process
- Act in an advisory role to the Head of Procurement by providing him relevant information, enabling successful negotiation.
- Mentor junior team members in best practices and QA methodology
KEY QUALIFICATIONS:
- Bachelor’s or Master’s degree from reputed university with satisfactory academic record. Degree in Computer Science, Engineering, or related field is preferred
- Minimum 10 years of relevant experience, including at least 3 years with a leading global OEM (e.g., Dell, Cisco, IBM, Huawei, HPE, etc.)
- Strong understanding of IT infrastructure, enterprise software, cloud solutions, and cybersecurity
- Proven ability to evaluate technical proposals and draft meaningful QA observations
- Excellent stakeholder communication and vendor engagement skills
- Experience in enterprise procurement or working alongside sourcing functions is a plus
- Expert in customer-centricity, self-propelled, and capable of meeting deadlines
