  Position  

Programme Coordinator- Food Security, Skills and Livelihood; Humanitarian Crisis Management Programme

Purpose:

The Programme Coordinator will provide leadership and guidance while coordinating the implementation of food security, skills development, and livelihoods programmes. This role will also play a critical strategic role in the overall leadership and planning of these initiatives, ensuring effective execution and alignment with organisational objectives. The Programme Coordinator will oversee policy compliance and adherence to Standard Operating Procedures (SOPs), as well as contribute to the development and refinement of strategies for each programme component. Working under the supervision of the Advisor, HCMP this position will ensure that all activities are conducted in accordance with established guidelines and best practices, fostering an environment of continuous improvement and sustainable impact across all sectors.

Job Description:

Strategic Planning and Management:

  • Provide leadership and strategic oversight for the food security, skills development, and livelihoods programmes within HCMP to achieve their goals and objectives.
  • Ensure the preparation of work plans, budgets, and monitoring and evaluation (M&E) plans, and establish clear objectives to facilitate the efficient and effective execution of both routine and time-specific tasks.
  • Ensure the efficient and effective management of resources, including financial assets, human resources, and project assets.
  • Attend management meetings and contribute to the development of overall strategies and guidelines for the food security, skills development, and livelihoods sectors.

Oversee Implementation and Monitoring of Sectoral Activities:

  • Lead the overall project cycle management process, including planning, implementation, monitoring, and evaluation.
  • Ensure proper implementation of activities through regular monitoring, capacity building, quality input supply, and effective coordination.
  • Facilitate effective communication and provide feedback based on reports and field observations to guide necessary actions for programme improvement.
  • Oversee the effective and efficient implementation of sector activities, including risk management, minimizing internal audit findings, and monitoring at the field level.
  • Conduct regular analysis of financial reports, ensuring internal control and compliance with budgetary guidelines.
  • Organise regular meetings with staff to receive updates from the field and inform them of any new decisions or changes.
  • Ensure effective contribution to budget management by tracking and monitoring burn rates, identifying potential areas of underspend or overspend, and providing timely recommendations to management for repurposing savings.

Quality and Accountability:

  • Ensure compliance with BRAC and donor rules and regulations across all sector activities.
  • Lead the preparation and timely submission of reports to BRAC and donors.
  • Ensure the proper utilization of donor budgets and resources in line with approved guidelines.
  • Provide technical guidance to achieve the sector's vision and strategic objectives.
  • Oversee the development and implementation of a robust Monitoring and Evaluation (M&E) plan, including tools for effective data collection and analysis.
  • Identify capacity gaps among staff and develop targeted capacity-building plans to enhance team performance.

Stakeholders’ Coordination, Networking and Advocacy:

  • Ensure effective coordination and representation of the sector in various camp-level mechanisms, maintaining strong working relationships with RRRC, CiC, and other stakeholders.
  • Attend meetings with donors and other key stakeholders to represent the sector's interests and provide updates on activities.
  • Maintain ongoing liaison with ISCG, RRRC, CiC, donors, local government sectors, and other strategic partners to ensure the delivery of high-quality services.
  • Participate in sector meetings as needed and attend policy meetings and workshops on humanitarian issues to contribute to advocacy efforts and strategic planning.

Fund Raising, Proposal Development and Reporting:

  • Ensure the finalization and submission of donor agreements, including Project Partnership Agreements (PPA) and other project documents.
  • Lead the development of proposals and concept notes, ensuring a participatory approach involving relevant stakeholders.
  • Actively explore and identify new fundraising opportunities to support sector activities and initiatives.

Safety & Safeguarding:

  • Ensure the safety of Programme Participants, people who come into contact with the organisation and team members from any harm, abuse, neglect, harassment and exploitation including sexual exploitation and abuse (SEA) to achieve the programme's goals of safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
  • Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
  • Follow the safeguarding reporting procedure in case any reportable incident takes place and encourage others to do so.
  Requirements  

Educational Requirements:

Bachelor’s or Master’s degree in Agricultural Science or a related field from a recognised university is required

Experience Requirement:

Minimum 07 years of work experience in the livelihood, skills development, and food security sectors. Demonstrated experience working with vulnerable communities, including managing basic needs and distribution programming. Experience in advocacy programmes is also required.

  • Competence in monitoring, report writing, and presentation preparation.

  • Strong management and leadership abilities to guide and motivate teams effectively.
  • Ability to build and maintain positive working relationships with stakeholders in a sensitive environment.
  • Excellent communication and presentation skills, with the ability to convey information clearly and persuasively.
  • Proficient in Microsoft Office programmes, including MS Word, PowerPoint, and Excel.
  • Exceptional skills in influencing, negotiating, and advocating to achieve desired outcomes.
  • Outstanding organisational and coordination skills to manage multiple tasks and projects efficiently.

  • Ability to think technically, prioritize tasks, and meet deadlines effectively in a complex and challenging environment while maintaining cultural sensitivity.
  • Capability to operate within a complex organisation, navigate across functions, and work independently as well as collaboratively within diverse teams.
