Position |
|
Advisor- Integrated Humanitarian & Development Nexus; Food Security, Livelihood and Skill Development, HCMP
Purpose:
The role is responsible for the Integrated Humanitarian & Development coordination, Food Security, Livelihood, and Skills Project for HCMP in Cox’s Bazar, overseeing and ensuring the quality of programme responses while coordinating sectoral initiatives. H/She will guide to ensure the delivery of high-quality programmes, promoting advocacy and strategic engagement, and facilitating effective communication and coordination among BRAC sectors/units, donors, ISCG, NGOs, CSOs, relevant government authorities, and other stakeholders in Cox’s Bazar. The Advisor plays a crucial role in fostering collaboration and maximizing impact in humanitarian and development efforts in HCMP.
Responsibilities:
- Participate in BRAC’s strategic discussion and direction on inter-sectoral coordination, ensuring that lessons learned are incorporated into subsequent efforts.
- Provide leadership and management oversight of programme management to ensure that the integrated projects are implemented to a high-quality standard and project interventions are performed as planned.
- Ensure strong operational systems are in place to support project implementation, ensure an integrated approach, and manage the respective programme team.
- Provide technical guidance and expertise in food security, livelihoods, and skills development interventions and other relevant areas.
- Ensure conducting assessments to identify needs and gaps of the assign areas and monitor project progress and evaluate impact, making adjustments as necessary to achieve project objectives.
- Advocate for the rights and needs of beneficiaries, particularly vulnerable populations affected by displacement.
- Ensure the project implementation adheres to common humanitarian and recognised technical standards and the ISCG/sector guidelines.
- Communicate and coordinate with the internal and external stakeholders (ISCG, UN agencies, RRRC, CIC, NGO/INGO network) for the best result of the projects
- Support on the capturing impact and learning in concern projects as well as across relevant sectors and organisations in the emergency response
- Advise Senior Management on integrated projects/interventions and Food Security, Livelihood & Skills projects/activities.
- Represent BRAC at different platforms, technical /coordination meetings in Dhaka, Cox’s Bazar, and Bhasan Char
- Ensure accurate and timely documentation of project data, lessons learned, and best practices.
- Support resource mobilisation efforts by contributing to proposal development and fundraising activities.
Safeguarding Responsibilities:
- Establish a safeguarding culture across all levels of the GRP by ensuring that BRAC’s safeguarding policy is followed within GRP. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
- Responsible to ensure team members are appropriately trained, supported and have access to resources regarding issues that are identified and implemented in accordance with the safeguarding policy and procedure.
- Follow the safeguarding reporting procedure in case any reportable incident takes place and encourage others to do so.

Requirements |
|
Educational Requirements:
Masters or Bachelor in Social Science, Development Studies, Business Administration or any other relevant subject from any recognised university/institution.
Experience Requirement:
Minimum 15 years of experience in the relevant field.
Additional Job Requirements:
Knowledge:
- Deep understanding of food security and livelihood frameworks, integration of humanitarian and development coordination, and sustainable development.
- Familiarity with humanitarian principles, international humanitarian law, and protection issues relevant to displaced populations.
- Knowledge of UN policies, guidelines, and procedures related to refugee assistance and protection.
- Sound knowledge of global issues related to integrated humanitarian interventions
- Excellent knowledge of the critical policy issue and options to address in relevant field
- Knowledge on fundraising, programme strategy, goal, and implementation
- Programme evaluation, capacity building and community mobilization
Skills:
- Strong project management skills to oversee and implement programmes effectively, ensuring timely delivery and compliance with donor requirements.
- Excellent analytical skills to assess needs, evaluate impact, and develop evidence-based strategies and interventions.
- Capacity to build and maintain partnerships with government agencies, NGOs, and community stakeholders for coordinated humanitarian response.
- Strong written and oral communication skills and complete fluency in English and Bangla
- Excellent analytical and demonstrated ability to write reports
- Advanced skills in developing and implementing integrated programmes in developing countries, including Skill development, gender-sensitive, nutrition-sensitive and resilience frameworks.
Competencies:
- Leadership and decision-making abilities to provide strategic guidance and mentorship to teams, fostering a collaborative work environment.
- Effective communication skills to advocate for humanitarian issues, negotiate with stakeholders, and represent the organization in various forums.

- Guidance and management of multi-sector teams in an emergency setting, with skills in mentoring, coaching and training teams.
- Strong ability to build rapport and collaborate with diverse groups, fostering trust and cooperation.
- Competence in making timely, evidence-based decisions under pressure.
- Proficiency in navigating and respecting cultural differences in diverse humanitarian contexts.
- Ability to think outside the box and develop innovative solutions to complex challenges.
- Competence in resolving conflicts and negotiating effectively with various stakeholders.
