Position |
|
Programme Head, Education, Child Protection and Skills, HCMP
Purpose:
The position will provide leadership, coordinate with and oversight the design and implementation of BRAC's humanitarian crisis management programmes, specifically focusing on Education, Child Protection, and Skills initiatives. This role will ensure the quality of current responses while leading efforts to scale up and expand sectoral initiatives. Additionally, the Programme Head will offer technical assistance in monitoring and evaluation, proposal development, and foster collaboration across HCMP to deliver high-quality programmes and promote advocacy and strategic engagement.
Responsibilities:
Strategic Planning and Implementation:
- Support the implementation of BRACs HCMP goals as laid out in the Strategic Action Plan and Joint Response Plan in line with the BRAC Strategy in coordination with the HCMP leadership team, respective Directors at BRAC HO. In addition, update sectoral programmes, and sector strategies while remaining relevant to evolving contexts and operational effectiveness.
- Lead rolling out of all strategic programming initiatives; including but not limited to Research and Development.
- Oversee the development of donor and programme sector strategies, including the integration of cross-cutting functions of gender, monitoring and evaluation, cash programming, partnership, and advocacy.
- Contribute toward the strategic direction of the response and sector strategies through influence of and leadership within inter-agency coordination forums.
- Oversee the implementation and monitoring of the HCMP Strategic Action Plan.
Programme Implementation & monitoring of programme activities:
- Support the Leads, Technical Team and Programme Managers to ensure that programme implementation is managed closely through the development of structured work-plans and approved monitoring plans based on project proposals/Joint Response Plan.
- Provide the HCMP leadership team with accurate and up to date advice of developments and opportunities in programme and project implementation together with necessary recommendations for action.
- Support the Programme Quality Coordinator in developing, rolling out and monitoring the use of a programme-wide monitoring and evaluation strategy and tools for the collection and analysis of programme information (qualitative and quantitative) to inform all stages of the project cycle and increase shared learning internally and externally.
- Leading and overseeing the implementation of a coherent and strategic emergency response by setting the strategic vision and direction for the team.
- Ensure the provision of appropriate technical assistance from BRAC’s technical units, or partner agencies as necessary.
Programme Development, Fund Raising and Reporting:
- In coordination with the HCMP management, pro-actively design and implement fundraising strategies, incorporating donor mapping and communication plans, to ensure that programme sectors are adequately financed.
- Support the Grants and Programme Quality/monitoring and evaluation team to ensure that high quality, evidence and needs-based project proposals are developed, according to the Proposal Flowchart and in compliance with donor regulations as well as within the parameters of the Joint Response Plan and HCMP Strategic Action Plan.
- Review budget proposals, project proposals and provide overall guidance to ensure quality at all levels.
- Review financial and donor reporting before finalization and submission to donors and other stakeholders.
Programme quality and accountability:
- Ensure the adherence of all humanitarian proposals and programmes to common humanitarian and recognized technical standards.
- Ensure that the protection needs for programme staff are analyzed and addressed appropriately in all programme activities.
- Guide and supervise M&E team to carry out real-time monitoring, after-action review and other forms of project monitoring and evaluation.
- Ensure that lessons learnt are documented and shared with the HCMP teams.
Networking and stakeholder relationship management:
- Play one of the key roles to establish, maintain, and improve active and regular working relationships with the key humanitarian agencies and partner organizations.
- Support the development of a Partnership Strategy, development of required strategy implementation tools and identification of potential national civil society organization partners.
- Represent HCMP in different coordination forums e.g. humanitarian clusters (FSL, GFA and Education in Emergencies, etc.).
- Consult and coordinate with the team to identify key actors, likeminded consortium/ agencies for roll out advocacy and involve in quick decision making in rapid humanitarian response.
Internal Communication:
- Update Director, HCMP on regular basis about programme and other issues.
- Support Director, HCMP through constructive suggestions and consult with other team members for overall development of the programme.
- Communicate with Consortium/ Networks/ Alliances as per advice from Director, HCMP and Other Management Officials when needed.
Safeguarding:
- Establish a safeguarding culture across all levels of the programme by implementing the safeguarding policy. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
- Responsible to ensure team members are appropriately trained, supported and have access to resources regarding issues that are identified and implemented in accordance with the safeguarding policy and procedure.
- Follow the safeguarding reporting procedure in case any reportable incident takes place and encourage others to do so.

Requirements |
|
Educational Requirements:
Masters Preferably in Education/ Development Studies/Management/ Social Science/ Economics or any other relevant discipline from any reputed university/institute.
Experience Requirement:
At least 10 years of experience in senior management roles working in complex protracted emergencies and in a challenging work environment.
Experience of managing multi-donor funding (Institutional, Appeal, Private) and multi-site programmes.
Additional Job Requirements:
Knowledge:
- Demonstrated ability to think strategically, prioritize and meet deadlines in a complex and challenging environment; must be culturally sensitive.
- Knowledge of educational methodologies, curriculum design, and pedagogical approaches suitable for crisis settings.
- Strong knowledge of humanitarian principles, standards and systems (IHL, Core Humanitarian Standards, (ISCG) and key relief sectors.
- Understanding of child psychology, development stages, and the impact of trauma on children.
- Familiarity with international and local child protection laws, frameworks, and best practices.
- Knowledge of emergency management protocols and strategies for rapid response in crisis situations.
- Understanding of budgeting, funding sources, and financial reporting within a humanitarian context.
- Knowledge of team dynamics, capacity building, and staff management in challenging environments.
Skills:
- Proficiency in developing and implementing effective strategies for program delivery.
- Strong verbal and written communication skills to engage with stakeholders, communities, and donors.
- Skills in designing and implementing monitoring and evaluation frameworks to assess program impact.
- Proficiency in planning, executing, and evaluating projects within limited timeframes and resources.
- Capacity to think critically and develop innovative solutions to complex challenges.
- Ability to manage budgets, its analysis and understand financial reporting processes.
- Strong relationship-building skills to foster collaboration and trust with communities and partners.
- Operational experience of new programme design, participatory programme planning, management, implementation, monitoring and evaluation, including application of SPHERE standards and the Core Humanitarian Standards.
Competencies:
- Excellent leadership, people management, interpersonal and negotiation skills with a demonstrated ability to develop harmonious and high-performing teams.
- Guidance and management of multi-sector teams in an emergency setting, with skills in mentoring, coaching and training teams.
- Flexibility to adjust strategies and approaches in response to changing circumstances and needs in crisis situations.
- Competence in working effectively with various stakeholders, including NGOs, government agencies, and local communities.
- Competence in envisioning long-term goals and developing pathways to achieve them within the context of humanitarian work.
- Competence in mediating conflicts and finding solutions that address the needs of all parties involved.
- Ability to assess complex situations, interpret data, and make informed decisions based on evidence.
