  Position  

Lead, Strategic Support and Coordination, HCMP

Purpose:

This position is responsible for supporting the strategic and operational effectiveness of the Humanitarian Crisis Management Programme (HCMP) by collaborating with senior management and stakeholders to develop and implement comprehensive guidelines aligned with organizational goals. This role aims to enhance BRAC-HCMP's impact and accountability through strategic engagement, stakeholder relations, and following up quality improvement initiatives by facilitating effective communication and compliance across all sectors.

Responsibilities:

Strategy, Implementation and Management:

  • Collaborate closely with the Senior Management of the BRAC Head Office and HCMP Management to formulate and refine strategic and operational guidelines for the HCMP, ensuring alignment with organisational goals and practical implementation across all sectors and units. 
  • Assist in planning a consultative process with colleagues (programme, support functions, etc.) and external actors and partners to develop an operational strategy with objectives, timelines, and outputs.
  • Work closely with the programme and support team leads to track performance aligning with partnership agreement.
  • Assist in articulating all issues regarding the needs of the FDMN and adjacent host populations of concern and the strategies for responding to them.
  • Organise/facilitate monthly and periodical coordination/programme review meetings, prepare meeting minutes and circulate the minutes and management decisions. Also, prepare brief notes on actions for the senior management. 

Stakeholders Coordination and Networking:

  • Coordinate with the HCMP’s programme support units (e.g., Partnership Management & Project Control and Programme Development & Donor Reporting) to track the status of new and pipeline proposals and donor reports on completed projects.
  • Assist in discussions or dialogue with donors, visitors, ISCG, and UN agencies and provide accurate information by organising regular briefings, bilateral meetings, and missions. Prepare reports, meeting minutes, and briefing notes as appropriate.
  • Manage high-level visitors and prepare visit schedule/itinerary with narrative as appropriate in coordination and collaboration with Sector Leaders, the Admin and operations team, and the security focal point.
  • Represent BRAC-HCMP at various platforms/forums in Cox’s Bazar, contributing to developing guidelines that adhere to humanitarian principles and standards.

Communication and Learning:

  • Assist in implementing a programme communications strategy that generates support for BRAC-HCMP’s operations from external partners (e.g., government, partners, the media, academia, and persons of concern).
  • Prepare materials based on various reports for high official visit and meetings/ workshops/ seminars and assist in drafting the situation reports, briefing notes, background material, talking points, fact sheets, and articles based on programme needs.
  • Propose and coordinate various events and initiatives (e.g., social, cultural, and sports) to showcase /promote BRAC-HCMP's work and take appropriate actions.

Compliance, Quality & Accountability:

  • Facilitate HCMP compliance-related issues by working closely with all sectors and units to ensure adequate preparation to address any organisational and donor compliance issues.
  • Review safeguarding and PSEA cases, disseminate management decisions, and follow up with relevant teams and monitor the sector/unit-specific implementation status.
  • Coordinate with Sector Leads/Programme Managers to ensure that necessary actions have been taken based on the internal audit and programme implementation monitoring findings.
  • Organise monthly quality improvement meetings in coordination and collaboration with the HCMP MEAL team. 

Safeguarding:

  • Ensure the safety of Programme Participants, people who come into contact with the organisation, and team members from harm, abuse, neglect, harassment, and exploitation, including sexual exploitation and abuse (SEA), to achieve the programme's goals of safeguarding implementation. Act as a critical source of support, guidance, and expertise on safeguarding to establish a safe working environment.
  • Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action. 
  • Follow the safeguarding reporting procedure in case any reportable incident occurs and encourage others to do so.
  Requirements  

Educational Requirements:  

Bachelor’s/ Master’s in Social Science/Development Studies/Humanitarian Crisis Management or any other relevant subject from any reputed university/institute.

Experience Requirement:

Minimum 5 years of experience working with NGOs/INGOs/UN agencies operating in Cox’s Bazar or other humanitarian settings or related fields.
Candidates with experience in multi-sectoral humanitarian assistance projects will be preferred.

  • Understanding of strategic frameworks and operational guidelines within humanitarian contexts.
  • Knowledge of the humanitarian landscape, including key stakeholders such as donors, UN agencies, and community representatives.
  • Awareness of partnership dynamics and collaboration strategies.
  • Proficiency in communication strategies and tools for diverse audiences.
  • Knowledge of report writing, briefing note preparation, and the development of informational materials.
  • Understanding of compliance frameworks, safeguarding policies, and accountability mechanisms in humanitarian settings.
  • Familiarity with monitoring and evaluation (M&E) principles and practices.

Skills:

  • Strong interpersonal skills for effective teamwork and coordination across multiple sectors and teams.
  • Ability to facilitate meetings, workshops, and consultations with stakeholders.
  • Ability to analyze complex situations, identify key issues, and propose actionable solutions.
  • Skills in tracking project performance and compliance metrics.
  • Excellent verbal and written communication skills for diverse formats (reports, briefings, presentations).
  • Proficient in preparing materials that effectively convey information and promote organisational initiatives.
  • Ability to plan and execute events, including high-level visits and community initiatives.

  • Capacity to work in dynamic and challenging environments typical of humanitarian settings.
  • Ability to manage stress and maintain focus on objectives.
  • Understanding and respect for diverse cultural backgrounds, especially concerning FDMN and host populations.

  • Skills in representing the organisation effectively in external forums and discussions.
  • High level of accuracy in reporting, compliance documentation, and performance tracking.
  • Diligence in follow-up actions and monitoring implementation status across sectors.
