  Position  

Senior Manager, MIS and MEL, SLLHS, BRAC Health Programme (Contractual)

Job Purpose

The Senior Manager, MIS and MEL will oversee the development and management of the Management Information Systems (MIS) and Monitoring, Evaluation, and Learning (MEL) frameworks for the SLLHS project. This role is critical to ensuring data-driven decision-making, accountability, and continuous learning within the project. The Senior Manager will work closely with project teams and stakeholders to design, implement, and refine monitoring and evaluation systems and provide actionable insights to improve the performance of local-level health systems.

About the role

The USAID/Bangladesh Strengthening Local Level Health Systems (SLLHS) project is a five-year initiative aimed at strengthening local health systems to deliver equitable, high-quality public health services. The project, led by RTI International in partnership with BRAC, focuses on four key objectives: strengthening systems for evidence-based planning, improving service delivery, enhancing the enabling environment for health systems, and building resilience at the local level.

BRAC’s role includes providing technical expertise in community engagement, health systems resilience, climate change integration, and social accountability.

Job Responsibilities

  • Ensure the MIS is aligned with project objectives and can effectively track key performance indicators (KPIs) across all project components.
  • Oversee data collection, storage, and analysis through the MIS to ensure timely and accurate reporting.
  • Develop and maintain the MEL framework to track progress against project goals and objectives.
  • Design M&E tools and methodologies to collect, analyze, and report on project performance data, including baseline surveys, assessments, and evaluations and ensure that M&E processes are aligned with USAID’s reporting requirements and project objectives.
  • Facilitate regular data reviews and learning sessions with project teams to inform adaptive management and strategic decision-making.
  • Conduct periodic data quality assessments (DQAs) and develop corrective action plans to address any identified gaps.
  • Promote a culture of learning and continuous improvement by facilitating knowledge-sharing sessions and providing actionable insights from M&E findings.
  • Development of case studies, presentations, and reports that highlight project achievements and challenges.
  • Prepare reports for submission to USAID, RTI, BRAC, and other stakeholders, ensuring compliance with reporting deadlines and standards.
  • Coordinate with external evaluators for mid-term and end-of-project evaluations and audits.
  • Work closely with government bodies, implementing partners, and local stakeholders to ensure alignment of MIS and MEL activities with national health system priorities.
  • Provide capacity building and training to project staff and local partners on MIS tools, data collection methodologies, and M&E best practices.

Safeguarding Responsibilities

  • Ensure the safety of Programme Participants, people who come into contact with the organisation and team members from any harm, abuse, neglect, harassment and exploitation including sexual exploitation and abuse (SEA) to achieve the programme's goals of safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
  • Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action. 
  • Follow the safeguarding reporting procedure in case any reportable incident takes place and encourage others to do so.
  Requirements  

Educational Requirements

Bachelor in Public Health, Statistics, Information Systems, Social Sciences, or any relevant subject from any recognized university. Certifications in M&E or MIS are advantageous

Experience Requirements

Minimum of 6 years of experience in MIS, M&E or data management roles in health systems or development projects.

Additional Requirements

  • Proven track record in designing and implementing MIS and M&E frameworks for large-scale projects.
  • Experience working with USAID-funded or international development projects.
  • Strong analytical skills, with proficiency in data analysis tools (e.g., Excel, SPSS, STATA).
  • Excellent communication skills in English and Bangla, with proven technical reporting abilities.
  • Ability to work collaboratively with diverse stakeholders, including government officials and international partners.
  • Ability to manage multiple priorities and meet tight deadlines.
