Health Systems Resilience and Climate Change Specialist, SLLHS, BRAC Health Programme (Contractual)
Job Purpose
The Health Systems Resilience and Climate Change Specialist will provide technical support to improve health outcomes by strengthening local-level health systems and ensuring the delivery of high-quality, integrated public health services.
About the Role
The USAID/Bangladesh Strengthening Local Level Health Systems (SLLHS) project is a five-year initiative aimed at strengthening local health systems to deliver equitable, high-quality public health services. The project, led by RTI International in partnership with BRAC, focuses on four key objectives: strengthening systems for evidence-based planning, improving service delivery, enhancing the enabling environment for health systems, and building resilience at the local level.
BRAC’s role includes providing technical expertise in community engagement, health systems resilience, climate change integration, and social accountability.
Job Responsibilities
- Design and implementation of climate adaptation strategies for local health systems.
- Provide technical assistance for Health System Improvement Plans (HSIPs) focused on resilience and climate adaptation and ensure climate considerations are integrated into public health programs, especially in vulnerable areas.
- Collaborate with technical teams to strengthen climate-resilient health services, especially for high-risk communities.
- Identify climate-related risks to local health systems and develop strategies for mitigation.
- Provide training and technical assistance on climate change adaptation and resilience-building and build capacity in local authorities, communities, and health providers to manage climate-related challenges.
- Support community resource mobilization and social accountability initiatives to strengthen health system resilience and to integrate climate resilience into broader health system initiatives in collaborate with the Multi-Sectoral Coordination Specialist.
- Participate in meetings with government and implementing partners to promote resilience-building efforts including health equity, social resilience, and climate adaptation.
- Develop knowledge products such as case studies and guidance documents on health system resilience.
- Contribute to the development and submission of monthly, quarterly, and annual workplans and reports focusing on climate resilience
- Monitor the effectiveness of climate interventions and suggest adjustments as needed.
Safeguarding responsibilities
- Ensure the safety of Programme Participants, people who come into contact with the organisation and team members from any harm, abuse, neglect, harassment and exploitation including sexual exploitation and abuse (SEA) to achieve the programme's goals of safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
- Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
- Follow the safeguarding reporting procedure in case any reportable incident takes place and encourage others to do so.

Requirements |
|
Educational Requirements
Master’s in Public Health, Health Systems Management, Social Science, International Development or relevant subject from any recognized university.
Experience Requirements
Minimum of 6 years of experience in public health, climate change adaptation or health system resilience
Additional Requirements
- Expertise in climate change, disaster management and resilience strategies.
- Experience of collaboration with national authorities on the areas of climate / environmental health will be preferred.
- Strong project management and stakeholder coordination skills.
- Proficiency in English and Bangla with proven technical reporting abilities.
- Knowledge of Bangladesh’s climate vulnerability landscape.
- Adequate skills in computer applications, Microsoft Word, Excel, PowerPoint.
- Excellent interpersonal and teamwork skills
- Experience managing USAID cooperative agreements and/or contracts.
- Demonstrated commitment to Prevention of Sexual Exploitation, Harassment, and Abuse.
- Demonstrated commitment to principles of Diversity, Equity, Belonging and Inclusion.
