BRAC seeks to hire a Finance and Administration Advisor for the anticipated five-year $25 million USAID-funded Communities for Gender Equality (CGE). We are currently inviting expressions of interest for this role, which is expected to start in November 2024 and last for five years.
CGE will be focused on gender equality and inclusive development in support of Sustainable Development Goal 5. The activity may support interventions that address the full cycle of Gender- Based Violence (GBV) prevention, mitigation, and response. The Finance and Administration Advisor will provide leadership and direction to the finance and operations team with a strong focus on overseeing the project's financial aspects, including financial analysis and accounting management, as well as providing administrative and logistical support. The successful candidate should possess significant experience in managing finances and operations of USAID or other international donor-funded projects.

Primary Responsibilities: |
- Assist the Deputy Chief of Party in the daily financial management of the program, ensuring compliance with BRAC, USAID, and host country regulations concerning the use, accountability, and operational management of USAID funds.
- Develop and implement effective financial and operational systems, including internal audits, compliance checks, record-keeping practices, and risk management strategies.
- Support the annual budgeting process by reviewing financial plans and budgets, tracking progress, and monitoring any changes.
- Oversee payroll, benefits administration, and tax compliance, ensuring adherence to local regulations and international standards.
- Prepare and submit monthly financial reports, including bank reconciliations, tax reports, and cash advance requests.
- Manage routine payments, maintain digital records, and address specific financial requests or requirements.
- Assist in logistics coordination for events and activities, including travel arrangements, scheduling, and managing travel-related expense reports.
- Monitor the program budget, providing management with insights on burn rates and other financial considerations, and maintaining accurate financial records for program activities.
- Periodically review and assess the efficiency of finance and administrative procedures to ensure timely delivery of activities.
- Collaborate with the team to ensure that funds are utilized appropriately over the course of the fiscal year.
- Coordinate with external partners to meet audit and financial review requirements.
- Liaise with BRAC’s head office financial, compliance, and field operations teams to ensure cohesive financial management and adherence to policies.
Safeguarding Responsibilities: |
- Ensure the safety of team members from any harm, abuse, neglect, harassment and exploitation to achieve the programme’s goals on safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
- Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
- Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so.
Qualifications and Experience: |
- Master’s degree or equivalent in finance, business administration (MBA), accounting, or a related field.
- 8 years of relevant experience in international development, preferably in supporting role for humanitarian or development projects.
- Demonstrated operational experience and knowledge of one or more of the following: financial management, procurement, compliance, security and/ or human resources management.
- Experience managing USAID cooperative agreements or contracts.
- Prior experience working in Bangladesh is preferred.
- Skilled in recruiting, developing, and managing teams.
- Knowledge of host country legal and regulatory context.
- Fluency in English required (spoken and written).
- Strong oral and written communication skills; excellent demonstrated intercultural, interpersonal, and negotiation skills.
- Demonstrated commitment to PSHEA (Prevention of Sexual Exploitation, Harassment, and Abuse).
- Demonstrated commitment to principles of Diversity, Equity, Belonging and Inclusion (DEBI).
