Purpose:

The Strategic Procurement Manager plays a crucial role in overseeing various contracts, agreements, framework agreements, and supply base development to ensure compliance with program and stakeholder requirements. This position is responsible for supplier contracting and negotiations, supplier qualification, and establishing processes for supplier quality improvement. The focus is on strategy, supplier development, negotiations, fostering strong business relationships, and ensuring quality assurance. The manager also handles the management of the HCMP ERP and e-tender module to streamline procurement processes using technology.

Furthermore, this role contributes to the value of HCMP by effectively managing the performance aspects of major vendors and service providers. The manager achieves this by coordinating with sector/unit leads and any authorized personnel under the supervision of the Senior Manager of Procurement.

Job Description:

Strategic Sourcing and Procurement:

  • Carryout supplier selection and supplier enlistment activities.
  • Engage in Framework Agreement & Contract Management for entire HCMP procurement operation.
  • Lead the Strategic Sourcing and High Value Procurement Including Construction, ICT, Equipment’s, Consultancy, Service outsourcing, Insurance, Vehicle Rental Service etc.
  • Provide strategic oversight of key supplier management roles within the team
  • Engages with high-complexity suppliers, monitors their performance and take appropriate measure to develop them.
  • Identifying common contract risk areas, the role executes risk mitigation, business continuity, cost management, and operation strategies.
  • Control the pace of Negotiation process though proper market data, supplier positioning, pricing analysis, Contract Management and Supplier Performance Management.
  • Coordinate with Sectors to develop Annual Procurement Plan and implementation.
  • Ensure the Supply chain and other regulation compliance of donors-
  • Monitors and drives achievement of KPI targets
  • Monitor and evaluate market trend and SWOT status for supplying good quality products through competitive bidding.
  • Assist to Sr. Manager, procurement to Monitor expenditure of supplier and conduct strategic analysis regularly across all expenditure and performance categories.
  • Responsible to develop vendor pool and regularly update of vendor information.
  • Manage HCMP ERP and e-tender module to perform procurement process using technology

People Leadership and Culture:

  • Provide regular leadership to team and individual performance, including the formal performance appraisal process and identification of ongoing team and individual development needs;
  • Provide recommendations regarding training and performance requirements of direct reports;
  • Promote a spirit of collegiality and gender diversity amongst team members and in the organization;
  • Set goals, conduct appraisals and confront poor performance in a positive manner;
  • Take appropriate actions to manage poor performance (such as creating Performance Improvement Plans, coaching, job rotations, planning separations from BRAC, HCMP);
  • Conduct effective annual performance reviews and align performance plans to business goals and company values
  • Create appropriate team structures and processes to meet demand and workload;

Safeguarding:

  • Ensure the safety of Programme Participants, people who come into contact with the organisation and team members from any harm, abuse, neglect, harassment and exploitation including sexual exploitation and abuse (SEA) to achieve the programme's goals of safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment
  • Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
  • Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do soce with government and organisational recruiting policies and regulations related to diversity and inclusion
  Requirements  

Educational Requirements:  

  • Bachelor/ Masters in Supply Chain Management/ Business Administration or any other relevant subject from any reputed university/institutions.
  • Candidates with professional degree in supply chain management and working experience in ERP & e-tender will get preference.

Experience Requirement:

  • Minimum 5 year(s) in procurement, supply chain in NGO/ Manufacturing Organizations or any other relevant organization.

Additional Job Requirements:

  • Substantial demonstrable experience of working in procurement and supply chain within a humanitarian setting is essential.
  • Proven experience of driving improvement with a specific focus on ERP & e-tender process, Contract management and supplier performance management.
  • Knowledge on people management.
  • Strong communication and interpersonal skills, and proven experience of building excellent working relationships, both internally and externally.
  • Have computer skills with all Microsoft Office programs (MS Word, Power Point, and Excel).
  • Excellent influencing, negotiating and communication skills (both English and Bangla).
  • Excellent organization, and coordination skills.
  • Demonstrated ability to think strategically, prioritize and meet deadlines in a complex and challenging environment; must be culturally sensitive.
  • Ability to operate in a complex organization, across functions and work on own initiative and collaboratively as part of diverse teams.
  • Proven ability to deal with a varied, demanding, often conflicting and rapidly changing workload
