Purpose:

This position will lead and coordinate food security, skills development and livelihoods programme under the umbrella of BRAC Humanitarian Crisis Management Programme (HCMP). The position will also play a strategic role in the overall leadership, planning and implementation policy and compliance oversight, SOP and strategy development of all the above mention sectors/ components under the supervision of Head of Programme.

Job Description:

Strategic planning and overall Management:

  • Provide leadership and strategic oversight to the food security, skills and livelihoods (FSL) sector in HCMP to achieve progamme goals and objectives.
  • Foster innovation and contribute to the overall strategy development, guidelines formulation for the FSL sector and projects.
  • Ensure work plans, budgets, M&E, and objective setting for well-defined and smooth functioning of regular and time specific tasks.
  • Ensure efficient and effective management of all FSL projects and resources (financial, human and physical assets etc.).

Oversee implementation and monitoring of sectoral activities:

  • Ensure proper implementation of FSL projects and project cycle management
  • Oversee effective and efficient implementation, managing risks, minimizing internal audit and monitoring findings.
  • Ensure plans are made with key milestones and measurable outcomes and track progress to meet overall objectives
  • Analyze financial reports and tracking burn rates and identifying areas of potential underspent or overspend and communicating to management on timely manner with recommendations on repurposing savings.
  • Lead, drive and ensure excellence of interventions and provide technical guidance to achieve the vision of the sector

Quality and Accountability:

  • Ensure BRAC and donor compliance, proper documentation and submission of report to BRAC and donor on time.

Coordination, networking, advocacy:

  • Ensure effective participation, representation, coordination and collaboration with various external stake holders like ISCG, RRRC, CiC, donors, local governments, strategic partners, and internal departments like finance, grants, procurement, HR, PDDR, govt. liaisons and administrations etc.

Fund Raising, Proposal Development and Reporting:

  • Ensure project proposal /concept note development of the highest quality that wins award/grants from the partners/donors; In addition, ensure production of other documents and quality reports as necessary.  
  • In coordination with the HCMP management, pro-actively design and implement fundraising strategies, incorporating donor mapping and communication plans, to ensure that programme sectors are adequately financed.

People Management:

  • Ensure supportive supervision, guidance and mentorship to the various project managers within the sector, create synergy across FSSL projects for highest impact among the team members and project participants.

Safety & Safeguarding:

  • Ensure the safety of Programme Participants, people who come into contact with the organisation and team members from any harm, abuse, neglect, harassment and exploitation including sexual exploitation and abuse (SEA) to achieve the programme's goals of safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment
  • Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
  • Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do soce with government and organisational recruiting policies and regulations related to diversity and inclusion
  Requirements  

Educational Requirements: Masters in Agriculture, Business studies or other related subject from any reputed university/institute

Experience Requirement: Minimum 07 years of work experience in livelihood, skills and food security sector. Working with vulnerable communities, basic needs and distribution programming experience and/ or advocacy programs is necessary.

Additional Job Requirements:

  • Knowledge on agriculture, animal and poultry production and marketing, social welfare, monitoring, report writing, presentation preparation, and safeguarding.
  • Knowledge on budget preparation, fund raising, administration.
  • Knowledge on people management, multiculturalism, Ethics and Supervision.
  • Have management and Leadership quality
  • Ability to establish and maintain good working relationships with stakeholders in a sensitive environment.
  • Effective communication and presentation skills.
  • Have computer skills with all Microsoft Office programs (MS Word, Power Point, and Excel). 
  • Excellent influencing, negotiating and communication skills.
  • Excellent organization, and coordination skills.
  • Demonstrated ability to think technically, prioritize and meet deadlines in a complex and challenging environment; must be culturally sensitive.
  • Ability to operate in a complex organization, across functions and work on own initiative and collaboratively as part of diverse teams.
