BRAC is seeking qualified MEAL Officer Candidates for the USAID funded “Community-led Climate Smart Innovations to Address Climate Change Impacts (UDDOM)” project awarded on March 2024 and expected to run for 5 years.
UDDOM project aims to empower climate-vulnerable communities in Bagerhat, Sunamganj, and Jamalpur districts of Bangladesh to cope with and mitigate the impacts of climate change-induced disasters. By focusing on strengthening local government institutions and providing access to financial resources, crop insurance, and climate-smart agricultural practices, the project seeks to enhance the resilience of both communities and local governance structures. Through initiatives such as “Adaptation Clinics” for climate-smart agriculture, the provision of financial services, and the construction of climate-resilient infrastructure including water facilities and housing, UDDOM integrates proven adaptive solutions with locally developed strategies. Additionally, the project endeavors to improve early warning systems and facilitate early action to better prepare communities for future climate-induced disasters. Over a span of 60 months, UDDOM aims to foster sustainable development and resilience in the face of increasingly frequent and severe climate-related challenges. |

MEAL Officer, Community-led Climate Smart Innovations to Address Climate Change Impacts (UDDOM); Climate Change Programme (Project Staff)
Job Description:
- Monitor project activities to verify qualitative and quantitative data through various performance indicators as per project M&E plan.
- Support baseline/midline/endline surveys conduct and assist the evaluators
- Prepare accurate and timely periodic progress reports of the project
- Ensure data quality with aligning USAID DQA methodology
- Promote learning and capture learning periodically with communicating with field staff (both BRAC and partner organizations)
- Support in preparing periodic reports on project outcome and output indicators
- Provide hands-on support on MEAL to the partner organizations
- Promote Accountability to Affected Population (AAP) principles among project stakeholders
- Act as primary focal of MEAL related queries regarding the project and liaise with auditors on any area of MIS when needed

SAFEGUARDING RESPONSIBILITIES:
- Ensure the safety of team members from any harm, abuse, neglect, harassment and exploitation to achieve the programme’s goals on safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
- Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
- Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so.

Requirements |
|
Educational Requirements: Bachelor/ Masters in Development Studies/ Statistics/ Urban and Rural Planning/ Social science/ Climate Change or from any reputed disciplines.
Experience Requirement:
- Minimum 03 years of working experience in MEAL, preferably in USAID project.
Additional Job Requirements:
- Ensure coordination between field activities and headquarter strategy implementation of all kinds of monitoring, evaluation activities.
- Action Research/ Development Research
- Research findings analysis and reporting
- Competence in IT (MS Word, Excel, PowerPoint, internet etc.)
- Working knowledge on Data analysis software’s is desirable (SPSS/STATA/ R/ Python, Tableau, Microsoft power BI etc.)
- Good Bangla and English; spoken and written
- Integrity & high standards of personal conduct
- Ability to think strategically and carry out assigned tasks independently
