Purpose:


This position will be responsible to provide Co-Leadership (along with UNHCR and WFP) and facilitate the processes that will ensure a well-coordinated, appropriate and effective implementation of Livelihoods and Skills Development (LSD) activities in Bhasan Char. Together with the coordinators of other lead agencies for livelihoods will provide accountable leadership and work on behalf of the LSD sector, facilitating coordinated and coherent initiatives by all sectoral actors engaged in Bhasan Char.

Job Description:

Major Responsibilities:

  • Provide leadership/ support in planning, designing, and implementing the livelihood collective strategy in Bhasan char in collaboration with UNHCR and WFP.
  • Establish and maintain appropriate humanitarian coordination mechanisms and build strategic & constructive working relationships with national/local authorities, local government, UN agencies, bilateral and multilateral donors, local civil society, local partners, and other relevant actors.
  • Ensure timely support and coordination to sectoral actors in preparing the project proposals and concept notes to secure funding for new projects from various donors.
  • Prepare project/ programme reports for senior management and donors. Also, Review and analyses progress reports, monitor reports, audit reports and budget variances, and provide feedback to management.
  • Ensure knowledge generation and knowledge accumulation for the improvement of collective effectiveness of all LSD partners.
  • Lead updating of the LSD sector work plan, and co-ordinate the harmonization of response activities, ensuring that activities prevent overlap and duplication.
  • Assess technical capacities of member of the LSD Sector and use the results to develop with the partners a capacity development plan to support the standardization.
  • Facilitate and directly involved in the beneficiary selection with community representatives, local partners and government authorities.
  • Identify partners' training and capacity building needs, facilitate when relevant, and arrange capacity building sessions of local staff and partners in livelihoods activities.
  • Support / arrange to provide appropriate training to partners based on need assessment and ensure delivery of project inputs and services timely basis.
  • Facilitate joint supportive supervision for successful project implementation and ensuring appropriate standards.
  • Ensuring coherent and collective progress monitoring and reporting.
  • Ensuring and prioritizing cross-cutting and cross-sectoral issues (gender, inclusion, age, HIV and AIDS, human rights, environment, and early recovery).

Safeguarding:

  • Ensure the safety of Programme Participants, people who come into contact with the organisation and team members from any harm, abuse, neglect, harassment and exploitation including sexual exploitation and abuse (SEA) to achieve the programme’s goals of safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
  • Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action. 
  • Follow the safeguarding reporting procedure in case any reportable incident takes place and encourage others to do so.
  Requirements  

Educational Requirements:  Bachelor/ Masters in Agricultural Science/ Management/ Business studies from a reputed university

Experience Requirement: Minimum Seven (07) years of experience in livelihoods/ Skills development or Education programme.

Additional Job Requirements:

  • Knowledge on application of skills component, monitoring, report writing, presentation preparation, and safeguarding.
  • Knowledge on budget preparation, fund raising, administration and donor compliance issues.
  • Knowledge on people management, multiculturalism, ethics and supervision.
  • Knowledge about FDMN camps context is necessary.
  • Ability to establish and maintain good working relationships with stakeholders in a sensitive environment.
  • Excellent influencing, negotiating and effective communication skills including english writing and presentation skills.
  • Have computer skills with all Microsoft Office programs (MS Word, Power Point, and Excel).   
  • Demonstrated ability to think technically, prioritize and meet deadlines in a challenging environment; must be culturally sensitive.
  • Ability to operate in a complex organization, across functions and work on own initiative and collaboratively as part of diverse teams.
