Purpose:

The SMS Coordinator will lead Camp Coordination and Camp Management (CCCM) support activities in the specific camps under the umbrella of the BRAC Humanitarian Crisis Management Programme (HCMP). The position will also play a strategic role in the overall plan, policy, Strategic Operational Plan (SOP), strategy development, quality reporting, stakeholder relationship management, and site management development.

The SMS Coordinator will coordinate at a sector level (Inter Sector Coordination Group - ISCG) on the response in service in the Rohingya refugee settlement. This includes a multi-sectoral approach in camp management, shelter construction, WASH, protection, health, education, community services, and distribution of NFI and food items. He/she will primarily be responsible for coordinating at the sector level in the provision of services to refugees and building effective partnerships with a diversity of stakeholders, ranging from refugees to humanitarian partners, local communities, and government authorities.

The position is also responsible for the success of the BRAC Site Management Program, including project management and timely achievement of all project deliverables according to the approved Project Partnership Agreement (PPA) and its work plans and budget management. The SMS Coordinator will represent BRAC and contribute technical input and advocacy efforts under the supervision of Programme Head.

Job Description:

Strategic planning and overall Management:

  • Provide leadership, a clear vision, and direction to the SMS sector.
  • Efficiently and properly manage resources, including financial, human, and project assets.
  • Develop and update the SMS strategy and socialize it among SMS staff and HCMP.
  • Handle procurement, hiring, and staff performance management.
  • Prepare work plans and set objectives for SMS to ensure the well-defined and smooth functioning of regular and time-specific HR tasks.
  • Coach, train, and mentor staff to strengthen their capacity, exchange knowledge within the team, and provide professional development guidance.
  • Provide strategic direction and technical support for SMS initiatives.
  • Strengthen the effective SMS capacity of the staff.
  • Support advocacy initiatives undertaken at the field level.
  • Improve the accountability of the Site Management Team.
  • Support efforts to harmonize SMS tools, processes, procedures, and information management.
  • Support efforts to collect and aggregate accurate and up-to-date information on Rohingya Refugee sites.
  • Consolidate SMS internal and donor reports with the support of the Information Management Specialist SMS staff.
  • Diversify the BRAC SMS portfolio through proposal development and donor engagement.
  • Provide technical support during the proposal development in line with sector guidelines

Oversee implementation and monitoring of sectoral activities:

  • Oversee the overall project cycle management process, including planning, implementation, monitoring, and evaluation.
  • Prepare, track, monitor, and regularly review budgets.
  • Ensure an effective contribution to budget management and tracking, and monitor the program budget according to the JRP Budget/Plan.
  • Regularly monitor activities and share findings with colleagues and management.
  • Conduct frequent field visits to monitor the quality of SMS implementation.
  • Improve the utilization of site monitoring data to inform humanitarian responses in refugee sites and for data analysis and advocacy purposes.
  • Contribute to the implementation of beneficiary feedback mechanisms in Rohingya refugee sites.
  • Oversee the mainstreaming of protection and Age, Gender, and Diversity (AGD) considerations in all SMS activities.

Quality and Accountability:

  • Ensure compliance with BRAC and donor rules and regulations.
  • Lead the preparation and submission of reports to BRAC and donors.
  • Ensure the proper utilization of donor budgets and resources.
  • Develop and implement an M&E system for SMS.
  • Implement Sphere standards and other relevant humanitarian principles.
  • Conduct project reviews on a regular basis.
  • With the support of MEAL, set up centralized SMS reporting and information management systems.

Stakeholders’ coordination, networking, and advocacy:

  • Represent BRAC at ISCG and donor coordination meetings.
  • Support Camp Managers in camp-level coordination between CIC and sector partner organizations.
  • Facilitate and ensure training and capacity-building for camp-level actors.
  • Contribute to overall advocacy strategies.
  • Ensure the integration of protection considerations and gender-sensitive programming in Site Management activities

Fund Raising, Proposal Development and Reporting:

  • Finalization of the Project Partnership Agreement (PPA) agreed upon with BRAC internally and the respective UN bodies in the role of the development partner.
  • Lead the development of SMS-specific grants in coordination with the PDDR and act as a focal point for specific projects to monitor spending, progress, and revision requests.
  • Ensure compliance with all reporting requirements, including weekly, monthly, quarterly, half-yearly, annual, and project completion reports to the respective sector partners, relevant donors, and BRAC.

Safeguarding

  • Ensure the safety of Programme Participants, people who come into contact with the organisation and team members from any harm, abuse, neglect, harassment and exploitation including sexual exploitation and abuse (SEA) to achieve the programme's goals of safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
  • Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
  • Follow the safeguarding reporting procedure in case any reportable incident takes place and encourage others to do so.
  Requirements  

Educational Requirements:  Batchelor/ Masters in International affairs, international development, humanitarian programs, development studies, or any other relevant subject.

Experience Requirement: Minimum of 8 years of work experience in development and humanitarian fields, with at least 3 years of experience in site management activities in the refugee camp context in Cox’s Bazar.

Additional Job Requirements:
