  Position  

Technical Expert (Engineer) (Contractual), Climate Bridge Fund (CBF) Secretariat

KEY RESPONSIBILITIES

  • Assist in designing, developing and implementing climate-resilient small infrastructure investments in urban settings, with special focus on adaptation and resilience. Capacity to verify infrastructure related engineering studies and budgets.
  • Review of BOQs and drawings for all types of infrastructure including water supply and sanitation options, drainage system, walkways, housing and other structures etc, to be implemented by BRAC and non-BRAC NGOs/Sub-Grantees of CBF in the targeted areas.
  • Assist Sub-Grantees to execute implementation of all infrastructure related activities as per implementation plan, BOQs, drawings and specifications.
  • Monitor and supervise all infrastructure related activities and ensure effective implementation of them.
  • Validate the progress and quality of work of the sub-grantees/contractors.
  • Assist sub-grantees in ensure community participation in all WASH/Drainage/roads/walkways infrastructure activities.
  • Ensure all infrastructure activities are well coordinated with local authorities and all stakeholders, also ensure integration of engineering activities with hygiene promotion activities.
  • Carry out regular visits to field areas to monitor and verify all infrastructure related activities and ensuring quality of all infrastructures.
  • Review water quality analysis in the field locations and updating water quality reports, also to propose recommendations for the water infrastructures.
  • Ensure that WASH infrastructure construction and renovation works are carried out according to BOQs, drawings, quality standards established by CBF through quality checklists.
  • Review of quarterly reporting of data in order to follow up the standard project and strategic indicators (beneficiaries, number and type of activities completed).
  • Preparation of field visit reports and sharing with the head of the secretariat on timely manner.
  • Ensure proper record keeping for all infrastructure activities in hard and soft form.
  • Ensure that construction works is integrated with hygiene promotion and community participation component, to ensure sustainability of the infrastructure built.
  • Assist sub-grantees in coordination on infrastructure construction activities with other local actors (governmental and non-governmental).
  • Actively participate in management and team meetings.
  • Ensure a safe working environment for all people involved in project implementation.
  • Ensure that any negative environmental impacts of the works are avoided, minimized or mitigated.
  • Ability to demonstrate the willingness and openness to learn about the application of gender/gender mainstreaming, women’s rights and diversity for all aspects of development work and apply accordingly within the scope of his/ her role.
  • Review and provide with feedback/clearance (to CEO of the Secretariat) on the filled in checklist of each of the proposals/project to be followed during design and implementation of all proposed/agreed infrastructures.
  • Provide with capacity building/training sessions to sub-grantees/project staff and local Communities and within CBF Secretariat.
  • Perform any other work-related relevant tasks assigned by supervisor.

SAFEGUARDING RESPONSIBILITIES

  • Ensure the safety of team members from any harm, abuse, neglect, harassment and exploitation to achieve the programme’s goals on safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
  • Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
  • Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so.
  Requirements  

Educational Requirements:

  • Master's degree in Environmental Engineering / Civil Engineering / Environmental Engineering / Water Resources Engineering or any other relevant discipline from any recognised institute.

Experience Requirement:

  • Minimum seven (07) years of relevant working experience in engineering issues, ideally involving international organizations. Technical expertise, operational experience and good understanding on the infrastructure and built environment in the context of adaptation and resilience building.
  • Previous experience in developing and/or implementing field level infrastructures e.g., WASH services, drainage system, roads construction, housing construction / reconstruction and so on for organizations or projects is a mandatory.

  • Excellent inter-personal skills, including the ability to engage and collaborate with local communities, strong analytical abilities, exceptional communication and networking skills, and proficiency in negotiations and mediation, making them an ideal team player for a multi-cultural working environment.
  • Very good command of both Bengali and English language and excellent writing skills and the ability to prepare clear and concise reports.
