Purpose:
The purpose of this position is to provide co-leadership and facilitate the processes that will ensure a well-coordinated, appropriate and effective implementation of livelihood activities in Bhasan Char. However, he will work closely with the Livelihood Coordinator of WFP, who will provide accountable leadership and work on behalf of the cluster, facilitating all cluster activities and maintaining a strategic vision. Programme Manager, Livelihood & Food Security, HCMP will work with/ support the WFP Livelihood coordinator in her/his functions by providing in-depth knowledge of national and local livelihoods opportunities and best practices, particularly ensuring continuity of achievements and progress measurement. This position requires an individual accustomed to emergency response programming, especially livelihood. It will be responsible for direct project activity implementation and ensuring the quality and effectiveness of livelihood activities in Bhasan char. |

Programme Manager, Livelihood & Food Security (Contractual); Humanitarian Crisis Management Programme
Job Description:
- Provide leadership/support in planning, designing, and implementing the livelihood collective strategy in Bhasan char in collaboration with WFP.
- Establish and maintain appropriate humanitarian coordination mechanisms and build strategic & constructive working relationships with national/local authorities, local government, UN agencies, bilateral and multilateral donors, local civil society, local partners, and other relevant actors.
- Ensure timely support in preparing the project proposals and concept notes to secure funding for new projects from various donors.
- Prepare project/ programme reports for senior management and donors. Also, Review and analyses progress reports, monitor reports, audit reports and s, and budget variances, and provide feedback to management.
- Ensure knowledge generation and knowledge accumulation for the improvement of collective effectiveness.
- Conduct/undertake current community livelihood need assessment and analysis before developing projects. Participate in and support local level need assessments, surveys and other study.
- Facilitate and directly involved in the beneficiary selection with community representatives, local partners and government authorities.
- Identify partners' training and capacity building needs, facilitate when relevant, and arrange capacity building sessions of local staff and partners in livelihoods activities.
- Support / arrange to provide appropriate training to partners based on need assessment and ensure delivery of project inputs and services timely basis.
- Facilitate joint supportive supervision for successful project implementation and ensuring appropriate standards Ensuring coherent and collective progress monitoring and reporting.
- Ensuring and prioritizing cross-cutting and cross-sectoral issues (gender, inclusion, age, HIV and AIDS, human rights, environment, and early recovery).
Safeguarding
- Ensure the safety of team members from any harm, abuse, neglect, harassment and exploitation to achieve the programme’s goals on safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment
- Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action
- Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so

Requirements |
|
Educational Requirements: Bachelor / Masters in Business Administration/ Economics/ Development Studies/ Social Sciences/ Agriculture or any other relevant subjects from any recognised university with all second class/ division or equivalent GPA/ CGPA in academic examinations.
Experience Requirement: Minimum 7 years of professional experience in programme design, planning, leading, managing, and implementing emergency response programmes, preferably livelihood.
Additional Job Requirements:
- Adequate knowledge of food security & livelihood Programmes
- All technical skills related to livelihood, market development and training need assessment (TNA)
- Facilitate and coordinate different pieces of training and proper training and external materials
- Knowledge of project management, financial and people management
- Excellent computer skills with all Microsoft Office programs (MS Word, Power Point, Excel)
- Excellent speaking and writing skills both in Bangla and English
- Excellent partnership, coordination and Networking skills.
- Excellent presentation, influencing, interpersonal and external communication skills
- Excellent documentation, Recording, report writing and donor reporting skill
- Excellent motivational, negotiation and problem solving skill
- Excellent team building, problem-solving and decision making skills
- Ability of risk identification/mapping and management
- Ability to operate in a complex organization, across functions and work on own initiative and collaboratively as part of diverse teams
- Ability to manage a varied workload, work under pressure, priorities, and meet deadlines
- Self-motivated, flexible, and adaptable to the needs of the organization
