Purpose:

This position will provide leadership and support in problem solving, key decision making, quality control, technical input and advice as well as planning, executing, monitoring and evaluation of the health and nutrition sector activities (training, research, mobilization, policy advocacy, documentation, development & mainstreaming activities), facilitating fund raising and project proposal development,, maintaining liaison among different government and local bodies for sector purpose under the supervision of Head of Programme.

The role of Health and Nutrition Sector Lead is to ensure the effective management of the health and nutrition projects funded by various donors including UN agencies, ensuring timely achievement of annual plan of activities in a manner that conforms to professional business process for implementation of health programmes, organisational and donor standards.

Job Description:

  • Lead the health and nutrition sector through HCMP strategic planning, developing sector strategies, policies & procedure, work plan and providing overall management of HR, Budget, and operations aligned with BRAC and FDMN strategies
  • Lead the preparation and implementation work plans in line with the health and nutrition project design and monitoring & evaluation plan
  • Provide the necessary guidance and support to the team to achieve timely and quality implementation of activities
  • Ensure efficient team deployment through a system of up-to-date job descriptions and organisational structure developed in line with BRAC’s organisational structure. Regularly review and recommend staffing structure reviews to the senior management
  • Provide strategic and operational oversight and guidance to the project teams to ensure the effective delivery of the projects
  • Identify and address technical support needs of the project, working collaboratively with BRAC technical / strategy teams
  • Lead periodic narrative and financial reports and ensure timely submissions to management and donor.
  • Ensure procurement plan, budget, actual expenses and actual code wise posted
  • Ensure implementation strategies, operational guideline, and annual plan for project and programme implementation for HCMP
  • Oversee HCMP’s PHC activities and health & nutrition services
  • Ensure ISCG and WHO guidelines are properly disseminated across the programme and primary health care and other medical centers of BRAC HCMP
  • Ensure development and implementation of a context specific project and programme intervention strategy and plan
  • Provide overall guidance to plan, coordinate and manage key monitoring and evaluation events, including baseline, situation analysis, evaluation and formative research, in close collaboration with relevant teams in BRAC Cox’s bazar.
  • Coordinate with all health sectors in government, UN and NGOs at district and sub-districts level    cluster management. 
  • Establish strong relationships with external stakeholders, including relevant government agencies, employers, and other relevant networks.
  • Contribute towards preparation of health budgets, funding concepts and proposals through analysis of field data and actual costs incurred on activity implementation
  • Provide inputs to write concept notes, human interest stories to generate donor support and demonstrate impact of health interventions
  • Contribute to the drafting of donor reports through the preparation of an up to date project database as per donor log frames and monitoring plans
  • Ensure that project learning and achievements are shared with both internal and external stakeholders

Safeguarding

  • Ensure the safety of team members from any harm, abuse, neglect, harassment and exploitation to achieve the programme’s goals on safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment
  • Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action
  • Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so
  Requirements  

Educational Requirements:

MBBS with MPH from any recognised university with all second class/ division or equivalent GPA/ CGPA in academic examinations

Experience Requirements:

Minimum 8 years of experience in public health along with minimum 2 years of work experience in emergency field is required.

Additional Job Requirements:

  • Have sound knowledge on public health sector in emergency, community-based approaches, SPHERE Standards and Humanitarian Principles
  • Strong understanding on project design and budget formulation guidelines/ requirements, planning and prioritising
  • Able to conceptualise new interventions of health sectors in the CXB context
  • Excellent skills in project management, financial management and report writing
  • Excellent written and verbal communication, and presentation skills in English
  • Have computer skills with all Microsoft Office programs (MS Word, PowerPoint, and Excel)
