Position

 

Senior Manager, MEAL (Contractual); Humanitarian Crisis Management Programme

Job Description/Responsibilities:

MIS Strategy and Design:

  • Develop and maintain MIS strategies, guidelines and MIS databases of the Humanitarian Crisis Management Programme.
  • Develop MIS tools/ reporting formats and ensure timely and accurate reporting as per guidelines.
  • Contribute to overall decision making of HCMP by providing MIS updates and HCMP
  • Dashboard and overall periodical progress reports to the Senior Management Team (SMT).
  • Identify, articulate, and support strategic use of data for programme management and improvement.

Operational activities, Accountability and Quality:

  • Oversee MIS database and dashboard, prepare overall progress reports.
  • Ensure effective DQA (Data Quality Assurance) of HCMP by adopting continuous quality improvement mechanisms in all type MIS databases and generate reports accordingly.
  • Analyse the target vs. achievement scenario and resource mobilisation.
  • Manage & strengthen reporting channel, recording and reporting system, and preservation of data and reports for periodic monitoring of programme areas.
  • Ensure Logistics MIS (LMIS) recording and reporting system along with preservation of data/ report and ensure central monthly inventory report with proper documentation.
  • Ensure implementation of the surveillance system (i.e., data collection, reporting and feedback).

Coordination, Networking and Advocacy:

  • Coordinate the implementation of project activities with transparency and accountability through regular monitoring & MIS reports.
  • Coordinate with sectoral management team and information and knowledge management team for effective data collection and to ensure DQA at all dimensions.

Safety and Safeguarding:

  • Ensure the safety of team members from any harm, abuse, neglect, harassment and exploitation to achieve the programme's goals on safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
  • Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
  • Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so.
  Requirements  

Educational Requirements:

  • Masters in MIS/ CSE/ Statistics or any other relevant field from any recognised university/ institution with all second class/ division or equivalent GPA/ CGPA in academic examinations.

Experience Requirement:

  • Minimum 05 years of work experience in management information system or information management preferably in the development/ humanitarian field or any other relevant organisation is required.

Additional Requirements:

  • Sound knowledge and hands on experiences on monitoring and evaluation and its techniques
  • Able to navigate MEAL requirements, harmonize goals and objectives, design and apply different types of frameworks used for programme planning and MEAL
  • In-depth computer skills in MS Word, Excel, PowerPoint, Access and SPSS/ STRATA, Kobo / ODK etc.
  • Hands-on experience on SQL (SQL Server, MySQL, ORACLE) will be preferred
  • Excellent skills in report writing and presentation
  • Strong people management and team building skills with gender friendly attitude
