Position

 

Programme Manager-Implementation, Health and Nutrition (Contractual); HCMP

Job Description/Responsibilities:

  • Ensure the field footprint of BRAC and monitor the standards and quality with support Sector Lead-Health and Nutrition for operation analysis
  • Guide the project managers for implementation and ensure the field work is carried as per plan
  • Lead Health and Nutrition operations and logistics issues and support the team lead to smooth program operations
  • Undertake all activities in accordance with internal management systems, operating procedures and policies, and monitor field-based work to maintain compliance.
  • Ensure the field are reflecting the accountability to the affected population and communities are consulted in the intervention
  • Supports the Technical Specialist and project managers in the development of the work and procurement plan and take lead in quality review of the plan with backup support from Sector Lead and ensure the field are following the plans as designed.
  • Lead and follow up the implementation of Health and Nutrition project activities of borehole drilling and pump installations, pipeline design and latrines construction, hygiene and sanitation promotion establishment.
  • Ensure the preparation and required approval of detailed implementation work plans in line with the Health and Nutrition project design and monitoring and Evaluation plan. Provide the necessary guidance and support to the team to achieve timely and quality implementation of activities
  • Carry out regular field visits to inspect works, review progress and determine/ receive feedback from the team and the beneficiaries regarding emerging challenges and gaps in original plans and hold the project managers accountable in correcting the field findings and take immediate actions
  • Lead the administration and logistics related H&N issue and commitments including staff leaves and recruitment in close with HR and other support functions
  • Communicate to the field team and the Technical Specialist/ Project Managers the humanitarian accountability related strategies and charters that BRAC signed and ensure the project follows the accountability to Affected Population Framework (AAPF) in all the project cycle.
  • Ensure the project implementation in different areas are integrated and the field staff are well aware of the plans
  • Ensure the Project Managers and the field staff are using the sector guidelines and modules as agreed and conduct the field inspection and identify the gaps for actions
  • Ensure the staff are trained in operation issues and guidelines including the sector level guidelines
  • Establish clear coordination plan in the field and cox's Bazar and ensure BRAC is presented actively in the in all joint response.
  • Lead the gap analysis and field assessment with clear reporting as per H&N sector TOR in areas BRAC is H&N focal agency and ensure all the coordination function are in place, provide the feedback from other partners without delay
  • Facilitate integration of H&N project with all sectors within BRAC operations in Cox’s Bazar and other BRAC host community
  • Compile all the field level information from Project Managers and other sector partners and work with Programme Manager-Program Design & Knowledge Management, Project Manager-Finance and budget to draft the proposal for fund raising.
  • Contribute towards preparation of H&N budgets, funding concepts and proposals through analysis of field data and actual costs incurred on activity implementation.
  • Validate the Project Managers reports and crosscheck with the field to ensure the programe quality and reporting Manager draft the report with correct figures.
  • Ensure the safety of team members from any harm, abuse, neglect, harassment and exploitation to achieve the programme's goals on safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
  • Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
  • Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so.
  Requirements  

Educational Requirements:

  • MPH or masters in relevant subject (Health and Nutrition related) from any recognised university/ institution with minimum 2nd division/ class or equivalent GPA/ CGPA in all academic examinations. Candidates with medical degree will get preference.

Experience Requirement:

  • Minimum 8 years of experience in public health sector of NGO/ INGO is required.

Additional Requirements:

  • Have knowledge on BRAC’s values and mission, development sector, global development scenario to identify funding trends, clinical and medical services and nutrition services
  • Have competencies on facilitating/ leading meetings, developing work and project plans, setting work priorities, meeting deadlines
  • Have skills on strategic communication and relationship building
