This position will lead the programme development, programme quality assurance, staff capacity building, knowledge management, M&E and Reporting of WASH sector of the Humanitarian Crisis Management Programme (HCMP). |

Programme Manager, Programme Design, Knowledge Management and Reporting (Contractual); HCMP
Job Description/Responsibilities:
Strategic Planning and Overall Management
- Provide support to the Sector lead, Programme Manager and Project Managers with assessed accurate verified information that feeds in Developing and implementing an appropriate and effective WASH strategy, setting clear objectives and indicators, for WASH activities in consultation with other WASH staff and field staff, and, where appropriate, with the local communities
- Responsible to provide accurate and timely reporting of activities according to BRAC, donor and other applicable bodies within the timeframes and formats as per the organisation and sector approved proposals and plans
- Manage the assigned WASH project(s) to meet the project objectives within budget and allotted time frame through proper planning and time management with leading effective communication and decision making
- Manage the assigned project team human resources and provide technical support, training and capacity building.
Oversee Implementation and Monitoring of Sectoral Activities
- Lead the assigned project in development and execution through coordination, M&E plan and procurement that are developed and revised timely and strictly applied in the field.
- Manage the program budget through the passing of timely orders, the preparation of monthly forecasts and the monitoring of expenditure.
- Track the progress of activities, resources and other expenditures, ensure the project is on track and provide on-time internal status reports and external donor reports.
- Identify and monitor risks, constraints or escalating issues, take the necessary preventive actions as required.
Quality and Accountability
- lead the project team to ensure and implement all the humanitarian accountability related strategies and charters that BRAC signed and ensure the project follows the accountability to Affected Population Framework (AAPF) in all the project cycle
- Lead the project in implementation and at the field level through proper communication and ensure every field staff use the project approved plans, objective and committed outputs clearly.
- Lead the documentation of the project in all the aspects following BRAC and the donors’ procedures and ensure all the documentation are within the standards and the agreed deadline.
- Train the project staff in all issues related to the program quality and all actuality related issues and ensure they practice in the project implementation.
Stakeholders Coordination, Networking and Advocacy:
- Ensure the communication and the coordination is established in both Cox's Bazar and the field with the relevant stakeholders (Government, UN, and communities).
- Actively participate in the coordination meeting at the field and provide the requested information with feedback to the WASH team lead or BRAC Senior management
- Participate in different workshop, meeting and training organised by internally/externally.
- Lead the coordination in areas under the project through clear guidance to the field coordinator and ensure BRAC fulfil all the coordination aspect in the field as per sector TOR and coordination mechanisms.
Fund Raising, Proposal Development and Reporting:
- Provide necessary support to the team lead with accurate and assessed information help in quality proposal development in a timely manner.
- Lead the different committed project reports drafting as per the agreed timeline and with accurate and reliable information without any delay.
- Lead the project evaluation through drafting quality TOR and timely submission of the final reports and provide feedback to the sector level assessments and reports and extract the project area information for better use of BRAC.
Safety and Safeguarding:
- Ensure the safety of team members from any harm, abuse, neglect, harassment and exploitation to achieve the program goals on safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
- Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action
- Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so.

Requirements |
|
Educational Requirements:
- Masters in Development Studies/ Disaster Management/ Economics or any other relevant subject from any recognised university with all second class/ division or equivalent GPA/ CGPA in academic examinations
Experience Requirement:
Minimum 10 years of relevant work experience with a minimum of 03 years in managing large and complex donor-funded projects. is required.
Additional Requirements:
- Proven understanding and hands-on experience in managing large and complex donor-funded projects.
- Knowledge of programme design & development, programme evaluation, capacity building, MEAL, and Reporting.
- Good understanding of research design and methodology.
- Ability to operate in a complex organisation, across functions and work on own initiative and collaboratively as part of diverse teams.
- Ability to manage a varied workload, work under pressure, priorities and meet deadlines.
- Gender equality and diversity awareness.
- Strong interpersonal and intercultural competency.
- Public relations, communication, coordination and networking skills.
- Excellent computer skills with all Microsoft Office programs (MS Word, Power Point, Excel)
