Senior Manager, Rural Operations; WASH

Job Description/Responsibilities:

  • Develop operational strategy/plan for the assigned rural areas for ensuring smooth program operation
  • Supervise programme activities in the field and identify problems/barriers of field operations and find the way of solution
  • Review monthly performance and provide feedback to Divisional/District Manager and UM to improve the performances
  • Ensure quarterly meeting with DM and UM to develop staff capacity through meeting, discussion and individual contact
  • Ensure orientation and guidance for the water and sanitation entrepreneurs to enhance their technical capacity
  • Assist in preparing reports and other programmatic and management issues as and when required
  • Ensure financial control as per policy and guideline
  • Ensure revolving fund disbursement and installment accordingly and proper utilization of disburse amount
  • Manage internal and external audit and prepare reports for NGO Bureau for Fund release
  • Ensure timely submission of monthly performance reports to the senior management
  • Perform any other responsibilities and assignments as and when necessary or determined by the higher authority
  • Ensure coordination and collaboration with the local government and other programmes for smooth programme implementation
  • Ensure the safety of team members from any harm, abuse, neglect, harassment and exploitation to achieve the programme’s goals on safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment
  • Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action
  • Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so

Educational Requirements:

  • B.Sc in Civil Engineering or Master’s in Social Science/ Urban Development/ Water Management or any relevant discipline from recognised university/ institution with all second class/ division or equivalent GPA/ CGPA in academic examinations. Candidates having MPH will get preference

Experience Requirements:

  • Minimum 07 years of work experience including 5 years in WASH sector is required

Additional Job Requirements:

  • Comprehensive knowledge of the development sector, especially on WASH and overall public health sector
  • Proven understanding and hands-on experience in managing large and complex donor-funded projects
  • Knowledge on preparing programme guideline. programme management, institutional donors and experience of developing proposals including budgeting
  • Proven and good understanding of community-based approaches and resource allocation procedures
  • Advanced Technical Knowledge of the theories, principles and methods on WASH: communication for behavior change, WASH in schools, water supply projects management,
    monitoring and evaluation; integrated water resource management appropriate
    water supply and quality technology i.e. community based water supply, waste
  • Knowledge on Programme evaluation, capacity building and community mobilization
  • Excellent skills in negotiation and public relations
  • Proficient in written and oral communication skills both in Bangla and English
  • Strong analytical ability with able to handle critical situation
  • Strong leadership and team management skills
  • Excellent ICT skills including MS Office (particularly Word and Excel, Power Point)
