Background
Bangladesh Nari Progati Sangha (BNPS) is a national women rights organization working since 1986 to promote gender equality and social justice from the family to the state level. BNPS strives to create an enabling environment for women, poor and marginalized communities through empowerment and social transformation. BNPS is an implementing partner of “Renewed Women’s Voice and Leadership-Bangladesh”, in partnership with Manusher Jonno Foundation and funded by Global Affairs Canada (GAC) which will contribute in increasing the enjoyment of human rights by women and girls in all their diversity, and to advance gender equality in Netrokona’s haor wetlands, through protection from GBV, economic empowerment, and enhanced participation in community governance.
Project Brief
The Renewed Women’s Voice and Leadership (RWVL) project aims to improve women's and girls' access to human rights in all their diversity and to advance gender equality in Bangladesh, led by Manusher Jonno Foundation (MJF) and funded by Global Affairs Canada (GAC). This project will focus on empowering diverse voices and strengthening collective actions to advance women’s human rights by addressing gender-based violence (GBV), sexual and reproductive health & rights (SRHR), inclusive economic empowerment (iEE), and the safety and security of project participants.
As an implementing partner of MJF, (mention the organization name) will carry out the project activities at the grassroots level in 24 villages of 8 unions under Barhatta and Mohonganj upazila of Netrakona district. This project will focus on issues categorized across various pillars. Pillar 1: Will support organizational capacity and sustainability in areas such as (i) governance improvement; (ii) financial system development; and (iii) policy articulation. Pillar 2: Will contribute to gender equality programming and advocacy at the grassroots level through (i) supporting agency creation, (ii) promoting women’s leadership, (iii) providing knowledge and skill building, to challenge social norms and practices that oppose women’s rights. (iv) implementing social campaigns and mass awareness events, and (v) facilitating inclusive economic empowerment and entrepreneurship interventions. Pillar 3: Will focus on movement strengthening through (i) local network and alliance creation for collective advocacy, (ii) collective movement building.
Job Profile
The Finance and Admin Officer will have a dual-purpose function that combines support for operations, logistics, and human resources with financial management.
To ensure smooth project implementation, Finance and Admin Officer will be responsible to manage day-to-day financial operations that includes cash flow, bookkeeping, budgeting, payroll, reporting, Tax compliances, while ensuring compliance with donor regulations and internal policies. She/he also accomplishes day-to-day administrative tasks that include logistics arrangement, procurement, recruitment process, and all process documents preservation, etc. She/he will maintain financial records, support audits, manage office inventory, and provide logistical support to staff. This position is based at BNPS Barhatta Centre office.

Financial Management and Compliance |
- Maintain cashbooks and ledgers, process payments, ensure necessary supporting documents with vouchers, manage staff advances, petty cash.
- Ensuring all expenditures comply with specific donor agreement and internal organizational policies.
- Ensure VAT/Tax compliance as per government rule.
- Maintain all necessary register related to accounts.
- Meet all the auditing requirements both external and internal.

- Prepare project and periodical budget; monitoring expenditure rates and prepare variances report ensure funds are utilized appropriately.

Financial Reporting |
- Prepare financial reports to meet the donor reporting requirements including necessary statements (Bank Reconciliation, call forward, Advance list).
- Prepare monthly, quarterly, and annual financial reports as per donor requirements.

Administrative and Operational Operations |
- Manage office supplies, equipment inventory, and fixed asset registers and stock register.
- Assist procurement committee to comply the policy.
- Organize logistical arrangements (travel, accommodation, workshops, trainings, networking).
- Ensure that the daily operational needs of the office are met.

- Maintain staff contracts, timesheets, and leave records.
- Maintaining staff personnel files, recruitment related documents, and attendance records.
- Upholding policies on gender equality, child protection, and prevention of sexual exploitation and abuse (PSEAH).

- Financial visit to project area, spot checks for fact-based findings (Need based).

Capacity Building and iEEE financial Management |
- Providing financial training and guidance to community-based organizations (CBOs), women groups, and beneficiaries.
- Supporting Community-Based Organizations (CBOs) or women’s groups in maintaining their own financial documents and bookkeeping for inclusive economic empowerment and entrepreneurship (iEEE) interventions and fund disbursement.
- Prepare accurate financial reports for iEEE interventions.

Working Conditions
The position is based in BNPS Barhatta Centre Office, and need based field visits to the working areas are required.
Key Qualifications and Experience
- Academic Qualification: Bachelor’s degree in Accounting, Finance, Business Administration.
- Professional Experience: Minimum of 3-4 years of relevant experience in finance & accounts management in any local, national, and Community-based Organization and marginalized groups.

Remuneration and Benefits
- Monthly Salary: BDT 28,800 (consolidated)
