Who are we?

The Bangladesh NGOs Network for Radio and Communication (BNNRC) specializes in approaches that leverage media development and digital development to reach underserved communities. It has been implementing the UN World Summit on the Information Society (UN WSIS) action lines C1-C11 in Bangladesh since 2006.

The BNNRC, in Special Consultative Status with the Economic and Social Council (ECOSOC) and accredited by the World Summit on the Information Society (WSIS) and endorsed the Global Digital Compact of the United Nations, and the UN WSIS prize winner 2016, Champion 2017, 2020, 2021, 2022, 2023 and 2025 for media development, digital transformation and information integrity.

BNNRC has implemented several projects aligned with Digital Development for Advancing Digital Democracy, Media Development, Combating Technology-facilitated Gender-Based Violence (TFGBV), Constructive Journalism for Road Safety, Information Integrity, and Advancing Media Development & Access to Digital Technology for Equitable Digital Inclusion and Human-Centric Digital Transformation in Bangladesh.

BNNRC has an ambitious and dynamic workplace, consisting of a small team working in a well-designed 1,500-square-foot office located in Shyamoli, Dhaka. This fully furnished space includes modern office amenities that effectively meet its operational needs. The office is sponsored by Free Press Unlimited with support from the European Union.

About the Positions:

BNNRC is implementing the "Strengthening Resilience Against Technology-Facilitated Gender-Based Violence (TFGBV) & Promoting Digital Development" Project. This initiative is part of the Nagorikata: Civic Engagement Fund (CEF) Programme, implemented with technical support from GFA Consulting Group, and funded by the Embassy of Switzerland and Global Affairs Canada (GAC). The BNNRC seeks individuals for the project. 

Those who are passionate about combating technology-facilitated gender-based violence (TFGBV) and Digital Development collaborate well with multi-stakeholders at the local and national level, embrace learning, innovation, and deliver results. Initially, 2 years, with a high possibility of extension based on fundraising & extraordinary performance.

The role requires a strong balance of strategic, smart thinking, inclusive leadership, fundraising, and hands-on implementation to ensure the project interventions are in line with an outcome-based perspective. These positions are based in Dhaka and involve frequent travel to field locations.

We are currently seeking candidates for the positions of Program Officer, Program Officer (Digital Development), and Monitoring and Evaluation Officer, all of whom will report to the Project Coordinator of the BNNRC.


Job Summary:

1. Program Officer

The Program Officer will be responsible for the overall project implementation, ensuring that it is executed effectively, within scope, aligning with the proposed timeline, and that the activities are within budget.

This role involves implementing project intervention, managing relationships with various stakeholders, and maintaining communication with project areas and stakeholders. Additionally, it ensures that the project contributes to its intended outcomes related to Technology-Facilitated Based Violence (TFGBV) and Digital Development, in alignment with the project objectives.

Job Responsibilities

Qualification and Education:

  • Master’s degree in social sciences, empowering individuals to make a meaningful impact on society and foster positive change.
  • Minimum 3 years of experience in managing and implementing social development and governance-related projects.
  • Working experience in projects related to civic education, Gender Based violence (GBV) awareness-raising training, and campaigns will be considered.
  • Understanding of the Gender Based Violence and Digital Transformation domain.
  • Capacity to adapt and understand the local context to propose tailored and realistic solutions/ recommendations
  • Facilitate and/or conduct capacity building sessions on Gender Based Violence and Digital Transformation  
  • Demonstrated interest and commitment to protecting digital civic space and fostering a more enabling digital environment for civil society organizations (CSOs) at both local and national levels, in alignment with the Transforming Gender-Based Violence (TFGBV) framework.

Project Coordination & Execution:

  • Co-Lead and coordinate project intervention to ensure timely and effective implementation.
  • Develop and implement work plans, timelines, and budgets to achieve project objectives within the specified framework.
  • Frequent field visits for the implementation, ensuring alignment with project objectives and requirements.
  • Ensure the timely and accurate completion of project deliverables.

Financial Management:

  • Develop, manage, and monitor the project’s working budget, ensuring compliance with development partner financial policies and practices.
  • Ensure financial transparency

Leadership & Team Management:

  • Mentor and support project focal staff, maintain and coordinate relations with MEL Officer, Finance Office, and Program Officer -Digital development, ensuring smooth operation of the project.
  • Provide co-leadership to the project team to ensure effective delivery of all project components.
  • Hard working and positive mentality to work beyond office hours if necessary
  • Contribute actively to the smooth operation of internal processes and engage with team and network-wide discussions.

Stakeholder Engagement & Partnerships:

  • Establish and maintain partnerships with key stakeholders, including government agencies, development partners, community leaders, and educational institutions project level and national level.
  • Ensure ongoing stakeholder engagement to promote buy-in and collaboration throughout the project cycle.

Digital Tools & Campaign Management:

  • Oversee and co-lead the national and local digital campaign for TFGBV and Digital development-related awareness, ensuring consistent and impactful messaging through social media platforms.
  • Oversee and help the Program Officer (Digital Development) to develop and monitor social media content, including weekly updates, success stories, and video campaigns through social media and media.

Monitoring, Reporting & Compliance:

  • Co-ensure compliance with development partners' requirements, including timely reporting and monitoring of project deliverables.
  • Regularly assess project progress, identify challenges, and implement corrective actions as necessary.
  • Prepare high-quality reports and presentations for stakeholders, including development partners, government officials, and other partners.
  • Regular travel to the project coverage area is required, and candidates must be both able and willing to do so.

Safeguarding:

  • Uphold and promote the organization’s safeguarding policies to ensure the safety, dignity, and well-being of all stakeholders engaged in our intervention (local and national).
  • Immediately report any concerns, suspicions, or incidents of safeguarding breaches in line with the organization’s reporting procedures.
  • Maintain professional boundaries and conduct that fosters a safe and respectful environment for all beneficiaries, colleagues, and stakeholders.

Skills and other competencies:

  • Demonstrates strong leadership and strategic thinking abilities, along with effective organizational and time management skills that support proactive planning.
  • Skilled in digital development with strong leadership and strategic thinking abilities, along with excellent organizational and time management skills and a capacity to plan, anticipate requirements, problems, and obstacles while successfully juggling competing priorities and working within tight deadlines.
  • Expertise in Microsoft Office 365 and the ability to manage and motivate a diverse team.
  • Strong stakeholder management and negotiation skills, as well as communication skills (both oral and written) in English and Bangla, along with experience in risk management and conflict resolution.
  • Strong drive, self-motivated, and able to work with a high degree of autonomy and fully committed and motivated to achieve the aims of the BNNRC intervention.

2. Program Officer (Digital Development)

The Program Officer (Digital Development) plays a pivotal role in advancing BNNRC’s digital strategic communication and strengthening its visibility across multiple platforms. By creating and delivering compelling digital and social media content for projects, the Program Officer ensures that BNNRC’s digital presence remains engaging, accessible, and aligned with brand and campaign objectives. This enables the organization to effectively reach and inspire audiences at the local, national, and global levels.

In this role, the Program Officer bridges mainstream media with digital and social media news cycles, leveraging storytelling and narrative techniques to communicate timely and impactful news across diverse platforms.

The Program Officer also leads the coordination of social media and content-related initiatives, ensuring their alignment with BNNRC’s project priorities—particularly in the areas of Transforming Gender-Based Violence (TFGBV) and Digital Development. Through strategic collaboration and innovative communication approaches, the Program Officer contributes to amplifying BNNRC’s mission, values, and impact.

Education & Qualifications

  • MSS in communications, marketing, journalism, digital media, or a related field.
  • Minimum 2/3 years of experience.
  • Equivalent professional experience in lieu of a degree will be considered.
  • Additional certifications or training in digital communications, social media management, content creation, or related areas would be an advantage.
  • Demonstrated ability to stay up to date with evolving digital trends, tools, and best practices
  • Working experience in projects related to civic education, Gender Based violence (GBV) awareness-raising training, and campaigns will be considered.
  • Understanding of the Gender Based Violence and Digital Transformation domain.
  • Proven track record of creating and scheduling posts across multiple social media platforms.
  • Practical use of data analytics tools for social media performance tracking and designing and delivering visual assets (graphics, infographics, and short videos) for campaigns.

Strategic Outcome-Based Perspective and Contribution
Content Management

  • Develop engaging and accessible graphics, videos, stories, smart messages, and posts for the website, social media, email, and other digital channels.
  • Produce and adapt content for key events
  • Ensure all content aligns with brand guidelines, accessibility standards, and BNNRC’s values.
  • Develop and monitor social media content, including weekly updates, success stories, and video campaigns through social media and media.

Monitoring & Evaluation

  • Produce monthly social media monitoring reports to track reach, engagement, and trends.
  • Monitor and assess digital campaign performance during high-profile events at the local and national levels.
  • Use data insights to recommend improvements for content strategy and audience engagement.

Communications, Influencing, and Coordination

  • To develop and implement communication plans for social media that align with BNNRC’s mission and project objectives. Assist in creating clear, engaging content that communicates key messages and resonates with diverse audiences.
  • Help maintain and strengthen relationships with key stakeholders, including partners, influencers, and community members, to amplify BNNRC’s project messages and foster a sense of community.
  • Maintain effective workflows and open dialogue with key stakeholders across the BNNRC to engage, advise, and help showcase work, priorities, and successes.

People Management

  • The role will support the BNNRC teams in aligning social media activities with the overall strategy and in extending brand outreach.
  • Work under the guidance of the project coordination team, the Project Coordinator, Program Officer, Finance Officer, and the field focal Point.
  • Assist in developing social media materials that are consistent with the communication strategy and the Strategic Implementation Framework
  • Bridge traditional and digital (social) media news management by serving as the focal point for coordination with Digital, Creative, Content, and Branding, ensuring consistency, accuracy, and impact across all communication channels.

Strategic/ Functional Priorities

  • Digital Asset Production: Production of digital assets (e.g., infographics, videos) in line with BNNRC’s brand guidelines, ensuring accuracy and consistency.
  • Social Media Engagement: Assist in sharing digital assets on social media and help monitor engagement rates, contributing to efforts aimed at achieving agreed engagement targets.
  • Content Acquisition: Help source and share content, supporting initiatives to meet engagement goals on social media.
  • Audience Growth: Contribute to the implementation of the digital content strategy by supporting activities that aim to grow social media followers and increase engagement.
  • Performance Tracking: Compiling monthly reports on key performance metrics (e.g., engagement, conversion rates) for all digital content and providing input to help identify actionable insights for improving the content strategy.

Skills and other competencies:

  • Content creation: Writing and crafting platform-specific, engaging posts.
  • Social media monitoring and analytics — interpreting metrics to guide strategy.
  • Visual design using Canva, Adobe Photoshop, Illustrator, or Figma.
  • Short-form video creation/editing with tools such as CapCut, Adobe Premiere Rush, or InShot.
  • Visual storytelling and translating complex policy positions into engaging visual content.
  • Collaboration — working with communications or campaign leads and applying feedback effectively.
  • Expertise in Microsoft Office 365 and the ability to manage and motivate a diverse team.
  • Basic digital, audio, and video editing skills.
  • Strong drive, self-motivated, and able to work with a high degree of autonomy, and fully committed and motivated to achieve the aims of the BNNRC intervention.

3. Monitoring, Evaluation, and Learning Officer (MELO)

The MEL Officer is responsible for implementing and overseeing systems that track, assess, and strengthen the impact and effectiveness of BNNRC’s programs and projects. This role plays a critical part in ensuring robust Monitoring, Evaluation, Accountability, and Learning (MEAL) across the organization.

The MEL Officer systematically monitors project activities and progress, applying both project-specific tools and organizational MEAL processes. By generating evidence-based insights, the officer supports adaptive management, enhances accountability to stakeholders, and drives continuous improvement within BNNRC’s programs.

Beyond tracking performance, the MEL Officer develops, implements, and manages comprehensive monitoring, evaluation, and learning frameworks. These frameworks are designed to measure progress, assess impact, and ensure alignment with BNNRC’s mission and strategic objectives.

Through the systematic collection and analysis of data, the MEL Officer provides critical evidence that informs decision-making, improves program effectiveness, and fosters organizational learning. Ultimately, this role ensures that BNNRC’s initiatives deliver measurable results, create sustainable impact, and contribute meaningfully to positive change in society.

Strategic Outcome-Based Perspective and Contribution

Ensure the implementation of the Activity's Monitoring, Evaluation, and Learning Plan (MELP). Support the daily management of MEL data and activities. Assist the BNNRC team and partners with data collection and reporting related to Monitoring, Evaluation, and Learning (MEL).

  • Develop appropriate data collection tools, necessary guidelines, and data collection and management systems, and develop the MEL as and when required, and update data collection tools considering the updated plan, according to the Development Partners.
  • Develop the Activity’s beneficiary reach counting system and keep the beneficiary counting to date, and ensure that data is collected and uploaded, along with required attachments, on the Activity’s online data repository system.
  • Keep the Activity’s MEL data up to date so that they can be supplied to project management and/or development partners on short notice.
  • Conduct field monitoring visits, as required, and analyze real-time information on the actual condition of field operations, identify risks and challenges, and provide mitigation strategies and recommendations to the BNNRC Team.
  • Undertake data quality assessments of performance indicators on a regular interval and prepare for and provide necessary support to the BNNRC Team, draft the MEL part of the monthly, quarterly, and annual reports, and prepare a monthly statistical report of the activities.
  • Conduct various research and assessments to better understand the project’s outcome, contribution, attribution, as well as lessons learned and best practices.
  • To ensure the integration of the BNNRC Collaboration, Learning, and Adaptation and principles into current and future programming.
  • Other similar responsibilities BNNRC might reasonably request.

Skills and other competencies:

  • Strong background in qualitative and quantitative data collection methodology and tools.
  • Knowledge and experience of tools and techniques are an advantage.
  • Proficient with Microsoft 365 and other data analysis software. Experience in creating and managing mobile/cloud-based data collection systems is an advantage.
  • Strong interpersonal skills to effectively collaborate and work with a wide range of stakeholders, Ability to multitask with a strong commitment to meeting deadlines.
  • Strong attention to detail, self-starter attitude, and flexibility. Strong written and verbal skills in Bangla and English.

BNNRC offers a competitive compensation and benefits package. This position is graded within the organizational salary scale at approximately 50,000 BDT per month with a festive allowance.
The final salary will be commensurate with the candidate’s experience, expertise, and qualifications.
