Recruitment of local consultants for
Final Performance Evaluation of the USAID Livestock Production for
Improved Nutrition (LPIN) Activity

ME&A is a US based company working in Bangladesh since February 2018 for implementing USAID Bangladesh Monitoring, Evaluation, and Learning (BMEL) Activity. Under BMEL, ME&A has been implementing various tasking requests of USAID related to assessment, studies, analysis, project evaluation, third-party monitoring, etc. Recently, ME&A has received a tasking request for final performance evaluation of the USAID Livestock Production for Improved Nutrition (LPIN) Activity. The evaluation will be conducted via a mixed method utilizing qualitative and quantitative methods of data collection and analysis. ME&A is seeking to hire a National Nutrition Specialist who will work in a multi-cultural evaluation team lead by an international expert. The duration of this consultancy is 46 working days which will be spread over from January to May 2021.

Key qualifications:

  • Have a minimum of a bachelor’s degree in nutrition science or Public Health, master’s degree/Ph.D preferred
  • Have at least 10 years of experience working in the areas of nutrition-sensitive agriculture programming and nutrition communications.
  • Have significant knowledge and experience of integrating nutrition in development interventions,
  • Strong understanding and experience of nutrition communications and Social Behavior Communication Change (SBCC) tools and materials
  • Have significant knowledge and experience in evaluations and/or assessments of projects with similar scopes.
  • Have strong analytical skills.
  • Have strong oral/writing communication skills in English.

Main Responsibilities:

The Nutrition Specialist will be responsible for providing technical assistance in the evaluation of the activity. S/he will actively participate in the desk review of materials and assist the team leader in developing methodologies, data collection tools, work plans and report outlines.  S/he will assist the team leader in setting up and conducting interviews with relevant stakeholders. S/he will participate in team meetings, site visits for KIIs and FGDs, follow-up for online surveys, data analysis, and drafting the report. S/he will also participate in presenting the report to USAID or other stakeholders and be responsible for addressing pertinent comments provided by USAID/Bangladesh or other stakeholders.

Remuneration and Mode of Payment

The specialist will receive an agreed daily rate in BDT. The payment will be made monthly, based on the number of days worked in the respective month. The final payment will be subject to submission of all deliverables mentioned in the consultant’s contract with ME&A. VAT and tax will be deducted at the source following government rules and regulations.
