Hiring National Senior Evaluation Specialists for Final Performance Evaluation of “USAID's Rights for Gender Diverse Populations (RGDP)” Activity
ME&A is a US based company that has been working in Bangladesh since November 2018 implementing USAID/Bangladesh’s Monitoring, Evaluation, and Learning (BMEL) Activity. Under BMEL, ME&A has implemented various USAID taskings for performance evaluations, assessments, situational analyses, third-party monitoring, learning, etc. ME&A has received a tasking request for a Final Performance Evaluation of “USAID's Rights for Gender Diverse Populations (RGDP)” Activity. The evaluation will be conducted using a mixed method approach utilizing qualitative and quantitative methods of data collection and analysis. ME&A is seeking to hire two Senior Evaluation Specialists for 30-40 working days with expertise in human rights and the gender diverse population. Both the specialists will join an evaluation team led by an international expert Team Leader. The tentative duration of the evaluation is from January to April 2021.
1. Senior Evaluation Specialist with Expertise in Human Rights(Duration: 30-40 working days)
Scope of Work:
- The Senior Evaluation Specialist with expertise in human rights will work as a team member of the evaluation team led by an international expert.
- S/he will provide technical assistance in all activities of the evaluation with special focus on the local context of human rights.
- S/he will actively participate in the desk review of materials and assist the Team Leader to develop work plans, data collection tools, a data analysis plan, and analytical report.
- S/he will participate in team meetings and assist the Team Leader in establishing contact with government counterparts and other national and international organizations working in relevant fields in Bangladesh.
- S/he will participate in field visits to conduct Key Informant Interviews (KIIs), Focus Group Discussions (FGDs), and survey data collection, prepare transcripts for each KII and FGD, and submit them to the Team Leader within 24 hours.
- S/he will assist the Team Leader with data analysis and drafting the evaluation report.
- S/he will participate in presenting the evaluation report to USAID or other stakeholders and assist in addressing questions asked by USAID/Bangladesh and/or other stakeholders.
Qualification:
- Have a master’s degree or PhD in a relevant field (human rights, governance, law, public/social policy, public administration, political science, gender studies)
- Have at least 10-15 years of experience in designing and conducting field-based evaluations and assessments for capacity building and advocacy programs related to gender diverse populations and human rights
- Have a strong understanding of human rights especially for the gender diverse population
- Have familiarity with USAID practices in program/project evaluation
- Have recent demonstrated experience in conducting evaluations and/or assessments of projects utilizing qualitative and quantitative techniques for data collection and analysis
- Have strong facilitation and analytical skills
- Have strong oral and writing skills in English and be capable of producing high quality work products
Expected Deliverables /Outputs
- Work with the Team Leader to prepare the evaluation Work Plan and data collection tools in collaboration with other team members.
- Produce transcripts of at least 20 KIIs, 10 FGDs, and 50 survey interviews with project beneficiaries and other key stakeholders.
- Produce brief reports of consultation meetings with USAID and project staff and share the reports with the Team Leader and other team member.
- Assist in development of a coding plan and assist the BMEL data analyst in analyzing and interpreting the data.
- Assist the Team Leader to draft the evaluation report.
- Assist the Team Leader to revise the report based on feedback from USAID and other stakeholders.
- Support the Team Leader as needed.

- Have strong interview and focus group facilitation and analytical skills
- Have strong oral and writing skills in English and be capable of producing high quality work products

Remuneration and Mode of Payment
The specialist will receive an agreed daily rate in BDT. The payment will be made on a monthly basis, based on the number of days worked in the respective month. The final payment will be subject to submission of all deliverables mentioned in the consultant’s contract with ME&A. VAT and tax will be deducted at the source following government rules and regulations.
