“Organizing a Short Film Competition”

BLAST is a legal aid organization with over 25 years of experience in providing comprehensive legal services across the country to women, men and children living in poverty and facing discrimination, through a network of paralegals and public interest and legal aid lawyers. Currently BLAST is implementing a project titled: “PROMOTING RIGHTS THROUGH INCLUSION AND EMPOWERMENT’ (PRiTIE)”with the support of RFSU, a Swedish organization, to create positive awareness on sexual and reproductive health and rights (SRHR), and to create safe spaces, platforms and opportunities for young people to strengthen their knowledge and understanding of SRHR, enabling them to live healthy lives free of violence, discrimination and coercion, and to participate in advocating for the protection and promotion of their SRHR..This project involves capacity building and advocacy activities focused on creating greater understanding of SRHR, particularly among legal practitioners, SRHR activists, journalists, and students.

In order to create wider engagement with young people, BLAST aims to organize a short film competition titled Manushey Manushey Bibhed Bhuli, Shammer Shomaj Gori (“End Exclusion, Build Inclusion”) for young people aged 18- 30 years, encouraging them to make and submit short films on the themes of equality and inclusion, with a particular focus on Gender, Sexuality and SRHR, and their intersections with Mental Health. This film competition will generate awareness on individual rights, notions of consent and choice and personal decision-making, equality, and health and well-being, focusing on sexual and reproductive health and rights, with a view to contributing to public debate and to law and policy reforms.
The Films should highlight any or all the following issues in relation to gender and sexuality and SRHR- 

  • Equality and Non-Discrimination
  • Freedom from Gender-based Violence (including in cyber space)
  • Rights to Consent and Choice and Personal liberty in Decision-Making
  • Mental health and Well-being

Scope of Work:

Overall management and coordination of the Short Film Competition along with award giving ceremony, including:

  • Developing a promotional plan (a print, digital and social media campaign, including fliers and posters, short film theme explanatory short video and FAQs about the application process).
  • Selecting and engaging a contact point for participants to obtain information about the competition and direct queries.
  • Establishing a Jury Board
  • Managing online submissions.
  • Holding screenings for the Jury
  • Ensuring all technical issues, including film print and audio qualities, for screening films during the award-giving ceremony.
  • Organizing the award-giving ceremony, including the design and roll out of the communications plan for the same.
  • Providing a narrative and financial report on the competition.
  • Provide real time online Reporting system throughout the contact period.

Tentative timeline of activity will be:

  • Competition Announcement -    10th October 2020
  • Film Submission Period -       17th November,2020
  • Final Selection and Editing - 24th November 2020
  • Award Giving Ceremony -     31thNovember 2020
  • Media coverage-                     5thDecember 2020

APPLICATION PROCEDUR

  • Interested organizations are requested to submit an application by email or post  only with the subject line ‘Application for organizing a Short Film Competition’ to  purchase@blast.org.bd or BLAST Head Office, 3rd Floor, YMCA Development Center, 1/1 Pioneer Road, Kakrail, Dhaka 1000
  • Soft copy should be sending in the form of single PDF file and Hard copy should be submitted in a sealed envelope.  
  • Interested applicants must include as annexes to their proposal copies of

1) Company profile and EOI
2) Valid Trade License,
2) VAT Registration Certificate,
3) TIN certificate
4) List of clients (reference, name, address, phone, email.)
5) Minimum 3 years of relevant proven experience of organizing event (copy of work order, acknowledgement letter, agreement/contract dated before September, 2020)

  • Deadline to submit the application: before/by/within 3:00 PM, 24th September, 2020.  

Terms and Condition

  • Evaluation will be made by BLAST Procurement Committee for initial shortlist.
  • Only shortlisted organization/firm will be requested to submit detail technical and financial proposal.
  • Application may not be accepted after this cutoff time
  • Only one organization can participate in the bidding process under same proprietorship. If found more than one organization under above condition both the organizations will be termed as disqualified.
  • BLAST reserves the right to accept or deny any application
