Qualifications:

  • For Social: Post-graduate/Graduate in Sociology/Social Welfare/Applied Social Science/Anthropology/ Economics or relevant field from reputed public / private university;
  • For Technical: Post-graduate/Graduate in Civil Engineering from reputed public/private university;
  • For Legal: LL.M / LL.B (Hon’s) in Law from reputed public/private university;
  • For Internal Control and Compliance: Post-graduate/Graduate in Accounting and Information System/Finance from reputed public/private university. Chartered Accountant (Course completed) will get preference;
  • Minimum CGPA 3.30 out of 4.00 for MTO and 3.00 out 4.00 for Officer position;
  • Experience Required: Minimum 3 years of relevant experience for Senior Officer position;
    Minimum 2 years of relevant experience for Officer position;
  • Experience on infrastructure project(s) covering Resettlement Action Plan (RAP) and social impact assessment will get preference in the position of Senior Officer (Social);
  • Age Limit: 30 years for Officer/MTO & 35 years for Senior Officer;
  • Excellent ability in speaking and writing in English and Bengali;
  • Capable of multi-tasking with strong presentation skills;
  • Excellent proficiency in computer literacy and communication.

Remuneration:

Senior Officer: BDT 80,000 (Gross) plus other fringe benefits;
MTO: BDT 60,000 (Gross) plus other fringe benefits;
Officer: BDT 50,000 (Gross) plus other fringe benefits.

Duties & Responsibilities of Senior Officer (Social and Environment)

  • To review Resettlement Action Plan (RAP), Environmental & Social Impact Assessment (ESIA) and others social compliance related reports and documents critically;
  • To conduct Social Due Diligence (SDD) as part of the due diligence process;
  • To guide sponsors to meet the applicable social safeguard requirements of BIFFL, Bangladesh Bank, Bangladesh Government, ADB, World Bank Group, KFW and others Multilateral Development Banks & development partners;
  • To manage and supervise social management and monitoring components of the projects of BIFFL;
  • To prepare and monitor the implementation of a range of social compliance documents required for project approval;
  • To facilitate proponent acquiring environmental permits, licenses, approvals, etc. from regulatory agencies;
  • To monitor Health, Safety & Environment (HSE) issues of the project; and
  • To carry out any other duties and responsibilities as and when assigned by the management.

Duties & Responsibilities of MTO (Technical)

  • To conduct technical due diligence as part of the due diligence process of projects;
  • To manage and supervise the technical components of projects;
  • To prepare and monitor the implementation of technical compliance documents required for project approval and implementation;
  • To work with the credit team of BIFFL, if needed, for any infrastructure project to conduct technical due diligence and monitoring during project planning and implementation;
  • To liaise with the external Technical Adviser, if any, for the projects; and
  • To carry out any other duties and responsibilities as and when assigned by the management.

Duties & Responsibilities of Officer (Internal Control and Compliance)

  • To verify the continuing adequacy and applicability of credit risk management policies and procedures, provide an independent assessment of the credit portfolios existence, quality and value of the credit process; and promote detection of problems relating thereto;
  • To perform audit independently in different departments and units as per audit plan;
  • To ensure the compliance with organizational policies and applicable laws and regulations;
  • To make physical verification of stationery and fixed assets.
  • To verify of daily cash management & cash counting.
  • To Check of vouchers and posting in the system.
  • To check of standard loan documentations including security and charge documents of the facility disbursed;
  • To prepare the audit findings summary report with necessary analysis and recommendations;
  • To visit loan client’s premises to oversee the present condition of the borrower after or before the disbursement; if needed;
  • To coordinate the Bangladesh Bank comprehensive inspection and statutory audit;
  • To ensure the compliance of Bangladesh Bank circulars and regulations in organizational level;
  • Assessments of internal audit, at a minimum, will randomly test all aspects of credit risk management; and
  • To carry out any other duties and responsibilities as and when assigned by the management.

Duties & Responsibilities of Officer (Legal)

  • To provide necessary support in conducting legal due diligence and appraisal on the projects considered for financing by the company;
  • To provide legal support to the Credit Risk Management department on loan documentation, loan disbursement, and repayment;
  • To liaise with the external legal counsels, syndicated lenders, and the sponsors/borrowers for vetting, drafting, execution and perfection of finance and security documents;
  • To ensure that the company is following the concerned regulatory authorities through timely reporting;
  • To maintain liaison with regulatory authorities, bilateral and multilateral partners, different government/semi-government/autonomous agencies;
  • To provide in-house vetting, review, and opinion on miscellaneous transactions, contracts, as requested from time to time;
  • To coordinate in execution and creation of charge on fixed and floating asset with the RJSC and to register the mortgage with the concerned Sub-Registry office(s);
  • To visit projects and sites of the prospective borrowers in different stages of the project finance;
  • To liaise with the external legal counsel in taking necessary legal actions against the defaulting borrowers/clients as well as defend cases filed for and against BIFFL; and
  • To carry out any other duties and responsibilities as and when assigned by the management.
