Background

The Department for International Development (DFID) is the UK Government Department responsible for eradicating poverty in the world’s poorest countries. In line with the UK Government’s overseas development assistance priority agenda of Financial Inclusion, DFID has initiated the Business Finance for Poor in Bangladesh (BFP-B) programme, which is managed by Nathan Associates London Ltd.

The BFP-B is a multi-faceted 5-year programme that specifically targets Micro and Small Enterprises (MSEs) that are currently un- or under-served by the formal financial sector. While a substantial portion of the project focuses on supporting the policy community, a core component operates through the BFP-B’s Challenge Fund, which provides direct support for commercial banks and microfinance institutions (MFIs) to reach out to financially excluded clients using innovative channels, such as agent banking and mobile money.

As part of these efforts to enhance the supply of financial services, the BFP-B has recently established the Data Strategy Development Programme, which builds data analytics capacity among financial service providers to unlock previously excluded market segments. The programme is part of the BFP-B’s challenge fund and therefore operates through a cost-sharing model whereby successful applicants receive up to half the cost of a major investment in data analytics in the form of a grant from the BFP-B.

The call for proposal for the Data Strategy Development Programme was carried out in 2018. Successful applicants have begun making investments in early-2019.

Principal Responsibilities

Under the overall strategic direction of the Challenge Fund Manager, the Data Strategy Specialist is expected to manage and expand the BFP-B’s data-related investment portfolio. This entails overseeing existing grantee projects as well as running subsequent rounds of the Data Strategy Development Programme.

While the role is not limited to the following responsibilities, the Data Strategy Specialist is expected to:

  • Monitor and manage the Data Strategy Development portfolio, providing assistance when needed and restructuring the portfolio based on the performance of investments.
  • Provide knowledge leadership on the role of data analytics, and particularly machine learning, in the provision of financial services. 
  • Keep abreast of major trends and developments in the world of data science, data engineering and their pertinence to the financial sector.
  • Prepare reports and presentations for investors, donors and other relevant stakeholders
  • Contribute to the preparation of knowledge products on the Data Strategy Development portfolio, especially high-impact investments, supporting both above-the-line and below-the-line communication efforts.
  • Maintain strong relationships with clients and wider stakeholders

Timeframe

The Data Strategy Specialist will work full-time in Dhaka until February 2020

Key Qualifications and Experience Criteria

  1. Degree in Data Science / Computer Science / Economics / Development Studies / Public Policy or any other relevant subject.
  2. At least 2 years of experience working with data analytics, preferably with a focus on financial service providers
  3. Thorough understanding of data analytics with a solid grasp of the return on investment of data-related projects.
  4. Ideally, prior experience working the IT infrastructure of large financial institutions.
  5. Strong knowledge or demonstrated willingness to learn a coding language, such as Python or R.
  6. Ability to provide technical support to partner banks, NBFIs and FIs to achieve project milestones, overcome challenges and showcase best practices.
  7. Excellent portfolio management skills, including monitoring of progress, financial management and development of risk assessments.
  8. Excellent report-writing and communication skills in English.
  9. Willingness to travel to both grantee offices and field to support the project.
  10. Language skills: Fluency in English and Bengali.
