Job : Head of Finance, Administration & Human Resources

Vacancy: 01

Key Points

He/She will serve as a key member of the management team, responsible for ensuring strong financial governance, operational efficiency, compliance, and robust human resource to ensure sustainability, accountability, & alignment with BELA`s mission.

Job Description / Responsibility

FINANCE (Primary – 60%)

Strategic & Operational Financial Management

  • Lead organizational financial strategy, planning, cash flow forecasting, and sustainability initiatives.
  • Provide financial insights to support organizational growth, resource allocation, and programmatic decision-making.
  • Coordinate organizational and project budgeting processes in collaboration with project leads and senior management.
  • Ensure timely preparation of financial statements, donor financial reports, and management dashboards.

Compliance & Systems Strengthening

  • Ensure full compliance with donor requirements (e.g., Sida, SDC, DFAT, FCDO, UN, EU frameworks).
  • Manage NGOAB regulatory compliance, fund clearance processes, and statutory filings.
  • Strengthen financial systems including ERP/NGO-grade platforms (Navision, SUN, QuickBooks Advanced, etc.).
  • Oversee internal controls, risk management systems, fraud prevention frameworks, and procurement compliance.

Audit & Oversight

  • Coordinate internal and external audits (including donor audits).
  • Liaise with local audit firms, donors, and regulatory authorities for timely resolution of audit observations.

Team Leadership

  • Supervise finance staff, ensure capacity development, and improve team performance.

HUMAN RESOURCES (Secondary – 25%)

  • Lead end-to-end HR cycle: recruitment, on boarding, performance appraisal, learning & development.
  • Strengthen HR policies, staff welfare mechanisms, and succession planning.
  • Ensure compliance with labor laws, BELA policies, and ethical standards.
  • Foster a positive, inclusive, gender-sensitive workplace.

ADMINISTRATION (Support – 15%)

  • Oversee procurement, logistics, asset management, and operational support across offices.
  •  Ensure compliance with safety standards, legal requirements, and environmental norms.
  •  Improve administrative systems to enhance organizational efficiency.
  • Leadership & Coordination
  • Provide strategic advice to Chief Executive, Executive Committee, and Board.
  • Clarify decision-making authority including budget approval limits and operational responsibilities.
  • Represent BELA with donors, auditors, regulatory bodies, and government agencies.
  • Ensure cross-functional coordination with program, HR, procurement, and administrative teams.
  • Mentor and guide team members to strengthen organizational systems and culture.

Employment Status: FullTime

Educational Requirements

  • Master of Commerce (MCom)
  • Master of Business Administration (MBA)
  • Professional certification (CA, CMA, ACCA, or equivalent) preferred.

Experience Requirements

  • At least 10 year(s)
  • The applicants should have experience in the following business area(s): NGO

Additional Requirements

  • Minimum 10 years of progressively responsible financial management experience, including 5 years in a senior leadership role within NGO/development sectors.
  • Proven experience with donor compliance, NGOAB requirements, tax and VAT rules, and audit processes.
  • Demonstrated ability to lead organizational reforms, manage change, and strengthen systems
  • Strong command of accounting software, ERP systems, and MS Office tools.
  • Excellent communication skills in Bangla and English.
  •  High integrity, ethical conduct, and commitment to BELA’s mission.

Job Location: Dhaka

Salary: Tk. 130000 - 170000 (Monthly)
