The Red Cross - Red Crescent movement is the largest volunteer organization in the world. Bangladesh Red Crescent Society (BDRCS) is a national society of the movement, constituted on 31 March 1973 by the President's Order No. 26 of 1973 with retrospective effect from 16 December 1971. This is the biggest humanitarian organization in Bangladesh. As an auxiliary to the government, the Society provides humanitarian assistance to vulnerable people over the last 52 years and has undertaken a wide range of activities in humanitarian response, disaster management, health, capacity building, and in promoting Red Cross/Red Crescent ideals and principles.

Key roles of the position:

With the direction of the BDRCS Shelter Managers and Engineers, the Technical Supervisor will be responsible to supervise and coordinate all phases of a construction project at the field level, including cost accounting and billing procedures and liaising with contractors, vendors, other stakeholders, etc. The Technical Supervisor will develop the project schedule in critical path steps and budget time required to meet deadlines. He/she will inspect and review projects construction in progress to enforce compliance with plans, specifications, and building and safety codes. The job shall involve scheduling and directing all contractors and vendors through all activities to the full completion of the construction project. The person will provide support for IFRC shelter construction-related work for camp and host communities in terms of providing technical support to the BDRCS/IFRC shelter team for planning, designing. Monitoring of IFRC shelter construction activities of host community shelter, Transitional shelter Assistance, Care and maintenance, Midterm Shelters in camps, and other infrastructures.

The Technical Supervisor-Shelter & Construction under oversight of the BDRCS Shelter and Construction Engineer, and IFRC Construction Engineer. He or she will be dedicated to working on IFRC-funded BDRCS shelter and settlements related activities in collaboration with, Participating National Societies, INGO’s, UN agencies and local authorities and stakeholders and affected communities within the mandate of the Movement to ensure efficient and effective design, management and implementation of shelter programming related to the Population Movement Operation.

Duties and responsibilities:

Management:  

  • Responsible for monitoring, following up, and supervising IFRC and PNSs suported shelter construction, site development works, repair and maintenance at camps, and other infrastructure activities in Cox Bazar.  
  • Supervise contractors and suppliers, ensuring that deliveries occur according to the agreed-upon quality and quantity.  

Program Implementation:  

  • Develop a work plan for construction activities with the IFRC/BDRCS Shelter Team and ensure progress and quality in line with donor regulations.
  • Provide updates and communicate field challenges and progress on the work to IFRC and BDRCS shelter engineers.
    To assess the activities undertaken and ensure efficient use of resources in close collaboration with the
  • Shelter Team  Ensure that marginalized communities, including women, participate in each of the shelter-related project cycles.  
  • Ensure that all documentation related to shelter activities for works completed, laborers engaged, and supplies are completed in a timely manner.  
    Review technical documents prior to implementation to ensure the feasibility and accuracy of inputs
  • required.  
  • Design, facilitate and implement the site improvement plan with the support of the PMO Shelter team.  

Training:  

  • Co-design and facilitate technical training for skilled/unskilled laborers.  
  • Participate to the production of adequate material to facilitate the training/ awareness sessions and be shared with the participants as pedagogical training support (banners, manual, and leaflets).  
  • Participate to the production of monitoring progress reports to enable permanent information and consultation to BDRCS, IFRC, and Sectorial coordination working groups.  
  • Support in identifying alternative technics or materials that can be used as an alternative to local practices if the availability of local resources cannot cover the needs.

Coordination:  

  • Liaise with other Camp and Upazilla, Union authorities to ensure coordination, consultation, and works approval if required.  
  • Represent IFRC/BDRCS at Camp level coordination meetings and participate in all Shelter related meetings.  
  • Coordinate with cash, relief, and logistics IFRC/BDRCS and staff for conducting shelter market assessment, NFI support (household items, adapted cooking equipment), and developing a schedule of delivery of shelter materials/NFI/cash, accompanied by the relevant community mobilization and technical support.  
  • Represent IFRC/BDRCS in existing sectorial coordination working groups (Site Management and SiteDevelopment, Shelter) on agreed approaches and standards for shelter activities.  

Communication:  

  • Daily communication with the supervisor /field staff/RCY/CV and/or partners on the field.  
  • Prepare a weekly report on construction/rehabilitation progress and any challenges/delays in the work plan.  

Program Development:

  •  Identify gaps with a view to generating ideas for future projects with strong beneficiary impact.  
  • Conduct assessments and monitoring activities to adapt/refine shelter activities for the targeted groups.  
  • Assess existing local materials, skills, and know-how of both displaced population and host communities to answer local shelter needs with low impact on local resources and environment.  
  • Search for existing and government-approved techniques that could be promoted to improve the shelter of the displaced population.  
  • Share and review the findings and the messages with other partners: BDRCS, PNS, and Sectoral working group partners (INGO and local NGO).  
  • Support training and building capacity of BDRCS staff/volunteers on shelter aspects.  
  • Other tasks may be assigned by Immediate Supervisor.

Educational Requirements:

  • Diploma in Civil Engineering from any Govt. or Govt. recognized Polytechnic Institute.

Additional Requirements:

  • Minimum 3-5 years of working experience in the shelter & construction in the Camp and host communities.
  • Previous working experience in a similar role will be preferred.
  • Skill in Auto Cad 2D/3D, Microsoft Office, Microsoft Excel, Microsoft Power Point.
  • Energetic, hard worker having the capability to manage construction sites efficiently.
  • Estimations, Prepare BOQ, Analysis of rate & Quantities and Drawings work etc.
  • Should have good knowledge on both Bangla and English writing and speaking skill.
  • Candidates who know Chittagonian/ Rohingya language will get preference.
  • Ability to plan and schedule work, including determining staff, equipment and supplies as needed.

Lateral relationships

  • Establish and ensure effective working relationships among BDRCS and IFRC PMO staff.
  • Ensure effective working relationships with IOM and IFRC and GO-NGO officials.
