Red Cross - Red Crescent movement is the largest volunteer organization in the world. Bangladesh Red Crescent Society (BDRCS) is a national society of the movement, constituted on 31 March 1973 by the President's Order No. 26 of 1973 with retrospective effect from 16 December 1971. This is the biggest humanitarian organization in Bangladesh. As an auxiliary to the government, the Society provides humanitarian assistance to the vulnerable people over the last 48 years and has undertaken a wide range of activities in humanitarian response, disaster management, health, capacity building and in promoting Red Cross/ Red Crescent ideals and principles.

Currently Bangladesh Red Crescent Society is looking for a suitable Bangladeshi national for the following position under Population Movement Operation (PMO), Cox’s Bazar:

Job title : MRF Officer, Palongkhali Union
Organizational Unit/Department : Health
Reporting line : SWM Operations Manager, PMO, BDRCS and the SWM Steering Committee chaired by the UP Chairman
Service type : Contractual
Duration of contract : Until July 2021 (Possibility of extension)
Number of Post : 1
Salary Range : BDT 35,000 monthly with two annual festival bonuses 60% of the monthly honorarium
Age Limit : 40 years (may be relaxed for potential candidates)
Duty station : Palongkhali Union, Ukhia Upazilla, Cox’s Bazar District with full-time presence in the field.



Roles and Responsibilities:
Setting up the SWM (Solid Waste Management) System:

  • Support the SWM Steering Committee (chaired by the UP Chairman) and the SWM Operations Manager with any tasks to setup the SWM System at Palongkhali Union.
  • Support SWM Ward and Market Management committee to be functional.
  • Coordinate closely with SRC SWM Officer.
  • Coordinate with Practical Action and BRAC field staff to establish the SWM system.
  • Guide minimum 2 Supervisors in executing tasks to setup the system and recruit 20-24 volunteers.

Operationalize the SWM System:

  • Manage the operations of the MRF in Palongkhali, incl. waste collection, transportation, segregation, composting, and selling.
  • Act as line manager of 2 Supervisors (Waste Collection Supervisor, WCS and Waste Segregation Supervisor, WSS).
  • Guide WCS to ensure smooth operations of waste collection and transportation from Wards 6, 7 and 8 to the Material Recovery Facility (MRF).
  • Guide WSS to ensure smooth segregation and composting at MRF.
  • Ensure close liaison and coordination with Practical Action and BRAC who will also bring waste to the same MRF.
  • Closely liaise and coordinate with BRAC team operating the waste disposal site adjacent to the MRF.
  • Facilitate trainings/capacity development of supervisors and volunteers.
  • Submit weekly MRF data into Kobo system.
  • Conduct weekly and monthly planning meetings and update weekly action plans.
  • Write weekly/monthly SWM reports and submit to line manager.
  • Ensure adequate market linkages to ensure that wase with value and compost can be sold at highest possible price.
  • Keep detailed records and adequately document expenditures and revenue at MRF facility according to financial policy.
  • Closely liaise and coordinate with Union Parishad and community actors.
  • Execute the decisions taken by the SWM Steering Committee, participate in meetings and inform the committee adequately.
  • Any other duties as assigned by the line manager.

Requirements:

  • At least 5 years of experience in community development WASH or Solid Waste Management (SWM) or related project(s).
  • At least 3 years working experience of managing staff and operations.
  • Good know-how in business economics and financial management.
  • Good communication skills in English and Bangla.
  • Good computer skills (MS Office and internet).
  • Can adapt to local conditions (culture, language, geography).
  • Willing to work and committed to local communities.
  • Good coordination and leadership skills.
  • Clear concept on solid waste management.
  • Good reporting skills.
  • At least graduation in any subject preferable in business /environmental science.

  • Adhere to the 7 fundamental principles of Red Cross and Red Crescent movement
  • Act always in accordance with the Code of Conduct
  • Honest and high level of integrity
  • Assist the organization on occasion, in times of national, international, or local emergencies or major disasters
