The Red Cross-Red Crescent Movement is the largest volunteer organization in the world. Bangladesh Red Crescent Society (BDRCS), a national society of the Movement, constituted on 31 March 1973 by the President's Order No. 26 of 1973 with retrospective effect from 16 December 1971, is the biggest humanitarian organization in the country. As an auxiliary to the government in terms of providing the humanitarian assistance, BDRCS has been working to prevent and alleviate human suffering through rendering humanitarian services in partnership with local authorities and communities across all the districts of Bangladesh through its 68 branches and dedicated network of volunteers, in line with the international humanitarian standards and adhering to the seven Fundamental Principles of the Red Cross Red Crescent Movement.
BDRCS activities include Humanitarian Response, Climate Change Adaptation, Disaster Management, Health and Wellbeing, Capacity Building and Promoting Red Cross/ Red Crescent ideals and principles.

| Job Purpose |
The Coordinator–Procurement is responsible for supporting and strengthening the procurement function of Bangladesh Red Crescent Society (BDRCS) by ensuring transparent, accountable, timely, and cost-effective procurement processes in compliance with BDRCS procurement policies, Public Procurement Rules (PPR), donor regulations, and International Red Cross and Red Crescent Movement standards. The position contributes to strategic procurement planning, operational efficiency, risk mitigation, and value-for-money procurement to support humanitarian and development programmes. |
Key Responsibilities
1. Procurement Management
- Assist the Director of Logistics in planning, managing, and supervising all procurement activities of BDRCS.
- Ensure procurement processes comply with BDRCS Procurement Policy, donor regulations, and applicable national laws.
- Develop annual procurement plans in coordination with programme and user departments.
- Ensure timely procurement of goods, works, and services for programmes and institutional operations.
- Oversee tendering processes, including RFQ, RFP, framework agreements, and emergency procurement.
2. Compliance & Governance
- Ensure compliance with BDRCS Procurement Policy and Guidelines, Public Procurement Rules (PPR), e-GP procedures, and commercial procurement practices where applicable.
- Maintain transparency, fairness, and accountability throughout procurement cycles.
- Ensure proper documentation and audit-ready procurement records.
- Support internal and external audits related to procurement activities.
- Monitor adherence to ethical procurement and anti-corruption standards.
3. Strategic Procurement & Coordination
- Support strategic sourcing initiatives and long-term supplier engagement.
- Coordinate procurement activities with programmes, finance, and warehouse sections.
- Promote framework agreements and consolidated procurement approaches.
- Strengthen supplier database and vendor performance evaluation systems.
4. Contract & Supplier Management
- Review and support preparation of contracts, purchase orders, and service agreements.
- Monitor supplier performance and contract compliance.
- Ensure timely delivery and quality assurance of procured items.
- Resolve procurement-related operational issues and risks.
5. Emergency Procurement Support
- Ensure readiness of procurement systems for emergency response operations by complying with the emergency procurement policy of the Procurement manual.
- Facilitate rapid procurement during disasters while maintaining compliance standards.
- Maintain pre-qualified supplier lists for emergency response.
6. Capacity Building & Supervision
- Supervise procurement staff and provide technical guidance.
- Conduct training and mentoring on procurement procedures and compliance.
- Promote continuous improvement of procurement systems and practices.
7. Reporting & Documentation
- Prepare procurement progress reports for management and donors.
- Monitor procurement KPIs, including lead time, savings, and compliance indicators.
- Maintain procurement tracking and reporting systems.
Educational Qualifications
- Master’s degree in Procurement, Supply Chain Management, Business Administration, Management, Commerce, or related discipline.
- Master’s degree in Procurement or Supply Chain Management will be given preference.
- Post Graduate Diploma (PGD) in Supply Chain Management / Procurement is highly desirable.
Experience Requirements
- Minimum 8–10 years of professional experience in procurement or supply chain management.
- At least 3–5 years in a supervisory or managerial role.
- Experience in a Multinational, INGO, humanitarian organization, or development sector preferred.
- Experience working with donor-funded procurement systems is an advantage.

Working Conditions
