Red Cross - Red Crescent movement is the largest volunteer organization in the world. Bangladesh Red Crescent Society (BDRCS) is a national society of the movement, constituted on 31 March 1973 by the President's Order No. 26 of 1973 with retrospective effect from 16 December 1971. This is the biggest humanitarian organization in Bangladesh. As an auxiliary to the government, the Society provides humanitarian assistance to the vulnerable people over the last 48 years and has undertaken a wide range of activities in humanitarian response, disaster management, health, capacity building and in promoting Red Cross/ Red Crescent ideals and principles.
The BDRCS has started recently a new School based Disaster Risk Awareness and WASH (Water, Sanitation and Hygiene) -SbDRAW Project focussed on reducing WASH related vulnerability in Kurigram district. The project is taking a holistic approach in addressing needs and priorities of selected schools requiring interventions on water & sanitation, hygiene, small scale mitigation activities at school campus and forming student’s brigade. We are looking for a Bangladeshi National’s for the below position:
Job Title: Technical Officer (WASH), DRAW Project.
Nature of the Job: Contractual.
Number of Positions: 01 (One).
Salary Range: BDT. 50,000/- (monthly consolidated) and other benefits as per policy.
Age limit: 40 years (may be relaxed in case of potential candidate).

Employment period: 1st January to 31st December 2026 (may be extended on availability of fund, Project need and based on his/her performance).
Department: DCRM.
Reporting To: Project Manager/ DRR Coordinator of the Project at NHQ level, Unit Level Officer (ULO)/Project Officer in district level.
Accountable To: Director, DCRM.
Position based at: Kurigram district.
PURPOSE OF THE POSITION:
To design, prepare BoQ on WASH and mitigation work and implement of the intervention of the DRAW project as per plan of actions at selected schools.
SPECIFIC ROLES AND RESPONSIBILITES:
- Prepare implementation strategy and timeline, within the overall framework of the approved plan of actions (PoA), for the implementation of planned activities under the project.
- Develop and review detailed designs and drawings for WASH infrastructure, ensuring alignment with project specifications, technical standards, and community needs.
- Communication and coordination with different team/ stakeholder as required for the project.
- Team building, rapport building within project team & participants and institutions.
- Monitor and supervise the implementation of WASH activities, ensuring quality control, adherence to timelines.
- Plan, implement, and evaluate hygiene promotion campaigns and training sessions to raise awareness and encourage behavior change within the target schools.
- Document and report on all WASH and mitigation-related activities, providing regular updates to the project team and relevant stakeholders.
- Actively engage with school activities to promote good hygiene practices and ensure their participation in WASH-related activities.
- Collaborate with stakeholders, including local government officials, community leaders, and other partners, to support the effective delivery and sustainability of WASH services.
GENERAL RESPONSIBILITIES:
- Assist the Project Manager/ Coordinators, and other team members in the overall management and achievement of the project goals, ensuring alignment with the project's objectives.
- Coordinate effectively with local and district-level government officials, community leaders, and stakeholders to gain their support and ensure smooth implementation of project activities.
- Promote and uphold Red Cross and Red Crescent (RCRC) principles and humanitarian values within the communities served by the project to foster trust and inclusivity.
- Perform additional duties as assigned by the office or line manager to support the effective execution and success of the project.
- Any other duties as instructed by the BDRCS authority.
PERSON SPECIFICATIONS:
Education and Experience:
- Civil engineer (Diploma), BSc engineer of Civil will be preferred, and at least 2 years of relevant work experience.
- Person with additional experience on project management, planning, monitoring and evaluation as well as working in a multidisciplinary and multicultural team will be given a priority.
Skills & abilities:
- Strong knowledge and skills in WASH-related infrastructure design, implementation, and supervision, including the ability to create and review technical drawings and plans.
- Proficiency in using design and drawing software such as AutoCAD, SketchUp, or similar tools for preparing technical designs and drawings related to WASH infrastructure.
- Demonstrated ability to prepare detailed Bills of Quantities (BoQ) for WASH-related construction and repair works, ensuring accuracy and alignment with project requirements.
- Solid understanding of hygiene promotion strategies and experience in planning and conducting community-based awareness campaigns.
- Skilled in facilitating training sessions on hygiene behaviors to promote sustainable behavior change.
- Well experience on Small Scale Mitigation work like school ground raising, civil construction etc.
- Analytical skills and ability to think strategically.
- Able to plan and work independently with minimum or no supervision.
- Able to influence, communicate, co-operate and negotiate with a wide range of people and organisations.
- Demonstrated ability to work under pressure and meet deadlines.
- Ability to manage multiple and complex tasks.
- Fluent in English and Bangla.
- Have adequate user level knowledge on various computer applications such as Word, Excel and PowerPoint.
