Red Cross - Red Crescent movement is the largest volunteer organization in the world. Bangladesh Red Crescent Society (BDRCS) is a national society of the movement, constituted on 31 March 1973 by the President's Order No. 26 of 1973 with retrospective effect from 16 December 1971. This is the biggest humanitarian organization in Bangladesh. As an auxiliary to the government, the Society provides humanitarian assistance to the vulnerable people over the last 54 years and has undertaken a wide range of activities in humanitarian response, anticipatory action, disaster management, health, capacity building and in promoting Red Cross/ Red Crescent ideals and principles.

BDRCS in collaboration with the IFRC is implementing Anticipatory Action across disaster prone districts of Bangladesh. Therefore, BDRCS has initiated the hiring process in order to support the implementation of its Anticipatory Action projects.

We are looking for a competent Bangladeshi National for the following positions:


Job Title Assistant Project Officer - Anticipatory Action
Job Nature Contractual.
No. of Position 01 (One).
Salary BDT. 45,000/- monthly consolidated salary).
Duration of Contract Initially one year but extendable subject to satisfactory performance and availability of funds.
Reportable to Manager, Anticipatory Action.
Duty Station National Headquarter, Dhaka.
Age Limit 36 years (may be relaxed in case of potential candidate).

Purpose of the position:

The Assistant Project Officer will be primarily responsible for the implementation of the Anticipatory Action activities in disaster-prone districts of Bangladesh under the supervision of Manager-Anticipatory Action and Director-Disaster & Climate Risk Management (DCRM) department of the Bangladesh Red Crescent Society (BDRCS). She/he will coordinate with field-based staffs to execute the planned actions under the Early Action Protocols of BDRCS.

Key Responsibilities:

  • Program Implementation & Coordination
    • Ensure timely and effective implementation of readiness and early action activities of AA projects.
    • Work closely with the Anticipatory Action (AA) team of BDRCS to ensure effective coordination with key stakeholders, including government ministries, local authorities, and international organizations.
    • Support the roll-out and pilot of the National Early Action Protocols (NEAPs) for Cyclone, Flood, Heatwave and other hazards.
    • Assist in monitoring EAP-related activities and ensure timely and accurate reporting to BDRCS and IFRC.
    • Monitor weather forecast from national and international met departments and agencies. Analyze forecasts to develop weather situation reports and risk maps.
  • Planning, Monitoring & Reporting
    • Develop comprehensive program/project and work plans, including detailed activities, budgets, timelines, and resource allocations (e.g., cash).
    • Monitor and mentor field activities on a regular basis, providing feedback to address issues effectively.
    • Maintain accurate and up-to-date documentation, including workplans, budgets, reports, and contract files.
    • Prepare monthly action plans, progress reports, event reports, and data driven analysis.
    • Develop and deliver presentations on program progress in coordination meetings and relevant events.
  • Capacity Building & Community Engagement
    • Organize and facilitate training, workshops, and awareness campaigns in line with the plan of action.
    • Conduct training and orientation sessions on Anticipatory Action, Early Warning for All, and other capacity-building topics.
    • Effectively mobilize, mentor, and support community facilitators, volunteers, and other stakeholders at the community level.
  • Coordination & Support
    • Assist in building partnerships with technical agencies and national counterparts, including the Ministry of Disaster Management and Relief (MoDMR).
    • Support in preparing bills, vouchers, and financial adjustments.
    • Observe special days such as Red Cross Red Crescent Day, Heat Action Day, Environment Day, etc., as per organizational priorities.
  • General Responsibilities
    • Promote the principles and humanitarian values of the Red Cross and Red Crescent Movement in all activities.
    • Undertake any other duties as assigned by BDRCS authority.

Requirements:

Education and Experience

  • Educational Background: Bachelor’s degree in Disaster Management, Geography and Environment, Urban and Regional Planning (URP), Meteorology, Environmental Science, or a closely related field. Having master’s degree in above field will be an added value.
  • Professional Experience: Minimum 01 year of relevant experience in Disaster Management, Anticipatory Action, Early Warning related projects or programs.
  • Technical Knowledge: Solid understanding of the spatial analysis, weather and climate, forecast monitoring, and weather station reporting.
  • Project Management Skills: Proven ability in project planning, budgeting, financial forecasting, expenditure tracking, and risk mitigation.
  • Communication Skills: Excellent written and verbal communication skills, with demonstrated ability to collaborate effectively across diverse cultural and organizational contexts.
  • Teamwork and Adaptability: Strong interpersonal skills with a commitment to teamwork and cross-functional coordination. Comfortable working in multicultural environments, and highly adaptable and flexible in dynamic settings.

Skills and Abilities

  • Technical Proficiency: Proficient in key data collection and mapping tools e.g., ArcMap, ArcGIS Pro, QGIS, ERDAS Imagine, Google Earth, and Kobo Collect.
  • Digital and Office Tools: Competent in using Google Workspace (Docs, Sheets, Slides, Drive, etc.) and the full Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
  • Facilitation and Communication: Skilled in facilitation, presentation, and both verbal and written communication, with fluency in English and Bangla.
  • Analytical and Influencing Abilities: Strong analytical thinking, problem-solving, and influencing skills to support decision-making and strategic planning.
