Red Cross - Red Crescent movement is the largest volunteer organization in the world. Bangladesh Red Crescent Society (BDRCS) is a national society of the movement, constituted on 31 March 1973 by the President's Order No. 26 of 1973 with retrospective effect from 16 December 1971. This is the biggest humanitarian organization in Bangladesh. As an auxiliary to the government, the Society provides humanitarian assistance to the vulnerable people over the last 51 years and has undertaken a wide range of activities in humanitarian response, disaster management, health, capacity building and in promoting Red Cross/ Red Crescent ideals and principles.

Currently, under the “Pathways to Healing: A survivor Centered Approach to Address Violence and Human Rights Violations in Bangladesh”, BDRCS is looking for a suitable Bangladeshi candidate for the following position:

Number of vacancies         01 (One).
Salary Range Up to BDT. 80,000/- (Monthly consolidated salary).
Duration of contract 1 year (with possibility of extension subject to satisfactory performance and availability of fund).
Reportable to Director- Finance.
Duty station National Headquarters (NHQ), Dhaka.
Age limit 45 years maximum (Age limit will be relaxed in case of potential candidates).
Working Relationship Will work closely with IFRC and support field units across Dhaka, Chattogram, Khulna, Rangpur, and Rajshahi divisions.

Roles and Responsibility:

Financial Management & Compliance

  • Manage all financial operations related to the P2H project, ensuring full compliance with BDRCS, IFRC, and donor (European Commission) financial policies and requirements.
  • Prepare and submit accurate and timely financial reports to IFRC and donors.
  • Review, finalize, and submit bills, vouchers, and supporting documents to IFRC.
  • Monitor monthly budget utilization, analyze variances, and provide recommendations for financial efficiency.
  • Support internal and external audits by maintaining complete and accurate financial records.
  • Develop and implement a compliance training plan to strengthen staff awareness of financial accountability.
  • Assist in developing program policies that encourage staff to report suspected fraud or financial impropriety without fear of retaliation.
  • Promote transparency, accountability, and fraud prevention across all financial practices.

Cash Flow & Field Support

  • Conduct timely cash requests from partners, arrange fund transfers to field units, and ensure proper documentation.
  • Provide financial management support and capacity building to Program Officers through regular field visits.

Procurement & Logistics

  • Provide full procurement support for the P2H project in accordance with BDRCS and IFRC procedures.
  • Conduct comparative bid analyses, collect quotations, and oversee vendor selection (e.g., training venues).
  • Manage logistics and travel arrangements related to project activities.
  • Prepare initiating notes and ensure proper documentation as per BDRCS standards.

Coordination & Supervision

  • Work under the direct supervision of the Director of Finance, reviewing budget utilization progress and supporting improvement plans.
  • Ensure effective coordination within the Finance Department, Health Department, and other relevant departments to guarantee smooth financial operations.
  • Perform any other duties related to financial management of the project as assigned by the authority.

Person Specification:

Education and experience:

  • Master’s degree in accounting/Finance, MBA major in Finance and CA Course completed will be preferred (Education qualification will be relaxed in case of potential/ experienced candidates).
  • Minimum 5 years of experience in financial management, preferably in donor-funded projects.

Skills and abilities:

  • Proficiency in Advance MS Word, Excel, PowerPoint, Outlook, financial software (Tally) and Internet tools etc.
  • Strong knowledge of Bangladesh Tax and VAT regulations.
  • Excellent communication skills in Bangla and English including well typing skill.
  • Ability to work independently and collaboratively in a multi-stakeholder environment.
