VACANCY ANNOUNCEMENT

The Red Cross - Red Crescent movement is the largest volunteer organization in the world. Bangladesh Red Crescent Society (BDRCS) is a national society of the movement, constituted on 31 March 1973 by the President's Order No. 26 of 1973 with retrospective effect from 16 December 1971. This is the biggest humanitarian organization in Bangladesh. As an auxiliary to the government, the Society has provided humanitarian assistance to vulnerable people over the last 53 years and has undertaken a wide range of activities in humanitarian response, disaster management, health, capacity building, and promoting Red Cross/Red Crescent ideals and principles.

Currently Bangladesh Red Crescent Society is looking for a suitable Bangladeshi national for the following position:

Job Title : Manager- Admin & Security
Job Nature : Contractual.
Salary Range : Up to BDT. 80,000/-(Monthly consolidated).
Duty Station : Bangladesh Red Crescent Society, National Headquarters, Dhaka.
Reportable to : Director, HR & Administration.
Contact Duration : Up to 31.12.2025 (With possibility of extension)
Responsible for : Ensure all the security measures at BDRCS National Headquarters’

JOB PURPOSE

  • The main role of the Security Manager is to assist and advice the management in all matters relating to security. The overall responsibility for security of the office premises and all it’s staff and materials.
  • The security manager should seek advice and support from the IFRC security manager and the security unit of local/ international authorities.
  • The security manager should facilitate the process of ensuring that all relevant security documents have been established within the organization in accordance with the IFRC’s Minimum Security Requirements (MSR) and assist in writing the content and analysis although he alone is not responsible for providing all content information or analysis. That remains the responsibility of the Director, HR & Administration, with support and advice from the authority.

TASKS AND RESPONSIBILITIES


Build and Maintain Coordination Networks:
  • Establish and maintain effective local external networks with UN agencies, International and local NGOs, police, military, and other government authorities in matters related to safety, security, program and other operational activities.
  • Attend formal and informal meetings, report and disseminate information to managers and government authorities as required.   
  • Establish and maintain good internal working relationships with BDRCS, with the IFRC’s in country memberships and ICRC.
  • Guide and provide support to all the security teams of BDRCS.

Monitor

  • Monitor the general security environment and keep the management informed of developments, major incidents and events in a timely manner.
  •  Prepare timely security advisories relating to safety and security incidents, events or issues of concern. 
  • Monitor compliance with area specific security regulations and travel instructions procedures.   
  • Oversee field movements; including vehicle safety and security equipment contingency equipment, communications equipment.
  • Conduct residential, office, warehouse and camp site safety and security assessments.
  • Ensure that actions are taken to implement and maintain MSR.

Security Planning

  • Conduct risk assessments and context analyses and disseminate the findings in an appropriate manner.
  • Regularly update key security documents including Security Risk Register, Security Regulations, Relocation, Medical Emergencies and Critical Incident Management Plans.
  • Regularly update security contingency plans and share with relevant stakeholders.

Incident Management

  • Report any internal/external security related incident to the authority.
  • Be on call to manage safety and security incidents, including liaising with law enforcement and security forces, emergency services and authorities.
  • Incident analysis including gathering of information and reporting to senior managers.
  • Monitor and support IFRC security incident reporting, record incidents and take or recommend action to prevent recurrence.

Staff and Visitor Support - Briefing, Training & Instruction

  • Conduct security briefings for new staff, drivers and visitors.
  • Fire, Cyclone and Earthquake safety training, including equipment instruction and regular drills.
  • Facilitate and co-deliver driver safety and security training.
  • Conduct safety and security training for personnel.
  • VIP visitor briefings and visit support.

Administration

  • Maintain relationships including regular meetings with Security Company representative to ensure quality of service and resolve any issues or concerns.
  • Provide organisational and operational training/instruction for the Security Guard team.

General

  • Enhance the awareness and culture of safety and security amongst the BDRCS personnel.
  • Ensure that the integrity of RCRC is taken into account in all aspects of operations.
  • Discuss issues relating to acceptable cultural behavior highlighting the fundamental principles of RCRC.
  • Other tasks as needed and assigned by the authority.

Retired Defence Officer (Major/ Capt. or equivalent)  
EXPERIENCE   Required  Preferred
Experience working in a humanitarian or international organization  
Experience working in a security support and analysis related role  
Experience working with military, security or law enforcement agencies  
Good written communications skills, with ability to adapt style to suit different communications media and audiences.  
Experience in coaching and transferring skills and knowledge on Security Issues  
KNOWLEDGE AND SKILLS Required  Preferred
Excellent written and verbal communication skills  
Ability to work in a multi-cultural environment  
 Good stress management skills - Ability to think and work quickly and calmly under pressure  
High level of proficiency with computers including; Word, Excel, Microsoft Office, Outlook  
Highly organised, proactive and innovative approach to work  
LANGUAGES Required  Preferred
Fluent in spoken and written English  

Fluent in spoken and written Bengali
