VACANCY ANNOUNCEMENT

Red Cross-Red Crescent movement is the largest volunteer organization in the world. Bangladesh Red Crescent Society (BDRCS), a national society of the movement, constituted on 31 March 1973 by the President's Order No. 26 of 1973 with retrospective effect from 16 December 1971, is the biggest humanitarian organization in Bangladesh. As an auxiliary to the government, the Society provides humanitarian assistance to the vulnerable populace and has undertaken a wide range of activities in humanitarian response, disaster relief, disaster management, responding to public health emergencies, capacity building of the vulnerable population and promoting Red Cross Red Crescent ideals and principles.

Currently Bangladesh Red Crescent Society is looking for a suitable Bangladeshi national for the following position:

Job title: Director.

Department: Finance.

Duration of contract: 1 year (with possibility of extension upon satisfactory performance).

Salary: Negotiable.

Age limit: 45 to 55 years (flexible for extra-ordinary candidates).

Job nature: Contractual.

Reportable to: Secretary General.

Duty station: National Headquarters, Dhaka.

Purpose:

The Director Finance will provide financial support service to the BDRCS through office of Secretary General. S/he will carry out financial control and support functions within direction and parameters set by Managing Board. The Director’s main responsibility is the final management of the BDRCS in accordance with laid down financial policies and procedure. Director will oversee the financial transactions of all department/ programmes/ projects of the Bangladesh Red Crescent Society; therefore, the Director needs not only excellent technical skills but as well very good team management and training skills. The Director will have a technical line to the Treasurer and the internal Auditor.

Responsibilities for Finance:

Strategic Management

  • Assist and advise the Secretary General (SG) and Deputy Secretary General on the financial performance and recommending appropriate action for significant performance variances especially in managing deficits in order to achieve the BDRCS Strategic Plan.
  • Provide conceptual and financial management support to the Managing Board of the Society to assist the Board in taking informed decisions on financial matters.
  • Being vigilant about maintaining transparency and accountability in all activities of BDRCS.
  • Ensure that accounting principles and the organizational financial and administrative policy/guidelines as well as the donor’s rules and regulations, where it is deemed necessary are maintained.
  • Provide strategic and programmatic leadership in designing and achieving overall objectives of the department.
  • Provide guidance and coordination to all Cells within the department for developing department’s development plan (DP) and action plan as envisioned in the objectives of the BDRCS Strategic Plan.

Operational Financial Management

  • Prepare BDRCS yearly financial plan in close coordination with all other departments/ programmes.
  • Review yearly/ quarterly budgets, funding status, and ensure budgetary control over expenditure and fund flow.
  • Prepare financial fund projections based on the quarterly financial statements and places request to the donors for releasing funds.
  • Monitor daily payment process, posting transactions and payment vouchers, receipt vouchers, adjustment vouchers etc.
  • Review monthly bank reconciliation statement and ensure advance schedule and timely adjustment.
  • Ensure that the Audit cell conducts annual audit process (internal and external) of BDRCS different program/ projects and Unit level activities.
  • Implement a user-friendly accounting software instead of a manual software and gradually upgrade the accounting system of all Units as per with the national headquarters.
  • Establish an Accounts MIS cell to institutionalize accounting software at NHQ and Unit level and provide necessary training to the accounts personnel on its appropriate usage.
  • Guide the Estate Development and Asset Management department in developing a sound asset management plan maintaining a fixed assets register and asset inventory control at headquarters and across the country under Units’ possession.

Coordination

  • Foster and maintain effective working relationship with related government ministers directorates/ departments, partners donors and other development agencies and stakeholders.
  • Liaise with IFRC and ICRC delegates, in so far financial and accounting matters are concerned.

Required Experience, Knowledge and Skills:

  • At least 15 years working experience in finance or accounting or audit function.
  • Experience of managing and supporting staff.
  • Experience of preparing budgets, cash flow statements & financial plans.
  • Experience of writing narrative & financial reports
  • Experience of commercial & contractual systems
  • Experience in a humanitarian, development or International Organization is preferred
  • Excellent verbal and written skills in English.
  • Advanced skills in computers (Windows, Spreadsheets, Word processing and accounting packages).
  • Knowledge and experience of ……… (Navision).
  • Ability to use manual and electronic accounting systems.
  • Able to prioritize and meet deadlines.
  • Proven skills in mentoring and coaching of staff.
  • Highly organized, proactive and innovative approach to work.
  • Flexibility (e.g. working beyond office hours if needed).

Education requirements:

  • M.Com/MBA major in finance/Accounting with CA (professional/ advance level).
  • Professional qualification in the above an added advantage.
  • Sound working knowledge of computerized financial planning and control systems
