VACANCY ANNOUNCEMENT
Red Cross-Red Crescent movement is the largest volunteer organization in the world. Bangladesh Red Crescent Society (BDRCS), a national society of the movement, constituted on 31 March 1973 by the President's Order No. 26 of 1973 with retrospective effect from 16 December 1971, is the biggest humanitarian organization in Bangladesh. As an auxiliary to the government, the Society provides humanitarian assistance to the vulnerable populace and has undertaken a wide range of activities in humanitarian response, disaster relief, disaster management, responding to public health emergencies, capacity building of the vulnerable population and promoting Red Cross Red Crescent ideals and principles.
Currently Bangladesh Red Crescent Society is looking for a suitable Bangladeshi national for the following position:
Job title: Director.
Department: Disaster Response (DR).
Duration of contract: 1 year (with possibility of extension upon satisfactory performance).
Salary: Negotiable.
Age limit: 45 to 55 years (flexible for extra-ordinary candidates).
Job nature: Contractual.
Reportable to: Secretary General.
Duty station: National Headquarters, Dhaka.
Purpose:
The Director of Disaster Response will be responsible for leading and coordinating all aspects of disaster response operations undertaken by the Bangladesh Red Crescent Society. This senior management position requires strong leadership, strategic planning, and operational management skills to ensure effective and efficient response to disasters and emergencies across the country.
Key Responsibilities:
Strategic Planning:
- Develop and implement strategic plans for disaster response operations in alignment with the overall goals and objectives of the Bangladesh Red Crescent Society.
- Conduct risk assessments and analysis to identify potential disaster scenarios and develop response plans accordingly.
- Collaborate with other departments and external partners to integrate disaster response activities with broader disaster risk reduction and preparedness efforts.
Operational Management:
- Oversee the operational readiness of disaster response teams, including training, capacity building, and deployment procedures.
- Establish systems for rapid needs assessment, resource mobilization, and coordination of response activities during emergencies.
- Ensure timely and effective communication with relevant stakeholders, including government agencies, humanitarian organizations, and affected communities.
Resource Mobilization:
- Develop and implement strategies for mobilizing financial, material, and human resources to support disaster response operations.
- Cultivate relationships with donors, sponsors, and funding agencies to secure resources for emergency response activities.
- Monitor and report on the utilization of resources and ensure compliance with donor requirements and regulations.
Team Leadership:
- Provide leadership and guidance to a diverse team of professionals involved in disaster response operations, including staff and volunteers.
- Foster a culture of collaboration, innovation, and accountability within the disaster response department.
- Conduct performance evaluations, mentorship, and professional development activities for team members.
Coordination and Collaboration:
- Coordinate with government agencies, UN agencies, NGOs, and other stakeholders to ensure a coherent and coordinated response to disasters and emergencies.
- Participate in national and regional forums, working groups, and coordination mechanisms related to disaster response and humanitarian assistance.
- Represent the Bangladesh Red Crescent Society in meetings, conferences, and events related to disaster management and humanitarian affairs.
Education requirements:
- Master’s degree in Disaster Management, Emergency Management, Public Administration, or a related field.
- Minimum of 8 years of professional experience in disaster response, emergency management, or humanitarian assistance, with at least 5 years in a senior management role.
- Proven track record of successfully leading and managing disaster response operations in complex and challenging environments.
- Strong understanding of disaster risk reduction, emergency preparedness, and humanitarian principles.
- Excellent interpersonal, communication, and negotiation skills.
- Ability to work effectively under pressure and in a multicultural environment.
- Fluency in English and Bengali, both written and spoken.
